Um this is on discussion of possible action regarding a resolution establishing a filing period for the candidates for the Office of Justice of the Peace I think we've probably all read it, but Mr.

Um I I wrote down some questions.

Why is Carson City adding a third justice of the peace?

The battle law requires the justice of the peace for every 30,000 residents.

The state demographer came out with their report October one.

The governor finally certified that report uh mid-February, a couple weeks ago, and now we are officially at 61,888 uh residents.

So with that, uh we need to establish a filing period for the third justice of the peace.

Normally the filing period for the judicial candidates is the first two weeks of January.

That has passed.

Uh, but we have an opportunity to have the filing period at the same time that our state and local offices can file, which is the first two weeks of March.

So I'm proposing that this third just department, Justice of the Peace have the same filing period as the state and local officials, and we're set up to do that and ready to do that.

I don't see the pretty pretty standard function here, but I don't see any questions.

Uh there was a typo in the first two whereas.

It's 2025 information.

We do some uh estimates as we move down the form to prepare it to use in the fiscal year 27 budget.

And so that is what we are asking is to um accept the cost allocation done by our consultant, and that we are allowed to use these numbers in our 2027 budget preparation.

We're now on to agenda item 17B, and this is for discussion and possible action regarding our assumptions for staff to use in the preparation of our upcoming uh budget for fiscal year 27.

I want the cigarette slide, please.

You will see that.

I did not get rid of that slide, though I did condense this a little bit.

Um, so this is a normal slide.

We always show this shows our revenue and the assessed value.

Um so we are projecting revenue at a 5.5% increase for 27.

Um, the projected assessed value at the time of doing this was 3.6.

However, we just got the information from the state that said the actual assessed value increased 4.2%.

So a little higher than um what this was originally um projected as.

Uh, another thing that the state um preliminary projection said is that our um commercial cap is 6.9 instead of the eight instead of the rolling instead of the eight yet 10 years.

I just wanted to verify, yes, 6.9.

Um, yeah, and that's a CPI double CPI limit in that NRS.

Um please stop me if you have any questions.

Um, this I just I just typically go through this because of our abatement process.

Um, our current abatement is sitting at nine and a half million dollars.

And um if we increase the rate one cent uh at this point, we can we bring in about $50,000.

Um now without the cap, it would be uh 250 to 300,000 for one cent.

So is it worth increasing?

Is the question.

Is it worth messing with the rate?

And so this is a little example.

I like to go through a new build in 2025 and 2026, like last year, we had an eight or nine percent increase in the assessed value.

You can see there without a cap, 3.57 times 100% uh or per 100 dollars of assessed value is um 5,448.

That would be their tax.

However, um, because of the cap, we can only charge 3% over the previous year, which is $5,148, $300 ends up going to um abatement.

Now in the next year, even if assessed value goes down, um, we're still gonna abate $10 at the same tax rate.

Um, so it's not until the third year where um the bill, the rate times the assessed value is $5,365.

So the cap, the three percent cap um is higher than that.

So that is that is an instance in where we might want to look at maybe potentially increasing our tax rate.

Um, however, we have nine and a half million dollars of abatement sitting out there, so I think it's gonna take some time before we get to any situation where we even look at increasing the tax rate.

Um, so this is the general fund um property tax revenue as I'm projecting it.

You can see in 2024, it was 7.2% increase.

Um, fiscal year 25, 9.3% increase.

That's all the new property going up.

New property doesn't have a cap.

So um, so that's that's why I do think the 5.5 is conservative, because even with the caps, we do still have new property coming on online.

Here is the the famous cigarette slide.

Um, and you can see at this point, property tax rate is has been at 3.57 the entire 10 years of this slide.

So we have not messed with it for 10 years, and our the max we can charge is 3.66.

Um, this is the statewide tax rates.

The only thing on here that changed is Humboldt County.

Um, they went from 3.1716 to 3.2716.

It's everything else is stayed exactly the same.

Where are someone with because those are our neighbors?

You matter, you matter.

Um not on that slide.

This is our consolidated taxes.

Sorry.

This is our consolidated taxes, no problem.

Um 21, 22, and 23 were very stagnant at about 41.5 million.

Um we had a great 24, it went up about 5%, um, or the little over 5%.

And from there, it's looking pretty stagnant for 25 and 26.

So 27, I did increase by 2%, is what I'm looking to hopefully um increase.

We will see though, the next couple of months that come in for sales taxes or C taxes, um, will kind of clinch whether I want to leave it at 2% or I want to decrease it.

Because right now I think we're sitting in a 1% increase for the four months that I've given you guys.

So I always tend to be conservative.

So if it keeps being 1%, I'll drop it to 1% because I'm not gonna.

Oops.

And then um, so I always give you guys a very, very preliminary projection of what the five year is looking like.

And you can see that um we're still reducing fund balance down to 10.3%.

That's the very um right-hand column there.

And um after we do our landfill transfer, and uh we have our fleet replacement that you guys wanted to set aside the one percent of the general fund expenditures, and then the extraordinary maintenance set aside, the remaining capital is looking pretty bleak.

Yeah, um, that's because we haven't seen an increase in C taxes in quite some time.

So I'm hoping with all the building going on and all the we'll we'll see some some revitalization of our C tax in the next couple years.

And that slide should change if that's the case.

That's all I have for you today.

If there's any questions, I'm happy to um I'm happy to answer them.

We are recommending we leave the tax the property tax rate at 3.57.

Um, we do have to set that by February 21st.

So that's the primary reason for for this item.

So, Sherry, when I look at that slide, what I cannot see is what you have reserved for supplementals.

Right.

I can't see that.

So you're just starting really getting into that process right now.

But do you have any approximation of what you're seeing for the supplementals?

Um so far in the very preliminary projections, I've set aside uh 1.2 million dollars.

1.2 across the whole and we did set aside some money in capital for 27 to be able to do more than that 2.2 million, which is is helpful during augmentations.

We did set aside some more money.

So um, so we will see a little, we'll see more in capital than than just that.

But but it's this is this really shows you the future years, right?

Because this is but every decision that we make in this upcoming budget impacts your next level and then your next one.

And I think that I just after discussions that we just had, it's like you you have to be careful what you're adding in because then you can't make fiscal 28, or as I remember when we talked about ARPA funding, right?

And things that came in, and you get these one-shot chunks of money, or you go, oh, that looks good.

I can take that, but it hits you in the out years.

So that's pretty bleak for our capital.

I'm not that's not looking that's not looking really good to have 150,000.

So I just it's just a conversation now, obviously.

Um things change rapidly, but yeah, and it's it's a combination of things.

It's it's added staff, it's um you know, the compensation increases the bargaining units, um, inflation.

I mean, it's it's a number of things, right?

Right.

Um, supervisor white.

Yeah, Sherry, could you put that screen back up?

Um if we could get the broadcast booth to put that on the TV.

Um you know, this goes to uh no, not that one, the one that shows the year end reserves.

Oh, this yeah, that one there.

You know, this goes to we hear people all the time, and we even heard it this morning.

Find the money, do this, do that, find the money.

Well, you look at that end fund balance.

Continually going down.

For you folks out there that think we just have a magic box full of money.

I ask you to come in here and tell us where that is.

Find the money, we hear all the time.

The money's right here in front of you.

Learn how to read these charts, learn how to read these reports, and then come and tell us where the money is.

I I want to just take off a little bit on that, because I really appreciate it because these are our budget assumptions, and I have people ask me all the time, well, just slide it down to 8% or 7%.

And that all sounds great until you have a problem, and then you can look like the Douglas County School District, right?

Real quick and in a flash.

And so I am very proud that Carson City, we as a board take our jobs very seriously, and you need time to make good decisions when things are not going well.

And your ending fund balance is your only backstop.

It's it's all you got.

That's right.

Because you aren't gonna raise the tax and get more money when things are going in the drink.

None of that's gonna happen.

Nothing's gonna save you.

Um, it's gonna become you have to make all your bond payments first and payroll.

And so I'm very proud, and I really appreciate um Supervisor White's comment to say, you know, take a look.

And we're just being responsible, I think.

And so I think those are good balances.

We really want to get to 16%, which again, most people don't understand, just means it's two months.

16% is two months worth of cash on hand.

10.3 is one month.

Right.

And so that gives us 30 days worth of cash to react.

It's not very much when things don't go well.

So I I and that amount of capital is well, and look at even the assumption taking one year of no fleet to try and get over.

So we are making decisions and balancing everything to the best of our ability.

And it might not be a great idea.

Can we do one year of no fleet, and then you see it comes right back in because we're only willing to take a one-year risk.

But we can't take a three-year risk.

Well, we can't perform the job.

Well, you want to.

Well, not unless you want the sheriff on horseback.

I mean, I don't think we want that.

I don't know, come to the state of the city.

That might be a good idea with the look back, the DA on horseback.

That'd be really fun.

But anyway, but but I I really do big horse.

I like it'd be a big horse.

I do like the comment though, and this stuff that it's not easy just to say, go find the money.

I I guess uh supervisor white must get the same emails I do, because I'm like, just go find the money.

So all of us, right?

Are y'all getting them?

Uh Supervisor Shooty to build on those emails.

Can you um just speak for a moment about extraordinary maintenance and and what it is and why it's important that we we contribute to that fund?

Absolutely.

So extraordinary maintenance is for um our facilities.

And if we don't fund our facilities, we have no place for our employees to work.

Um unfortunately, there is a law that we have to provide a reasonable place for our employees to work, it has to have heat, it has to have air conditioning, it has to be a reasonable um accommodation for um our employees.

So unless we want everybody working from home, which I am against, and I think most of you would agree.

So yeah, it is important that we fund that.

We have been funding it for quite some time because we knew the courthouse was coming.

You know, we knew the juvenile facility needed to be remodeled.

And so we do have some savings in there for those facilities projects.

Um, this is discussion and possible action on a submittal for a grant for a million six hundred and thirty one, and which would include some local match of 163,010 to try and buy 81.55 acres of privately owned real property and the water rights in Ash Canyon for parcel zero zero seven zero nine one-two eight.

Ums Boyer, why do we want to?

Well, we know why we want the grant.

Tell us why we want to buy it.

Thank you, Madam Mayor, Board of Supervisors for the Record, Lindsay Boyer, Open Space Manager for Carson City.

So I'm very excited to come before you today with this potential opportunity.

This parcel has been on open spaces radar for many years, and it is a critical acquisition for a variety of reasons.

Um, the first is that the parcel is completely surrounded by Carson City Public Lands.

We have our Eagle View Open Space to the north and public works property to the south.

So acquiring this parcel would allow us to expand the Eagle View open space and prevent checkerboarding of private and public lands.

The parcel also represents critical wildlife habitat and migration corridors.

Ash Creek runs through the parcel.

There's also freshwater emergent wetlands, which is a very rare habitat type located on the property.

So because of that habitat, these lands are important for mule deer, black bear, mountain lions, bobcats, um, a variety of birds and small game species.

As I mentioned, Ash Creek is one of the primary sources of Carson City's drinking water.

So acquiring the parcel would protect not only our drinking water source, but also our water quality.

There's also water rights associated with the property that would be acquired as part of the transaction.

The popular creek trail runs through the property.

This trail is beloved by the public.

So allow uh acquiring this property would allow us to formally recognize and maintain this trail.

The Conserve Nevada program is a great opportunity.

The timing works out perfect.

They're currently accepting applications.

Proposals are due March 6th.

Um applications are considered for a variety of conservation initiatives throughout the state.

Um, specifically in our case, acquisitions of land and water for conservation and recreation.

Right now, the property is not currently on the open market, so the asking price is unknown.

The value identified in the staff report is an estimate.

Ultimately, we would be working through an appraisal process to identify the the price for the property.

Um we were made aware of this through our partner in Nevada Land Trust, who has been um exceptional throughout the years and assisting with um land acquisition transactions.

Um so ultimately, this this parcel is critical for our source water protection for our wildlife habitat for trail connectivity.

Um we're very excited that this parcel has come back up again.

It was sold in 2022, and we missed our chance then um to get it.

So we're we're excited to be back here again.

Um so with that, I will take any questions.

The um the half of the parcel is as actually abutz private property, correct?

Yes, there is one portion to the south at abuts private property, and then the other portion of that is is public.

Have we ever discussed that parcel acquisition?

It's never come up.

This is Johanna Foster.

Thank you for allowing me to give this written statement so I fit my time.

I was excited to hear that Carson City can apply to purchase the Crapps Carter parcel.

In 2022, I worried that the new owner would use the creek for private development and stop recreation in parts of Ash Canyon.

I often wish that this owner would conclude that he didn't want the land and instead sell it to Carson City.

Well, that day has come.

Here's why we need this parcel.

Keeping Ash Creek undeveloped protects the water quality and surrounding vegetation of the shrubs and trees from soil erosion that comes from construction.

Protected vegetation maintains habitat for native animals in the sagebrush steppe and mountain ecosystems.

My husband and I hear dusky grouse calling from trees near the creek each year.

I don't hear them in more developed environments that contain the same kinds of trees.

Two, there are a lot of recreational users in this area.

Hikers, mountain bikers, and families strolling near the creek.

Most of these people probably don't realize that this parcel is private.

Muscle powered in the city erected a few signposts, but prior to that, there was no indication of land ownership differences.

Recreationists enjoy the easy flow of our trails as we move through Ash Canyon.

Within a short distance, a trail user can journey westward through sagebrush into conifers.

Surprisingly, several of the trails pass through this parcel.

By purchasing this land, there is no need to worry that an angry landowner will put up fences and gates.

Three, as noted at past meetings, the potential positive economic impact for our city improves when we market our area as a recreational destination.

As an example, while walking my dog in Ash Canyon, I encountered a mountain biker who specifically drove from Southern California to Carson City to ride our trails because of what he heard.

Four, Carson City has demonstrated that purchasing land for public access improves our national reputation as a wonderful place to live.

The ham property purchase that used quality of life funds is an excellent example.

In 2019, as a member of Muscle Powered, I made a presentation in Louisville, Kentucky, about Carson City's policies to provide open space.

Many audience members were impressed and wished that they had the same opportunities.

Please, Board of Supervisors, approve the funding for purchase of this property with the water rights.

Lindsay, how um fast can we move on this in terms of getting an appraisal done and in your best estimate.

Yeah, great question.

So as mentioned, the conservativata grant is the application is due at the beginning of March.

Um we have heard from past application rounds that the awards do come pretty quickly.

Um anywhere from maybe four to six months, which is fast for a grant award.

Um so that will allow us to move quickly on the acquisition.

We've also discussed um, you know, the potential to fund the appraisal and things like that as part of our match.

So that would allow us to move quickly and then you know, if we receive the funding, we'd be able to execute.

I would encourage you to do that so we can move simultaneously and then if the grant is approved, we can you know make it happen.

Uh Mr.

Martell, do you have an update for us, please?

I do, thank you, Mayor.

Um, as you heard earlier today, uh Hope Sullivan, your new planning in economic or excuse me, community and economic development director has uh taken uh no time and or executing quickly in getting the new team on board.

So thank you to her and her team.

And she'll be uh executing on um not only what she said in rebuilding, but also supporting existing businesses, our business partners here in town and encouraging new businesses with a particular emphasis on downtown and making sure that our vacancies downtown as a lot of us have discussed, making sure that we have all the opportunities there downtown that we need to have to keep our community vibrant and moving forward.

Also wanted to pass along that as a part of that.

Hope will be holding uh two community outreach meetings, both at the library, one on Monday, February 23rd from 10 to noon, the other on Tuesday, February 24th from 5:30 to 7.30 p.m.

And those uh meetings will focus on her attempt within redevelopment area one to look at how we can share parking amongst the area and again help to encourage businesses to uh either relocate or expand within their that existing zone and not having a parking constraint.

So I appreciate hope and her team moving out quickly on some of those.

Um also wanted to uh remind everybody that tomorrow is your working session, your strategic annual strategic uh meeting.

Uh looking forward to that meeting with you and the rest of the board mayor, so that we can get some some good conversations amongst the board members and and any public that wants to attend and and help us uh as your team stay on on strategic tact for you.

Also wanted to follow up uh at last year's annual retreat.

A topic of discussion uh was the presentation by Hoppe and May Adams Foundation.

Um after that presentation, in an alignment with your five-year strategic plan, the board directed staff at that time to pursue options for the clerk relocation while exploring additional options for a potential new city hall.

While a year has passed, I just wanted to assure this board that staff continues to research locations, cost benefit analyses, financing options, and potential partnerships.

While no date has been set, I anticipate bringing this item to the board in the near future for a full discussion where I hope to receive direction from the board on how to proceed further uh on behalf of the board.

And then also uh just lastly wanted to thank public works.

Uh the last couple of days as discussed earlier have been kind of challenging for us here in the city, but I want to thank the public works team.

I think they're on a continual 48-hour shift change now, uh making sure that our our streets are as safe as they can be given the environment we have.

Also wanted to thank Parks and Recreation.

I don't know that everybody understands uh when these kind of events go on.

Park and recreation uh staff kind of switches gears.

Uh they out they're out there actually making sure that all of the entrances to all the city buildings uh are safe uh for for not only us as the team to come in, but also the residents and constituents and businesses that need to come in and take care of business.

And we actually had uh a good partnership with the corrections here the last day or two uh as well.

So I wanted to thank that team and then of course the sheriff's office and the fire department out there taking care of these additional things for us.

A couple of uh CTA things.

Um first the um Nevada Association Student Council State Conference is in Carson City this year.

Uh I think it's been uh over a decade since this basically it's student government um meeting has occurred.

And um it's uh 1,500 uh students, Nevada students from around the state are gonna be in town April 16 to 18, uh staying in our hotels and uh restaurants and stuff at Carson High School.

So if yeah, you should pop in and uh take a look at some of the activities that they have going uh on our future uh political leaders.

Um a week ago, Monday, um, I went out to Centennial just to check the progress of the fields out there.

Um, and they were uh ahead of schedule, which is a good thing because now I think they're gonna be a little bit slow.

Um they they had uh what is it, field seven, four, four, five, six anyway.

The Northwest Field uh was almost ready to start laying um the turf.

Um extensive drainage work has been done.

Uh there's some great pictures that public works has, but massive drains within the field to be able to take the water that comes off the hill, and what they can't push around will go into these drain, in field drains essentially, uh below grade drains, uh, which they will able to engineer through the use of of different um base materials.

Uh it's pretty fascinating.

Uh and in anticipation of that, um bunch of new tournaments.

Uh a couple of new senior tournaments coming in May.

Um organization called Senior Softball USA.

Um, Legacy Sports is doing seven new softball tournaments.

Um, North American Fast Pitch Association, which is uh women's or uh girls' softball, two new tournaments, all new because of those fields.

Um the first uh assuming everything knock on wood goes as scheduled.

The first tournament on the new turf would be May 22nd, which is Rock and Reno Challenge Cup.

Um so it's pretty exciting stuff.

Uh we heard at uh Carson Water Subconservancy last night that before today's water or storm, we were at uh boosted up to 85%.

There was about a 25% increase in the one storm in our snowpack.

Um the storm here ought to put us over 100% for the year.

100% of average for that date.

So if they hover over the picture, it tells them what it is, what the picture is.

So I've learned a lot.

Um pick new stuff, so it's already embedded.
