The Carson City Regional Transportation Commission (CAMPO) held its regular monthly meeting on Wednesday, May 13, 2026, at 4:30 PM. Chair Novak presided, with a quorum present. The meeting included approval of prior minutes, a key contract award for the East Dayton Bridge feasibility study, and updates from staff and the Nevada Department of Transportation (NDOT).
East Dayton Bridge Feasibility Study Contract (Item 4): Chris Martinovich, Carson City transportation manager, presented a request to approve Contract 26300235 with Moffat & Nickel for a feasibility study of the East Dayton Bridge Project in Lyon County. The total not-to-exceed amount is $1,189,493.05. The study will evaluate bridge types, concepts, and locations within an area generally between the existing Carson River bridge and where the river narrows toward Fort Churchill. No predetermined route has been identified; the study will comply with NEPA requirements, including a no-build alternative. Several members commented on the thorough scope of work, fair pricing, and the firm's qualifications. Member Casanelli asked about the involvement of Lyon County staff in monthly project meetings; Martinovich confirmed Lyon County is a key partner and will be included. Chair Novak disclosed a familial relationship with Chris Martinovich (nephew) but stated he does not have a disqualifying conflict under NRS 281A.420, as the outcome would not affect him to a greater degree than other residents.

Discussion and possible action regarding contract two six three zero zero two three five with Moffat and Nickel to assist in the development of the East Dayton Bridge Project feasibility study located in Lyon County for a total not to exceed amount of one million one hundred and eighty-nine thousand four hundred and ninety-three dollars and five cents. And Chris, you are listed as the uh presenter at this point. Oh, I forgot to do that. It's all good. NRS two eight one A point four two zero requires me to disclose conflicts of interest and abstain from voting when I have a disqualifying conflict. My nephew is Chris Martinovich, who is employed by Carson City and will be presenting this item. Chris and I are not receiving compensation of any kind directly related to this item. It will not foreseeably impair or enhance the terms of his service with the city. And we are not affected by the outcome of this item to a greater degree than any other resident in Carson City. NRS 281A.420 only requires substention in clear cases. And the independent judgment of a reasonable person in my position would not be impacted by my familial relationship.
