8:28 Discussion and possible action regarding contract two six three zero zero two three five with Moffat and Nickel to assist in the development of the East Dayton Bridge Project feasibility study located in Lyon County for a total not to exceed amount of one million one hundred and eighty-nine thousand four hundred and ninety-three dollars and five cents.

9:03 NRS two eight one A point four two zero requires me to disclose conflicts of interest and abstain from voting when I have a disqualifying conflict.
9:12 My nephew is Chris Martinovich, who is employed by Carson City and will be presenting this item.
9:18 Chris and I are not receiving compensation of any kind directly related to this item.
9:23 It will not foreseeably impair or enhance the terms of his service with the city.
9:28 And we are not affected by the outcome of this item to a greater degree than any other resident in Carson City.
9:34 NRS 281A.420 only requires substention in clear cases.
9:40 And the independent judgment of a reasonable person in my position would not be impacted by my familial relationship.
9:48 Therefore, I do not have a disqualifying conflict and I will be voting on this matter.

10:00 Well, I really don't have a lot to comment on on this item.
10:03 I think the item itself is relatively self-explanatory.
10:05 Uh this other than to say this project's been uh uh you know talked about for a long time and so we're we're taking some action here to see to advance it and see what uh bridge types, concepts, locations can be identified out there in Lion County.
10:20 Casinelli's uh very interested in this as well.
10:24 Um but I will turn it back to you, Mr.
10:26 Chair, should there be any questions from the members of Campo.
10:30 I think most of us in our packet today looked over the scope of work and it looked very thorough for me, and I think there was a lot of time and effort that went into it and realistically for the price.
10:41 I thought it was a fair fair negotiation.
10:45 So I don't know if we have any other comments at this point from the the group or um had a a question.
10:52 I wonder if you could tell us a little bit about um the winning mitter Moffat and Nickel.
10:58 Um not familiar with them.
11:02 Is there you know any in information about them that you have?
11:06 Well, I do know that a representative from Moffat Nickel is in is in the audience today.
11:10 Uh so Corey's here in the in the audience.
11:13 From what I know of Moffat Nickel, I have not personally worked with them.
11:16 I know they do have an office here in Carson City.
11:18 Uh they are a large national firm and they do a lot of projects look looking at bridges, so this is very consistent with their portfolio of projects.
11:28 Uh they're supported by a number of subconsultants, many of which are local here in the northern Nevada area and have familiarity with either with Carson City, Campo, Lion County, and just the general end dot as well as a key partner in this.
11:40 So, you know, I think just because we haven't worked with Moffat and Nickel, you know, I think they they've shown that they're definitely qualified to complete this type of project.
11:48 Yeah, I noticed there were six subcontractors, some of them familiar sounding names.
11:53 I'm assuming that on their study that um the basic generally the route has been agreed upon with Dayton, or they're in a certain parameter what they're looking at.
12:08 There is no agreed upon route.
12:10 There's an area of where we think it may go or may not go, but there is no specific identified location.
12:16 That's part of why we're doing this feasibility study, and that's part of the requirements under the uh National Environmental Policy Act or NEPA to not have not go in with any predetermined conditions.
12:27 We have to look at all the alternatives, including a no-build alternative.
12:30 But you have um a general idea where it's gonna be.
12:34 Generally somewhere between the existing bridge of the Carson River and where the river narrows down toward Fort Churchill.

12:48 I got uh just one quick question.
12:51 And and we do Lion County, we do have preferred uh locations, but uh due diligence is is what this is all about to identify the correct places.
13:05 So but I did have one question um on the um it mentioned uh I can't find it now, but there was uh going to be monthly meetings uh between the uh consultant and engineer and uh with Campo project manager and I just wanted to know if if the Lyon County staff was going to be included in those meetings, or uh or some sort of briefing during that time.
13:38 Member Casanelli, absolutely.
13:40 Lyon County is a key partner in this.
13:42 I'm I mean I'm looking to work with county staff uh on on helping, you know, Campo manage the project, so yes, Lion County will be involved in all of those meetings um to keep to keep you all or uh the county manager informed as to our progress.
13:59 And Chris, you'll be the Campo lead on this.

15:18 I wanted to give an update, a couple of items in the news.
15:21 Many of you have probably heard about a fuel tax holiday, possible fuel tax holiday at the federal level.
15:26 I just wanted to indicate that that would not affect fuel taxes in our local jurisdictions.
15:31 It would also not affect fuel taxes at the state level.
15:34 In fact, there is a law in NRS, I believe it's uh 373 or one of those 363 that talks about if should the federal government ever stop collecting gasoline tax that the state shall collect such a tax.
15:48 So lots to work out there.
15:50 We'll see what happens, but I know fuel taxes for all of our counties is critical to provide our infrastructure, funding our roads, funding our projects like the East Date and Bridge project.
16:00 So important, important, we'll see where that goes over the next few weeks.
16:04 Also on the state level, as I've mentioned in previous meetings, I'm a member of the Regional Rail Advisory Committee Working Group, the with the Nevada legislature.
16:13 That group is concluding its meetings.
16:14 We have one final meeting in June where we were where we will be reviewing the draft report.
16:21 Not a lot to report out of the committee at this point.
16:24 The primary recommendations from the committee include uh additional modifications to state statutes to allow funding mechanisms for rail.
16:32 There aren't currently a lot of funding mechanisms that could fund regional rail transit type uh opportunities.
16:38 Also, the committee is recommending uh legislation to allow for the governing and operating of rail services in the state.
16:44 I believe RTC Southern Nevada has some authority, but agencies like RTC Washoe or even Campo Carson City have no such authority to operate rail.
16:52 So the run of the recommendations is to allow uh those agencies or other agencies, a new agency to operate a regional rail, should that ever come forward.
17:01 And then lastly, uh a recommendation is to continue to study this, study and understand what it's going to cost, what laws are needed.
17:09 Uh so the formation of a more permanent committee is going to be a recommendation, is my understanding of the report that'll come out and be presented to the committee on growth and infrastructure for the next coming session in 2027.
17:22 So just want to give that update for that working group.
17:26 I believe our next meeting is the first week of June.
17:28 I can't remember the day, but it might be June 3rd or something along those lines.
17:34 More locally, also on the state level before I go to local item.
17:38 Uh, there is a another committee being formed, and I may have already met.
17:41 I don't know the schedule off the top of my head, but discussing uh e-bikes and e-scooter, potential legislation related to e-bikes and e-scooter at the state level.
17:50 There's I think we're seeing a lot of use of those uh pieces of equipment, the e-bikes, e-scooters on a variety of our infrastructure, and there's there's not a lot of regulation and understanding how that what regulation may or may not be needed, and the safety aspects of that are something that's being considered by uh a new committee and and legislation in the 27th legislative session is likely as well.
18:12 So something we are staff uh at the Campo level at the city level are also going to be monitoring, see how it may or may not affect um what what we do on a day-to-day basis.
18:21 And finally, I'll just conclude close here on the local levels.
18:24 We're still reviewing some of the STBG uh funding that we are looking at.
18:28 Uh we'll we'll talk about a little STBG funding at the RTC meeting.
18:31 But I am in I'm wanting to work with NDOT and the financial team over there, Kevin as well.
18:29 Uh just finalizing the numbers so we make sure we have uh our realistic and an accurate amount of STPG funding for programming of all of our projects.
18:44 So look for that in the for the June meeting coming up.

18:58 Item 6B, Nevada Department of Transportation report from the newly uh promoted assistant director of planning.
19:09 I watched the board meeting yes the other day.
19:17 Uh that might be of interest to you guys, one being our update to our road safety audit guidelines.
19:24 Um for those that don't know, road safety audit is a formal safety performance examination of facilities that either we're going to build or enhance with uh basically other safety elements or even pavement projects.
19:43 Uh some of the uh benefits include uh increased communication and collaboration.
19:51 Uh they also help us look at the facility or what we're planning to do with the facility in a multi-objective manner so that it's not a single lens that we're looking at that facility.
20:02 It helps reduce costs as well, so you don't get late change orders and things like that into the project.
20:09 Some of the um updates include uh alignment with FHWA standards.
20:16 Uh this will help us enhance some consistency, also it supports uh safe system approach.
20:23 Um some of the other elements include uh request forms, RSA request forms, and also stakeholder input.
20:30 That's one thing that we wanted to include is to allow for uh local jurisdictions as well as stakeholders to provide some input into those RSAs.
20:42 Um we're hopeful that this is out soon for uh not only uh us to use, but also it's something that I believe uh other MPOs and jurisdictions can use to help inform on what kind of construction they're gonna have within their uh transportation network.
21:01 The next is our asset management plan update.
21:05 Um this is a federal federally required uh program.
21:11 We must uh include a tenure financial plan and it must be certified every four years by FHWA.
21:18 Basically, the assets that we include are pavement bridge as well as our ITS components.
21:28 This schedule is moving right along.
21:32 It's perfect, right?
21:33 We're we're updating a plan in 2026 for a new transportation bill to hit 2027 that may or may not change the uh direction that we're going.
21:44 But as is everything, we uh try to uh maintain our good relationship with FHWA.
21:50 The project kicked off in April of 2025.
21:54 Uh we are going to submit to FHWA uh May this month, and then we're hopeful to have uh concurrence in November so that we can have an approved plan.
22:10 And those are the two updates I have for you guys.
22:16 If I remember right, the pavement and the bridge, the focus is on the national highway system.
22:21 NHS D and 580 or 395.
22:28 And road safety audits also are a proven safety countermeasure.
22:32 So they're on the list.
22:33 And I don't know if we need one here yet, but we have you know a local road safety plan to follow up on.

22:44 Uh just just one quick follow-up to our last meeting on the on the Dayton uh pavement rehabilitation project, and um, I know uh I was questioning the start of that project, and and sadly the Friday following the last campo meeting that intersection we had another fatality there, and I just was hoping that that was gonna be out to bid right now.
23:11 Do you know if that project has gone out to bid for that?
23:17 I will double check.
23:18 I I again from the last uh meeting.
23:23 We do have a false start, so it should be out to bid shortly.
