Uh next item is public comment.

Is there any public comment on Historic Resource Commission items?

Hearing none, we'll move to item four for possible action.

We have approval of the minutes from our January seventh, twenty twenty-six meeting.

Um minutes from the last meeting as presented by staff.

Motion and a second, any questions.

Uh I I did have for consideration.

We were playing with a shed for 10 years.

And we had a gentleman come in here and step up the plate to preserve that building, you know, and I and I think that he went the extra mile.

And I'd I'd like to uh you know have a discussion on Darren Berger, because I do think he went the a little bit more than uh anybody anticipated, and working with uh staff and working with the owners to get that to happen.

I I just think that uh when somebody does the go to the extra mile, the consideration might be warranted.

So that's just my point.

That's a good point, Don.

We I'm almost thinking we can wait, hopefully he gets it up by next year, and we can do it when it's up too, so that people can see the control board based on that following, and then now we're not next year, we're back.

Yeah, we talked about this last year, and they hadn't quite completed the building yet.

We thought let's put it off until they get the final.

But it was, I mean, it is pretty amazing what they did it and they did it without anybody saying you have to do this.

It was Bruce and uh the RCI guys just saying no, we need to do this.

So I if I could too, I would just recommend um for Darren Berger.

Um while your point's well taken, um Commissioner Smith.

I I would recommend waiting until the project's completed.

The project hasn't actually been completed yet.

He's gone through the process for the zoning map amendment.

Um he's um taken the the structure down from its original location and is storing it.

Um but my understanding from him is that he's gonna be working on getting that erected on his property.

Um and when that's completed, I think maybe at that point that the year that that's completed or the following year might be the appropriate time to recognize him.

I'd also thought about that and uh thought is that premature.

And I'm going, well, the effort was put there and successful effort because it took some hoops to get through there.

And I thought, well, to recognize it even at this point, not the building, the person provides a little impetus for him to really follow through.

Uh that was just something I thought about too.

You know, wow, now I've really got to I've got to do the best job I can on this.

But that was my stupid way of thinking.

No, there's no reason why we couldn't do it for as a person and for the other work.

We've done multiple awards before.

So if we if you know the other thing with uh with Darren, he worked many years with art on projects that you know he was the initials on the page, but never got any of the the credit for what art was able to accomplish, but he was there.

But I have no problem waiting a year and you know, moving forward with just one, you know.

So I just wanted to bring it up.

I thought it was important.

I I don't have a problem in doing it to recognize Darren for his work with art in the historic preservation as well as the effort he put into getting zoning changes and things like that or zoning amendments for um I just had I just had one thought since the um board of supervisors agreed to our amendment to the to the code, maybe this would be a good time if to follow up with the award for Darren because they they give out the awards, right?

And so they that would sort of reinforce their decision to um stand with us on the court and um change in the code.

Is that a would that be a good thing or not?

Yeah, so I I think as long as if if you're looking at at recognizing Darren for his work in the historic district, um and not for for this specific project, um, that that's that's fine.

Um if it was for this specific project, it's not completed yet and technically can't be nominated.

So if it's generally for his work in the district, that's fine.

Um, and we have the last couple of years um you know awarded two different people or projects.

So um if that's what you want to do, we can consider that again this year.

Make another comment.

His his recent efforts, not for that, but to address the complications with code to ensure that historic buildings that don't meet a current code have a path moving forward.

And that the board of supervisors as well as ourselves and the planning commission can look at, okay.

We've done this before.

I'd like to make the motion to uh move uh RCI's uh project forward for recognition and also Darren Berger for his work uh in the historic district, not only uh as an individual, but his work with Art Hanafin over the years, and for and I'm gonna need a little help with the wording here.

We need a league we need legal on this, uh his is efforts to streamline the process of um addressing the code when associated with a historic building that so that it can either it can move forward and be maintained.

I I I got a little confused.

You know, just to follow up on that that it's done.

There was nothing for him to gain by doing that.

You know, it it was a building that we've been talking about uh it at some length.

Um he's gonna take a building down, he's gonna spend money, and there's there's the only reward he gets out of this is he preserved a structure.

And I'm thinking about all the people that that don't do that for us.

And I I just thought, you know, maybe it'll send a message to other people too.

Anyway, so yeah, I think there's definitely a theme for this year's awards with people stepping up and going above and beyond what they need to do with the commission.

So good call.

Uh next item 5B, HRC-2026-0040 for possible action, discussion and possible action regarding the 2026 resources annual scavenger hunt.

Um, so this is your opportunity to discuss the continued organization of the scavenger hunt um and decide on a theme, and then I I would ask for volunteers from the commission to help staff put that scavenger hunt together.

Um yeah, I had two thoughts.

Um, one we could as we talked about and kind of leaping from last year when we talked about streets and streetscapes and and um features of that going to then the the development of garage, you know, carriage houses to sheds to garages to you know um and carports, kind of the evolution of transportation on those roads.

So that might be another step out.

I was trying to think of some way we could connect with the 250th kind of you know US anniversary, but um we don't really have anything that's 250 years old in town, so that was kind of a stretch.

Yeah that's the that date is the most important one to set yeah and you you'll check with the Fox to see if we'll work on that too is it appropriate to work the theme that somehow is in conjunction with the the 250 year celebration of the United States that's what I was trying to do but I couldn't find enough and and I apologize if you said that I can't hear I'm I'm getting really bad really bad.

I I did I did think about that as a theme for the 250th but I I couldn't find enough resources in Carson to make it really work or um a way of you utilizing the right resources within the district that way since nothing dates to that period if we could find an accessory dwelling in the city that that's 250 years old it'd be pretty incredible we should celebrate it well you just have a lot of walking yeah I was gonna say typically we get together and walk around the neighborhood and and take pictures of the examples that we're looking at okay.

Okay, a couple of things to report out on.

Um the NAPC forum this year is going to be held in Minneapolis on July 22nd through the 26th.

Um there is going to be grant funding through SHIPO for travel and attendance at the meeting.

Um we need to know soon who wants to attend.

So if you don't know today if you want to attend or not, um, we'll reach out by early next week to kind of nail that down because um the grant applications have to be in by the end of this month.

Do you know how many?

Do you know how many people would be um how much funding that would be probably two travel for two to three?

Okay, yeah.

And if it's easier, I can just um reach out to you guys early next week.

You can look at your calendars and all that.

Yeah, I think it'd be better if you reached out to everybody on the board instead of just the microphones.

That's what I'll do.

Um is city staff interested?

You guys go as well.

Um, I think it might be a little bit tricky just because of scheduled time off.

So um interested, yes.

Not sure if it's gonna work out or not.

Um so the next meeting is scheduled for May 6th at 4 p.m.

Assuming assuming that we do have um applications for your review.

Um just briefly, too.

Um, the ordinance for the setbacks in the historic district was approved by the board um on February 19th.

Um, so as of March 1st, that's actually in effect.

So um there is uh a requirement for HRC review and approval, but not a requirement for planning commission review and approval.

Um then I I've gotten a couple more questions about what's happening at 402 West Robinson.

We're still trying to address that through the code enforcement process.

Um, it is a long and arduous process.

Um, we have recorded the notice of violation against the property.

So if at some point they were to sell it, it will at least come up on title that there is violations on the property.

Um, so the next step um would be to start to um find them.

And then if they don't pay the fines, that actually also gets recorded against their property and it's a lien.

So um, and then there was also a question last month.

I think Michelle had asked about the sheds at the Ferris Mansion.

Um the owner had reached out to me right around the time we had met last month.

Um she said that they're gonna be seeking approval for a re-roof, solar, new fencing, and the fence would include an integrated shed similar to what was there previously, um, and possible accessory dwelling unit.

She was anticipating that that application would be coming in in time for you all to review that at this meeting, and we still have not received the application.

So that is the latest and greatest on those items.

That was fair as many correct.

It is looking better, I less yeah, yeah.

I don't have any idea how many administrative approvals we did in the last or since our last meeting.

Four, maybe three or four three or four, I want to say.

Yeah, yeah.

I think there were a couple roofs or roofing.

There's been, yeah, there was I think two or three re-roofs and something else.

Handicapped access on the side of a building.

Um so um actually what happened with that is the code um the code allows for the director to approve it under reasonable accommodations.

Um, so after a lot of back and forth with the applicant to get the information that we needed, hope actually ended up approving that um under that um section of code.
