Summary of Proceedings

Nevada Commission for the Reconstruction of the V&T Railway – Meeting Summary – Oct. 28, 2026

The V&T Commission met Wednesday, October 28, 2026, at the Carson City Community Center Robert “Bob” Crowell Board Room. Present were Chair Clay Mitchell, Vice Chair David Peterson, Treasurer Leah Kruse, and Secretary Stephanie Hicks, constituting a quorum. The commission unanimously approved the prior meeting minutes, the July/August accounts payable registers, and the July/August FY 2026/27 budget reports, then heard monthly staff updates on marketing, Polar Express, track maintenance, and operations. No public comment was offered in either public comment period. The agenda listed a 9:00 a.m. start; the chair adjourned the meeting at 10:10 a.m.

Consent Calendar / Routine Approvals

  • September 22, 2026 minutes: Approved unanimously after correcting the first paragraph to state the meeting date of September 22, 2026 instead of August 26.
  • Accounts payable check registers: Approved unanimously as presented — $88,472.45 paid July 1–31, 2026, including $44,904.22 allocated to FY 2025/26 and paid in July as a GL correction for June expenses, and $95,872.91 paid August 1–31, 2026.
  • FY 2026/27 budget reports: Approved unanimously for July 2026, with adjusted revenue of $71,257.20 and expenses of $43,568.20, and for August 2026, with adjusted revenue of $128,246.04 and expenses of $144,516.53. The commission noted the bank account balance was $2,036,929.37 as of October 21, 2026.

Public Comments & Testimony

  • No members of the public provided comment in person or online during either the opening or closing public comment period.

Discussion Items

Marketing Update

  • The marketing presenter, identified as Regina Flores on the agenda and referred to as Maria in the transcript, presented the third-quarter marketing report. Instagram organic views increased from about 7,000 in the second quarter to about 57,000 in the third quarter; a duplicated 57,700 figure on the Facebook slide was acknowledged as a display error. Facebook reach and engagement were driven mainly by paid ads, while Instagram benefited from organic content, reels, influencer posts, and collaborations with Carson City and Virginia City.
  • The paid digital campaign, run by Jalapeño Digital from late July through September 30, reached nearly 89,000 accounts, generated about 5,800 landing page views at an average cost of $0.51 per visit, and was credited with 323 attributed website purchases.
  • Commissioner Kruse expressed concern that the cost per landing page rose from $0.15 in Q2 to $0.51 in Q3 while visits rose only 14 percent, and asked whether the commission can measure actual ticket revenue generated from paid ads. She also asked whether the reported cost per purchase reflected only Meta or also the $1,200 per month Jalapeño Digital fee. Commissioner Peterson echoed the need for deeper purchase attribution through the Fair Harbor booking system. The marketing presenter responded that Meta’s attribution shows website purchases but not which specific tickets were bought.
  • Commissioners discussed content strategy: Instagram skews younger, while Facebook performs better with older audiences and historical/educational content; authentic train, onboard, and passenger-experience videos and reels worked well. The chair noted paid advertising is paused while the commission evaluates next year’s strategy. Commissioners discussed potentially dedicating a small paid-ad allocation for early 2027 ticket sales and agreed to continue the discussion in November.

Polar Express Update

  • Sherry reported on behalf of Carla Wilson. Rehearsals are going well; the depot was being decorated; Dirty Dough cookies will be used for coach seats, and a new vendor will supply VIP special cookies, which should bring costs more in line with budget.
  • Ticket sales for Polar Express totaled $1,027,579, including trip protection, historical fees, and seating, compared with $1,008,195 at the same time last year. No ticket price increase was made. Remaining seats are primarily deluxe and coach, with many dates nearly sold out. The media night invitation is expected to go out late that day or the next morning; Commissioner Peterson asked that the Reno Tahoe Territory membership also be invited, which Sherry agreed to do.

Track Maintenance Update

  • Sherry read Chris Fretter’s update: the track is in good condition; crews are midway through culvert and crossing cleanups; surfacing work to correct dips and ballast will begin in November; welding will follow, weather permitting, to improve ride comfort and reduce track wear for rail bikes and next season’s trains.

Operations / Trains Report

  • With Tom Gray absent, Sherry provided the operations update. Final event-train results were below last year: the October wine train sold 97 of 170 seats this year versus 138 last year; the Twain train sold 80 of 140 seats this year versus 239 of 240 when it ran to Virginia City last year. Both trains were about 50 percent sold this year, compared with almost 99 percent last year. Sherry asked to brainstorm ways to return the Toast of the Canyon trains to near-sellout levels.
  • Commissioner Peterson, also speaking from his Virginia City Tourism Commission role, said public feedback showed people missed the Virginia City run and wanted to visit the Territorial Enterprise; some felt the price was too high without the full trip. Virginia City would be open to revitalizing Mark Twain Days and an integrated ticketing idea with local attractions.
  • Sherry also reported that Fair Harbor made a seating-configuration pricing error that charged Polar Express historical fees per bench instead of per seat; the error affected the biggest sales days and has been corrected. Fair Harbor has agreed to refund almost $5,300, with final confirmation from management still pending. 2027 season tickets go on sale November 1 through June 30, 2027. A new photographer, Playa Motion Pictures, is producing collateral. The depot backflow system was replaced by Public Works for a parts-only cost of $4,464. The audit remains on track for the November meeting, and the interest-bearing bank account is expected to be opened by then.

Commissioner Comments & Announcements

  • Commissioner Peterson thanked Tom Gray’s team for the successful October rail bike operation, which will return in the spring. He reported vandalism and illegal dumping at Eureka Siding, with ballast torn up by off-road vehicles, and said Tom and Lindsay Boyer are exploring access closures. He also noted the 12-foot spike is completed and ready for installation before Polar Express, and the new murals by Rafael are installed.
  • Commissioner Kruse said she will attend the National Tour Association event and may miss the November 18 meeting; she updated her one-page marketing sheet for the trip.
  • Commissioner Hicks said Wood Rogers confirmed it found 2013/2014 engineering plans for the Overman Pit berm and will prepare a proposal; the firm will also provide annual track inspection cost information.
  • Chair Mitchell reported progress on the shuttle/transportation effort: no city vehicles are available, but a line has been identified on an ADA-compliant shuttle through tourism director Todd, with pricing to be brought back at the next meeting.

Key Outcomes

  • Unanimously approved the September 22, 2026 minutes with the date correction.
  • Unanimously approved the July and August accounts payable check registers.
  • Unanimously approved the July and August FY 2026/27 budget reports.
  • Directed staff to prepare an earlier interlocal support request for the next fiscal year and to follow up on paid-advertising return-on-investment data and Fair Harbor purchase attribution.
  • Received updates on Polar Express, track maintenance, operations, the Fair Harbor refund, audit status, and the interest-bearing account; no action was taken on non-action reports.
  • Next meeting: Wednesday, November 18, 2026, at 9:00 a.m.
