0:02Okay, it's 2.30, so I'm calling the Carson City Consolid uh Carson City Liquor Hearings Officer meeting to order.
0:10Today is Thursday, March 5th, 2026.
0:13It is 2.30, and we're in the conference room A at the Community and Economic Development Department at the BRIC 108 East Promptor Street.
0:23Natalie, are there any modifications to the agenda?
0:28Is there any public comment?
0:32See, no public comment, I'll go out to the action items.
0:35Before I do the action items, I'm going to call out the business and confirm all applicants are here.
0:45Nam Vietnamese kitchen.
0:58Sometimes I go through and I'm like, oh, they're not here.
1:01Okay, so Pizza Factory, you came in first.
1:04Okay, so for A, for possible action discussion, and possible action regarding that an application for a dining room with beer, wine, liquor license, liquor 010075-2025.
1:17Why is that a 2025 number?
1:19Because they applied in 25.
1:23The background check for the sheriff's office.
1:27With Kevin Alexander Leo.
1:39I should have checked with you beforehand.
1:40As a liquor manager for K investment LLC doing business is Pizza Factory, located at 3120, Highway 50 East in Carson City.
1:50Now are there any changes to the staff report?
1:53There are no changes to the staff report.
1:55Okay, so can I call you Kevin?
1:59So as you were growing up, did you always have to tell the teacher how to say your name?
2:04Very rarely do I write it to someone to come pronounce it.
2:09So did you have a chance to read the staff report?
2:12And are you okay with the conditions of approval?
2:15Okay, have you run a pizza factory before?
2:18No, this is our first pizza factory.
2:20Took over December 19th.
2:23And we've been operating under the previous liquor.
2:28But we do have other experience with our other restaurant in Reno.
2:32Oh, what is that Pizza Factory too?
2:34No, that's uh it's called Pin Bomb Sushi, and it's across the street from UNR.
2:38So yeah, we have to be uh very diligent when checking out.
2:44And how's the how's Pizza Factory going so far you've had since December?
2:52Um I think it's being receptive pretty well.
2:55What do you mean allow changes?
2:56Um a lot of changes as far as just updating what the previous owner had.
3:00We've integrated a lot of AI in there.
3:02Um so once we roll this this part of it out.
3:05I actually want to um see how we can integrate a type of ID scanner or something like that to make it a little bit uh easier on the staff.
3:13Because some of them have expressed uh their concern of being uncomfortable.
3:17We'll hear people who have done that.
3:18The sheriff's office probably knows how to do that.
3:20So I was actually going to ask that.
3:21If you guys have any recommendations as what's like a system would be good for them to scan, uh just because some of the staff has expressed their concerns as far as um they don't want to upset the customer.
3:29Say, hey, you know, let me check your ID as to where we're doing all of them.
3:34Yeah, so across the board and check everyone's well, these kids have to get over that.
3:41But with that, um, well then, we're glad you chose to invest in Carson City and come down south and join us.
3:48I'm glad things are going well.
3:50And I know my building official, he just took his team out for luncheon at Pizza Factory yesterday.
3:56Oh, very just so happens because he said, hey, I'm gonna take the team to get pizza.
4:00I said, okay, where are you going?
4:01He said, Pizza Factory.
4:02I didn't even realize you were on my agenda too.
4:05Okay, is there any public comment on this application?
4:12No, as far as the machine you said to scan, I don't know too much on that, but I can definitely try to ask.
4:17Yeah, I would appreciate that.
4:18Please see the uh I know Currillo used to do this, so you might know Deputy Carey.
4:25Are you gonna make your announcement?
4:27You don't want to wait for everybody to talk?
4:29They're all here to hear you.
4:32Uh so just so you guys know the sheriff takes it very seriously with compliance checks.
4:36You know, juvenile's going to your restaurants, bars, wherever you guys uh operate.
4:42You know, make sure you're checking those IDs.
4:44We do do compliance checks, so it'll be myself, another deputy will go out with uh juvenile.
4:49Um, one of us will stay out, the other person's uh plain clothes, so they'll be inside kind of watching the transaction, making sure you guys are checking IDs, stuff like that.
5:00You know, uh if you guys don't, you know, your employees can receive a citation, and then ultimately they'll be citing the business as well, okay?
5:06So very, very serious.
5:08You can take the stuff here seriously, so make sure you're checking all the IDs and everything like that, okay?
5:14Now at this point I usually would say, except I'm a little embarrassed by your 2025 application.
5:20But I would normally say that used to be you had to go what was called the liquor and entertainment board, which was our elected board of supervisors plus the sheriff, and they would issue liquor licenses, and they delegated this authority to to a hearings officer, which I am not hearings officer, in the interest of going faster.
5:39So I'm not sure it's working, we'll see.
5:41But when that happened, yeah, exactly as the officer said, the sheriff would had a lot of reservations.
5:49And so it's really important, and I always try to underscore what the sheriff's office says because the the mere fact that this seems like a very informal meeting should not be perceived that.
6:00We don't take it seriously because we do.
6:03Um so with that anything else?
6:07Then I will go ahead and let me get some agenda item.
6:11Um I am going to approve the application for the dining room with beer, wine, liquor license for Kevin Alexander Triligio, Aranza as the liquor manager for K investment, LLC doing business at this Pizza Factory at 3120 Highway 50 East in Carson City, subject to the conditions contained in the staff report.
6:35And you do have an affidavit that's assigned, and Natalie will help all of you right after this meeting with the appidavit.
6:42Okay, we're going on to item 4B, which is for possible action, discussion, possible action regarding application for a dining room with beer wine liquor license, liquor 010171, 2026, like that 2026, with Liam Lee as the liquor manager for Liam Lee LLC doing business at Non Vietnamese kitchen, located at 1442 East William, number two, East William Street, number two.
7:16So how long have you been running the business?
7:19Since November 28th, so we're just going up past three months.
7:27Everybody's finding you?
7:29Yeah, surprisingly, with the construction and things, but um we've been well receptive by the community.
7:34And we're we're loving it.
7:36So any output anything we can do better for you?
7:40Uh the liquor meeting, quicker.
7:45Uh no, no, I mean I I couldn't think of anything else.
7:48Um we're just excited to be here, and we're we're just, you know, and the community seems to be excited that we're here.
7:56Uh and we just want to be part of the community.
8:01So have you run the restaurant with Liquor before?
8:04In Reno, same as Natalie?
8:10Natalie, are there any changes to the staff report?
8:12There are no changes to the staff report.
8:14Did you have a chance to read the staff report?
8:16I I have right before you.
8:18Are you good with the conditions of the project?
8:22I'll go ahead, please.
8:23Just like him, uh, you know, we're right across from Carson City High, so we want to be very um, you know, um sure about making sure that house staff aware, checking the ID, and where we're gonna stay on that.
8:37You have all the high school kids going in that area, so we're we're making sure that this we're taking it serious.
8:49We like the sheriff to know we're doing our job, so no, that's awesome.
8:53And that's actually why we have these meetings, and again, they seem informal, but it's really important that we have to every single business owner liquor manager.
9:01Um, is there any public comment on this application?
9:06Seeing then, I will go ahead and just I'm going to approve the application for a dining room with beer, wine, liquor license with Liam Lee as the liquor manager for Liam Lee LLC doing business as non-Vietnamese kitchen located at 1442 East William Street, number two, subject to the conditions of approval contained in the staff report.
9:31Okay, we're almost there, guys.
9:33All right, next, for possible action, discussion and possible action regarding an application for a tavern slash bar liquor license, liquor 010094-2025.
9:45Would Marlo Harding as the liquor manager for Taiwan on LLC, doing business at Spicy Goat, located at 1881 East Long Street in Carson City?
10:00So when did you take over Pice DeGoat?
10:02January 1st of this year.
10:06It's going actually really well.
10:08We've had a really good first two months.
10:11We've been having new people in.
10:13The regulars are still coming, so we've been very happy with it.
10:18I'm glad to hear that.
10:19Anything we can do better for you?
10:22How about that, Natalie?
10:26Any changes to staff report, Natalie?
10:28There are no changes to the staff report.
10:30Have you had a chance to review the staff report in the conditions?
10:34Are you okay with us?
10:36Um are there any public is there any public comment on this application?
10:41I guess I'm the previous owner.
10:44You're the previous owner.
10:45And we're on my liquor license now, so I would ask you to approve it.
10:51You want to know that liability.
10:57Well, basically, I sold it to her husband.
11:01She's on the asset side.
11:03Okay and basically just one of my only partner wanted out of it.
11:09So he didn't want another partner.
11:15So when you were running Pice to Goat, anything we could have done in Carson City to help you as a business owner?
11:22No, I'm just saying I was surprised on the time frame because I I see Kenny quite a bit.
11:29I went to high school with Kenny, so we we do bond periodically.
11:33But it was just a timing issue, and I don't know.
11:36Like when I did mine, it was almost like almost did it.
11:40It was like 30 days.
11:41But I already had two liquor licenses.
11:44Well, that see if you have right now, we could do better than that.
11:48If you have an active liquor license in town, you don't even have to, we can just approve it.
11:54And you don't get another background check.
11:56So we would have had no days and gone past.
12:10Okay, so any public comment on this application.
12:14We'll go ahead and approve the application for tavern bar liquor license with Marlo Harding as the liquor manager for Taiwan on LLC, doing business with Spice D Goat, located at 1881 East Lawn Street in Carson City, subject to the conditions of approval in the staff report.
12:31Okay, I will now ask for any closing public comment.
12:36This hearings adjourned.
