Speaker 4

5:26

Thank you, Mr.

5:27

Chair.

5:27

Mark Smyers, transit coordinator.

5:29

Transit asset management or TAM targets are required to be set by October 31st annually and are based on the state or condition of Jack's assets.

5:39

Jack and Campo staff are committed to keeping all of Jack's assets in a working state of good repair.

5:44

And as such, we are proposing a TAM target of 24% for federal fiscal year 2027, which includes four of Jack's 17 vehicles.

5:55

Three of these vehicles are in the BU or bus asset class, and what is one is in the CU or cutaway asset class.

6:03

Exhibit one provides the number of assets in each class as well as the performance targets for each, while exhibit two provides details and condition ratings for each asset.

Speaker 5

6:26

Are we open for questions?

Unassigned speaker

6:28

Yes,

Speaker 6

6:29

okay.

6:30

Um

Unassigned speaker

6:30

I

Speaker 6

6:30

had a question.

6:31

Could you review um what is meant by the performance target or how that's calculated on um I think it's on page 12?

Speaker 4

6:47

Yeah, so the the performance target is a percentage of the vehicles we plan to replace um as a percentage of the total vehicles we have.

Carson Area Metropolitan Planning Organization Meeting - October 14, 2026

The Carson Area Metropolitan Planning Organization (CAMPO) met on Wednesday, October 14, 2026, at 4:30 pm in the Robert 'Bob' Crowell Board Room. Chair Novak presided. A quorum was present: Vice Chair Maloney, Members Bagwell, Casinelli, Costa, Nordlow, Shooty, and Ex-officio Member Barry. The meeting included approval of previous minutes, discussion and action on transit performance targets, and reports from staff and the Nevada Department of Transportation.

Consent Calendar

  • Approval of Minutes – September 9, 2026: The minutes were approved unanimously without correction.

Discussion Items

  • FFY 2027 Transit Asset Management (TAM) Performance Targets: Marcus Myers, Transit Coordinator, presented the proposed targets. The Federal Transit Administration requires annual performance targets for capital assets used in public transit. The proposed target for Federal Fiscal Year 2027 is 24% of JAC’s fleet, representing 4 of 17 vehicles (3 in the bus asset class and 1 in the cutaway class). Two vehicles are already on order (Gillig pushers, lead time ~18 months); the other two have been budgeted and funded through prior fiscal year grants. Members discussed fleet reduction (from 17 to 15 vehicles), the useful life benchmark, cost-to-maintain data, and that the target does not create a commitment to purchase. The board expressed support and the target was approved unanimously.

Non-Action Items

  • Transportation Manager’s Report (Chris Martinovich): He highlighted the 2026 Navana Safety Summit in Reno (over 100 attendees, multiple sessions), touted Carson City’s leadership in Local Road Safety Plans (only five agencies statewide have completed one), and noted that staff are completing the National Transit Database (NTD) report required by end of October. Upcoming items for November include adoption of the Transportation Improvement Program (TIP) FFY 27–30, the CAMPO Network Monitoring Report (which will include ridership data), transit safety targets, and federal obligation reports. The next meeting is scheduled for Monday, November 16, 2026, same time and location.
  • Nevada Department of Transportation Report (Kevin Verre): He mentioned the safety summit and NDOT board actions on October 9, including approval of the US 50 East project from Fortune Drive to Bryce Shaves Road (preservation, access management, two new traffic signals, lighting, and drainage). He noted the 50 West project near Carson City is nearing completion. The NDOT board may not meet in November.
  • Other Comments and Future Agenda Items: Chair Novak requested a future briefing (target January 2027) on the status of the freeway completion, noting the importance ahead of the legislative session and Transportation Day on February 9, 2027.

Key Outcomes

  • Motion to approve the September 9, 2026, minutes passed unanimously.
  • Motion to approve the FFY 2027 TAM performance targets (24%) passed unanimously.
  • No public comments were received during either public comment period.
  • The meeting adjourned at approximately 4:50 pm.
