This is for POPS possible action, but before we do so, as you all may recall at our last meeting when we were going over the policies, um we discussed with our legal counsel um that he would be uh researching policy 104, 106, and 107.

Um, it has been a wonderful July in the district.

Um lots of folks who during the school year don't get to take time off, they're taking some time off.

Um, my myself included.

Lots of uh capital projects that are beginning to wrap up across the district, even if they don't maybe look like they are, they are.

Um things will be will be ready to go to start the school year.

Uh today, just to uh put on your radar, because I I don't believe we've talked about this yet, but uh we had a NAS meeting um all day today, and we talked a bit about what's called um the district performance framework.

Uh you all are familiar with the umada school performance uh framework, NSPF, that's the star ratings that we we talk about as a part of Senate Bill 460 out of the last legislative session, which was a massive education bill.

One of the um requirements coming out of that is uh the state working on creating a district performance framework.

So there's going to be some um various data points that are going to be used to give um they're they're trying to frame it not as like judgment but uh uh a sense of how districts are performing overall.

Um that is a relatively unique uh thing.

I don't know that there's any other state that actually does that.

So I will be participating uh on a committee starting this school year called the uh subcommittee on accountability redesign, the SAR committee, um, and which actually our accountability and assessment director uh Ricky Medina already has been a part of as they've been working on developing this.

Um so there'll be more conversations about that, and also um now getting much more into the conversations about the school ratings themselves.

So it'll be some really interesting conversations ultimately uh a lot of those things, the way that we're rated are dictated by the federal government.

The 10-acre parcel, adjacent to Carson High School, was set aside in a 2017 development agreement with a purchase price not to exceed $2 million, funded by a $1,000 per-unit donation fee from the developer. The district's maximum contribution was $150,000 from capital project funds. The deed was transferred in February 2026. The property currently has no property tax liability for the district. Discussion included potential future uses such as a K-8 school or expanded high school programs, and the possibility of selling the land for capital improvements.

Policy Discussions and Approvals

First Reading (Discussion Only) – Policies 104, 106, 107

Legal counsel presented updates to Policy 104 (Nondiscrimination), Policy 106 (Parent Involvement), and Policy 107 (Nondiscrimination under Section 504 and ADA). Changes aimed to heighten transparency and compliance with current federal and state laws, including adding protections for hair texture, protective hairstyles, religious creed, and military service; requiring opt-in for sensitive curriculum topics; and clarifying that school personnel cannot withhold information about a student's gender transitioning from parents. Board members suggested grammatical edits and requested alignment with a separate service animal policy. No action was taken.

Second Reading (Action) – Policies 101, 102, 103, 105

The board reviewed and approved four policies with amendments:
- Policy 101 (Philosophy of Education): Changed "who can" to "to" in one sentence, added Oxford comma, removed extraneous word.
- Policy 102 (Educational Outcome Goals): Replaced "spiritual" with "personal" in values statement, added "platforms" after "media", hyphenated "data-informed", removed space in "workforce readiness".

- NASB Media Award for Outstanding Education Reporting: Melissa Ferguson (News 4)
- NASB School Board Governance Team of the Year: Carson City School District Board of Trustees
- NASB Superintendent of the Year: Andrew Feuling

Individual votes were held for contested categories:

Friend of K-12 Education: Sean Palomar (SRO at CHS) – motion carried (date not specified, but unanimous).
