Carson City Administrative Hearing Examiner Meeting – August 7, 2026
Carson City Administrative Hearing Examiner Meeting – August 7, 2026
The Administrative Hearing Examiner convened on August 7, 2026, at 1:30 p.m. in Conference Room A at 108 E. Proctor Street, Carson City, Nevada. The sole agenda item was a public hearing and decision on an administrative permit application (LU-2026-0093) for a 416-square-foot detached accessory dwelling unit (ADU) on property zoned Single Family One Acre (SF1A) at 2482 Avery Road.
Public Comments & Testimony
- Initial Public Comment: No members of the public spoke during the first public comment period.
- Testimony on Agenda Item 3.A: Neighbor Kendall Howard expressed curiosity about the ADU, asking whether it would be rented out. The applicant, Bradley R. Pastor, responded that renting was not his intention; he described the structure as an RV garage with a bathroom and a small storage area, totaling 634 square feet. He stated his plan is to build the ADU, move into the shop portion, then redo the main house, and that the new structure will match the house (though the house design is not yet finalized).
- Final Public Comment: No further public comment was offered before adjournment.
Discussion Items
- Item 3.A – ADU Administrative Permit (LU-2026-0093): Staff planner Lena Reseck confirmed no changes to the staff report. The applicant, Bradley R. Pastor, stated he had read the staff report and agreed with the conditions of approval. The Hearing Examiner asked if there were any questions or additions; the applicant had none, noting the application seemed straightforward. Staff explained that an ADU is similar to a guest house, limited in size per code to 1,000 square feet or 50% of the primary living space (whichever is less), and the proposed 416 square feet complies. The neighbor's questions were addressed, and no further discussion ensued.
Key Outcomes
- Decision: The Hearing Examiner approved the administrative permit (LU-2026-0093) based on the findings and subject to the conditions of approval contained in the staff report. No vote tally was recorded as the hearing was conducted by a single examiner. The meeting was adjourned immediately after the decision.

I mean, I I agree with what I read. I sound like we ever think it's pretty straightforward, so I'm just here to make sure my permit gets approved. All right. And I just um I don't know what the conditions are or what uh this what this is for. So an accessory dwelling unit? Yeah. Lena, do you want to explain? So an accessory dwelling unit is it's like a um kind of like a guest house. Okay. And it's limited in size in relation to the primary residence. And the one they're proposing is 416 square feet. And in per code, you can have an accessory dwelling unit in this zoning district up to a thousand square feet or 50% of the primary living space, whichever is less, and and they're proposing 416, which is below you know within that range. And um it's going to be a detached structure. That answer your question. Anything else? I'm just wondering, is it gonna be rented out or what um what's the is this something that yeah? Um you're able to rent them out, but that's not my intention. Okay, okay. Okay. Just curious of what's going on in the neighborhood.
