0:10

Today is Thursday, March 5th, 2026.

0:13

It is 2.30, and we're in the conference room A at the Community and Economic Development Department at the BRIC 108 East Promptor Street.

0:23

Natalie, are there any modifications to the agenda?

0:26

There are not.

0:28

Thank you.

0:28

Is there any public comment?

0:32

See, no public comment, I'll go out to the action items.

0:35

Before I do the action items, I'm going to call out the business and confirm all applicants are here.

0:40

Pizza Factory.

0:42

Here.

0:42

Thanks.

0:44

Let's see.

0:45

Nam Vietnamese kitchen.

0:48

Thank you.

0:51

Okay.

0:52

And beer with them.

0:53

Okay.

0:54

They said it faster.

0:55

Okay.

0:56

Okay.

0:57

Everybody here.

0:58

Sometimes I go through and I'm like, oh, they're not here.

1:01

Okay, so Pizza Factory, you came in first.

1:03

Great.

1:04

Okay, so for A, for possible action discussion, and possible action regarding that an application for a dining room with beer, wine, liquor license, liquor 010075-2025.

1:17

Why is that a 2025 number?

1:19

Because they applied in 25.

1:21

We took that long.

1:22

Wow.

1:23

Okay.

1:23

The background check for the sheriff's office.

1:27

With Kevin Alexander Leo.

1:34

Trajelio Baraza.

1:36

Yeah.

1:36

Triligio Baraza.

1:38

Sorry.

1:39

I should have checked with you beforehand.

1:40

As a liquor manager for K investment LLC doing business is Pizza Factory, located at 3120, Highway 50 East in Carson City.

1:50

Now are there any changes to the staff report?

1:53

There are no changes to the staff report.

1:55

Okay, so can I call you Kevin?

1:56

Yeah, that's fine.

1:57

Okay.

1:59

So as you were growing up, did you always have to tell the teacher how to say your name?

2:03

Yes.

2:04

Very rarely do I write it to someone to come pronounce it.

2:07

So it's so long.

2:09

Yeah.

2:09

So did you have a chance to read the staff report?

2:12

Yes.

2:12

And are you okay with the conditions of approval?

2:15

Absolutely.

2:15

Okay, have you run a pizza factory before?

2:18

No, this is our first pizza factory.

2:20

Took over December 19th.

2:23

And we've been operating under the previous liquor.

2:27

Okay.

2:28

But we do have other experience with our other restaurant in Reno.

2:32

Oh, what is that Pizza Factory too?

2:34

No, that's uh it's called Pin Bomb Sushi, and it's across the street from UNR.

2:38

Okay.

2:38

So yeah, we have to be uh very diligent when checking out.

2:43

Yes.

2:44

And how's the how's Pizza Factory going so far you've had since December?

2:48

Is this okay?

2:49

Very well, yes.

2:50

Um a lot of changes.

2:52

Um I think it's being receptive pretty well.

2:55

What do you mean allow changes?

2:56

Um a lot of changes as far as just updating what the previous owner had.

3:00

We've integrated a lot of AI in there.

3:02

Um so once we roll this this part of it out.

3:05

I actually want to um see how we can integrate a type of ID scanner or something like that to make it a little bit uh easier on the staff.

3:13

Because some of them have expressed uh their concern of being uncomfortable.

3:17

We'll hear people who have done that.

3:18

The sheriff's office probably knows how to do that.

3:20

So I was actually going to ask that.

3:21

If you guys have any recommendations as what's like a system would be good for them to scan, uh just because some of the staff has expressed their concerns as far as um they don't want to upset the customer.

3:29

Say, hey, you know, let me check your ID as to where we're doing all of them.

3:34

Yeah, so across the board and check everyone's well, these kids have to get over that.

3:41

But with that, um, well then, we're glad you chose to invest in Carson City and come down south and join us.

3:48

I'm glad things are going well.

3:50

And I know my building official, he just took his team out for luncheon at Pizza Factory yesterday.

3:56

Oh, very just so happens because he said, hey, I'm gonna take the team to get pizza.

4:00

I said, okay, where are you going?

4:01

He said, Pizza Factory.

4:02

I didn't even realize you were on my agenda too.

4:05

Nice.

4:05

Okay, is there any public comment on this application?

4:09

Sheriff's office?

4:12

No, as far as the machine you said to scan, I don't know too much on that, but I can definitely try to ask.

4:17

Yeah, I would appreciate that.

4:18

Please see the uh I know Currillo used to do this, so you might know Deputy Carey.

4:23

Okay.

4:24

Awesome.

4:24

Thank you.

4:25

Are you gonna make your announcement?

4:27

You don't want to wait for everybody to talk?

4:29

They're all here to hear you.

4:31

Okay.

4:32

Uh so just so you guys know the sheriff takes it very seriously with compliance checks.

4:36

You know, juvenile's going to your restaurants, bars, wherever you guys uh operate.

4:42

You know, make sure you're checking those IDs.

4:44

We do do compliance checks, so it'll be myself, another deputy will go out with uh juvenile.

4:49

Um, one of us will stay out, the other person's uh plain clothes, so they'll be inside kind of watching the transaction, making sure you guys are checking IDs, stuff like that.

5:00

You know, uh if you guys don't, you know, your employees can receive a citation, and then ultimately they'll be citing the business as well, okay?

5:06

So very, very serious.

5:08

You can take the stuff here seriously, so make sure you're checking all the IDs and everything like that, okay?

5:13

Okay.

5:13

Thank you.

5:14

Now at this point I usually would say, except I'm a little embarrassed by your 2025 application.

5:20

But I would normally say that used to be you had to go what was called the liquor and entertainment board, which was our elected board of supervisors plus the sheriff, and they would issue liquor licenses, and they delegated this authority to to a hearings officer, which I am not hearings officer, in the interest of going faster.

5:39

So I'm not sure it's working, we'll see.

5:41

But when that happened, yeah, exactly as the officer said, the sheriff would had a lot of reservations.

5:49

And so it's really important, and I always try to underscore what the sheriff's office says because the the mere fact that this seems like a very informal meeting should not be perceived that.

6:00

We don't take it seriously because we do.

6:02

Okay.

6:03

Um so with that anything else?

6:06

Everything's good?

6:07

Then I will go ahead and let me get some agenda item.

6:11

Um I am going to approve the application for the dining room with beer, wine, liquor license for Kevin Alexander Triligio, Aranza as the liquor manager for K investment, LLC doing business at this Pizza Factory at 3120 Highway 50 East in Carson City, subject to the conditions contained in the staff report.

6:35

And you do have an affidavit that's assigned, and Natalie will help all of you right after this meeting with the appidavit.

6:42

Okay, we're going on to item 4B, which is for possible action, discussion, possible action regarding application for a dining room with beer wine liquor license, liquor 010171, 2026, like that 2026, with Liam Lee as the liquor manager for Liam Lee LLC doing business at Non Vietnamese kitchen, located at 1442 East William, number two, East William Street, number two.

7:10

Um you're here.

7:12

Yes.

7:13

Great.

7:13

How are you?

7:14

I'm doing well.

7:15

Thanks for asking.

7:16

So how long have you been running the business?

7:19

Since November 28th, so we're just going up past three months.

7:24

And everything okay?

7:25

Yes.

7:26

Really?

7:27

Everybody's finding you?

7:28

Yes.

7:29

Yeah, surprisingly, with the construction and things, but um we've been well receptive by the community.

7:34

And we're we're loving it.

7:36

So any output anything we can do better for you?

7:40

Uh the liquor meeting, quicker.

7:45

Uh no, no, I mean I I couldn't think of anything else.

7:48

Um we're just excited to be here, and we're we're just, you know, and the community seems to be excited that we're here.

7:56

Uh and we just want to be part of the community.

8:00

Oh.

8:01

So have you run the restaurant with Liquor before?

8:04

Yes, I have.

8:04

In Reno, same as Natalie?

8:07

You guys.

8:08

Glad you came down.

8:09

Thank you.

8:10

Natalie, are there any changes to the staff report?

8:12

There are no changes to the staff report.

8:14

Okay.

8:14

Did you have a chance to read the staff report?

8:16

I I have right before you.

8:18

Are you good with the conditions of the project?

8:20

Yes.

8:20

Yes.

8:20

Okay.

8:21

Is there any public?

8:22

I'll go ahead, please.

8:23

Just like him, uh, you know, we're right across from Carson City High, so we want to be very um, you know, um sure about making sure that house staff aware, checking the ID, and where we're gonna stay on that.

8:36

Yeah, yeah.

8:37

You have all the high school kids going in that area, so we're we're making sure that this we're taking it serious.

8:45

Tell Kenny.

8:47

Okay.

8:48

We like it.

8:49

We like the sheriff to know we're doing our job, so no, that's awesome.

8:52

Totally good.

8:53

And that's actually why we have these meetings, and again, they seem informal, but it's really important that we have to every single business owner liquor manager.

9:01

Um, is there any public comment on this application?

9:06

Seeing then, I will go ahead and just I'm going to approve the application for a dining room with beer, wine, liquor license with Liam Lee as the liquor manager for Liam Lee LLC doing business as non-Vietnamese kitchen located at 1442 East William Street, number two, subject to the conditions of approval contained in the staff report.

9:31

Okay, we're almost there, guys.

9:33

All right, next, for possible action, discussion and possible action regarding an application for a tavern slash bar liquor license, liquor 010094-2025.

9:45

Would Marlo Harding as the liquor manager for Taiwan on LLC, doing business at Spicy Goat, located at 1881 East Long Street in Carson City?

9:56

So is Marlowe here?

9:57

I am.

9:58

Hi, Marla.

9:59

Hi.

10:00

So when did you take over Pice DeGoat?

10:02

January 1st of this year.

10:04

Interesting.

10:05

How's that going?

10:06

It's going actually really well.

10:08

We've had a really good first two months.

10:11

We've been having new people in.

10:13

The regulars are still coming, so we've been very happy with it.

10:16

Excellent.

10:18

I'm glad to hear that.

10:19

Anything we can do better for you?

10:21

I don't think so.

10:22

Okay.

10:22

How about that, Natalie?

10:26

Any changes to staff report, Natalie?

10:28

There are no changes to the staff report.

10:30

Okay.

10:30

Have you had a chance to review the staff report in the conditions?

10:33

I have.

10:34

Are you okay with us?

10:35

I am.

10:35

Okay, cool.

10:36

Um are there any public is there any public comment on this application?

10:41

I guess I'm the previous owner.

10:44

You're the previous owner.

10:45

And we're on my liquor license now, so I would ask you to approve it.

10:51

You want to know that liability.

10:57

Well, basically, I sold it to her husband.

11:00

Oh, okay.

11:01

She's on the asset side.

11:03

Okay and basically just one of my only partner wanted out of it.

11:09

So he didn't want another partner.

11:12

Okay.

11:14

Gotcha.

11:15

So when you were running Pice to Goat, anything we could have done in Carson City to help you as a business owner?

11:22

No, I'm just saying I was surprised on the time frame because I I see Kenny quite a bit.

11:29

I went to high school with Kenny, so we we do bond periodically.

11:33

Yeah.

11:33

But it was just a timing issue, and I don't know.

11:36

Like when I did mine, it was almost like almost did it.

11:40

It was like 30 days.

11:41

But I already had two liquor licenses.

11:44

Well, that see if you have right now, we could do better than that.

11:48

If you have an active liquor license in town, you don't even have to, we can just approve it.

11:54

And you don't get another background check.

11:56

So we would have had no days and gone past.

12:10

Okay, so any public comment on this application.

12:13

See none.

12:14

We'll go ahead and approve the application for tavern bar liquor license with Marlo Harding as the liquor manager for Taiwan on LLC, doing business with Spice D Goat, located at 1881 East Lawn Street in Carson City, subject to the conditions of approval in the staff report.

12:31

Okay, I will now ask for any closing public comment.

12:35

Save none.

12:36

This hearings adjourned.

12:38

Thank you all.

12:39

Thank you.

12:39

Thank you.
