Carson City School District Board of Trustees Meeting – August 11, 2026

The Carson City School District Board of Trustees met on Tuesday, August 11, 2026, at 6:00 p.m. in the Robert Crowell Board Room, Community Center, 851 E. William Street, Carson City, Nevada. • Item 7 – Proposed Changes to Policy 513, Reporting Student Progress (First Reading): Brandon Bringhurst, Chief Academic Officer, presented a change to lower the elementary-level proficiency threshold from 80% to 75% to align with the district’s grading practices as it transitions to a new grading platform. The change was discussed only.
• Item 8 – Proposed Changes to Regulation 513, Reporting Student Progress (First Reading): Mr. Bringhurst detailed the shift from a weekly paper folder to district-approved electronic communication (such as ParentSquare) and formalized the 1–4 grading scale with 0.5 intervals for elementary students. The regulation was discussed only.
• Item 9 – Second Reading and Action on Policies 104 (Nondiscrimination), 106 (Parent Involvement), and 107 (Section 504/ADA): After discussion, a motion to approve passed 4–1 (Trustee Peterson opposed). Two trustees were absent; Nevada open meeting law required at least four votes for action.
• Item 10 – Discussion on 2027 Legislative Session Bill Draft Request to Eliminate NEPF: Superintendent AJ Feuling presented the case for eliminating the Nevada Educator Performance Framework (NEPF), noting that it is time-intensive (estimated 11 hours per evaluation), has no federal mandate, and that only 10 states still use such systems. Board members expressed support for moving forward. The item will be brought back for possible approval at the next meeting (August 25, 2026) to meet a September 1, 2026, submission deadline.

The suspensions expire July 1, 2027, and will need legislative action to become permanent.
• Item 12 – Informational Update on Staffing: Dan Carstens, Chief Human Resources Officer, reported that certified positions are 99.1% filled (vacancy rate <1%) and classified positions are 97.6% filled. Critical-needs positions increased from 3 to 7, primarily in special education. Trustees asked for the fiscal impact of the increase and for data on bilingual front-office staff.
• Item 13 – Discussion on Policies in Section 200 to Review: Board President Molly Walt presented a list of 12 policies/regulations/forms from Section 200 that have not been updated in over 10 years. Trustees were asked to review half the list and submit proposed edits to staff in time for a first reading at the next meeting.
• Item 16 – Requests for Future Agenda Topics: Trustee Peterson requested an update on critical-needs positions once the information is available; it was suggested that the answer could be provided outside of a formal agenda item.
