Carson City Regional Transportation Commission Meeting - September 9, 2026
The Carson City Regional Transportation Commission (RTC) met on Wednesday, September 9, 2026, at the Community Center. The commission approved several contracts and interlocal agreements, discussed fiscal year 2026 transportation activities, and received updates on ongoing projects. No public comments were received during either public comment period.
Consent Calendar
- Approval of Minutes (August 12, 2026): The minutes were approved as amended. Commissioner Acosta requested additional detail be added regarding vehicle cost information (diesel hybrid $600,000–$800,000, electric ~$1 million, hydrogen $600,000–$800,000) and the timeline for RTC Reno’s hydrogen and electric bus testing (operational within two months). The amendment was approved unanimously.
- Contract with Kimley-Horn (5A): Approved a contract for design services for the District 4 – Jackson Area Preservation Project in a not-to-exceed amount of $138,305. Motion carried unanimously.
- Contract with Wood-Rogers (5B): Approved a contract for design services for the District 4 – Curry, Division, 5th, and 10th Streets Rehabilitation Project in a not-to-exceed amount of $369,500. Motion carried unanimously.
- Interlocal Agreement with NDOT (5D): Approved agreement establishing roles and responsibilities for design and construction of roadway improvements along U.S. Highway 50 (Russell Way to East Deer Run Road), allowing NDOT to use up to $310,212 in federal Carbon Reduction Program funds, and authorizing the Transportation Manager to execute the agreement and future extensions. Motion carried unanimously.
- Interlocal Agreement with Carson City School District (5E): Approved agreement granting Carson City permission to enter school district property at no cost for the Saliman Road School Route Improvement Project, and authorized the Transportation Manager to sign the agreement and future amendments. Motion carried unanimously.

- Agenda Item 5C (Jump Around Carson TAM Plan) Postponed: This item was not heard and will be discussed at the next meeting.
- Presentation on FY26 Transportation Activities (5F): Transportation Manager Chris Martinovich highlighted several items, including: receipt of $3 million for the Fifth Street Roundabout Improvement Project (Congressionally Directed Spending); execution of transit grants; $1.598 million in Highway Safety Improvement Program funds for Saliman Road and College Parkway/Fairview Drive projects; completion of the Jump Around Carson Coordinated Human Services & Transit Development Plan and the US 50 Corridor East Carson Complete Streets Study; ongoing safe routes outreach to schools in Carson City, Douglas, Lyon, and Storey counties; and a table showing $45 million in federal/state funding against $9.8 million in required local match for capital projects (2021–2026). Commissioners discussed speed studies, stop warrant analyses, and the upcoming access management plan. It was noted that developer contributions in FY26 totaled $11,000, but developers also fund many improvements directly.
- Transportation Manager’s Report (6A): Martinovich provided updates: a listening session for North Carson Street businesses is scheduled for September 22; the North Carson feasibility study continues into early 2027, but design funding is not yet identified; Roop Street is substantially complete with punch list work ongoing; William Street construction continues (noting an incident where a signal pole fell and damaged a fire hydrant – no injuries); District 3 projects (Edmonds, Racetrack Road, etc.) are completed or finishing; and RTC policies (street cut policy, overall RTC policy) are being updated and will be brought forward soon.
- July Street Operations & Control Systems Reports (6B): Key points included 1,078 sidewalk heat lifters repaired due to July heat; five banner replacements on Main Street (banners placed for one week; scheduling handled by Community Development); a stormwater awareness flyer included in water bills; and new addition of wildland fuel bin removals (public works trucks are hauling bins under a reimbursable grant). Discussion also covered how residents can report issues via Carson Connect or phone.
- Other Comments (6C): The commission noted that a new city hall and parking garage are being discussed; if it affects RTC, they will get involved.
Key Outcomes
- All action items (5A, 5B, 5D, 5E) were approved unanimously. The minutes of August 12 were approved as amended.
- Authorization granted: The Transportation Manager was authorized to execute the NDOT interlocal agreement and any future amendments regarding extensions of time; and to sign the school district agreement and future amendments to increase the term or modify limits.

Commissioner Novak. Here. The quorum is present. And thank you. Please note that uh Commissioner Maloney is online. We're now on to agenda item three, which is our public comment section. Just to let everyone know, item five C will not be heard this evening. We will be pushing that to the next meeting. So in case you're here for that for public comment, just to know we will not be um hearing item five C. Do I have any other public comments? Okay, then I'm gonna move on to agenda item four, which is approval of our minutes of August twelfth, twenty twenty six. Does any commissioner have any changes or corrections? Uh Mr. Costa. Um yes, um, I wanted to go ahead and um regarding the part of the meeting that Mr. Cruz was given his report on uh RTC vehicles. Um I wanted to go ahead and add to that um some of the information that he had because I think it's relevant to us and will be in the future. Um specifically, I wanted to talk about the hydrogen and electric vehicles undergoing testing on a trial basis. They should be operating by the RTC Reno in two months. The vehicle costs were diesel hybrid six hundred to eight hundred thousand, electric was about one million, and hydrogen was six hundred to eight hundred thousand. So I'd like to go ahead and get that added into the minutes of Mr. You please refer to the so just for future, we're happy to try and accommodate what you're doing. But um, if you can tell me first, which item number are you asking for the minutes to be updated. Okay. Okay, so we'll go to agenda on the area of five A, and then at 524 22 seconds. That's correct. You're asking for that paragraph to be expanded. That's correct. Okay, exactly. Expanded discussion of just the pricing per vehicle type. The pricing for vehicles and that those new types of vehicles are gonna be on the road fully active within two months, is what he reported. Um it looks like that ties to that five thirty-three and thirteen. Yeah, because it said uh six hundred thousand to eight hundred thousand with hydrogen buses costing more than diesel hybrids. Right. And then we also reported that a million for the electric vehicles. Let's see here. How about we have her let me ask if this will satisfy what you're trying to accomplish. Um, I don't have a problem expanding to put the pricing of the other vehicles, unless someone else does. So everybody's okay with that. Um, and then you wanted the to expand the minutes in that area to include when the test vehicles would be operational. And so if it's all right with all of you, we'll just have Bree re-listen to that section of the minutes because it's imperative that it directly reflect what was said, and I have complete faith that she will add the other pricing and that the date that the vehicles Bree.
