Public Comments & Testimony

No public comments were received during the unscheduled public appearances, quasi-judicial hearing, or advertised public hearing sessions.

Discussion Items

  • Human Trafficking Awareness Presentation: Deputy District Attorney Jacob Kremin presented on human trafficking, highlighting statistics (average entry age 13, life expectancy 7 years, 850+ partners/year, $9B+ industry in the US) and Colorado's vulnerability due to geography. He urged community awareness and noted successful local prosecutions.
  • Snow and Ice Management Overview: Dan Sailer, Director of Public Works, presented the town's snow removal policy. Plowing prioritizes primary streets (4+ inches forecast) and secondary/residential streets (4+ inches Nov 15–Mar 15; 8+ inches otherwise). All CDL positions are currently filled. Councilmember LaFleur inquired about a potential “Snow Angel” program for elderly assistance; Assistant Town Manager noted Aging Resources of Douglas County already offers similar services. Residents can report issues via the town website or contact staff directly.
  • Quasi-Judicial Hearing – RES 2023-006: Site Development Plan for a mixed-use multifamily development (85 units, 6,200 sq ft retail/restaurant) in the Meadows Town Center. The applicant (Garrett Companies) proposed townhomes and apartments. Council discussed parking concerns (152 spaces provided on-site; commercial parking allocated on-street per zoning). Several members expressed desire for future area-wide parking review but acknowledged the plan meets current requirements.
  • Advertised Public Hearing – RES 2023-007: Agreement with ACM Dawson Trails VIII JV LLC regarding marketability of title to certain water rights. The developer will seek a quiet title decree in lieu of a standard title opinion; the town will accept a court decree as sufficient. No public comment.
  • Advertised Public Hearing – RES 2023-008: Service agreement with Anderson Consulting Engineers, Inc., for the Mitchell Gulch Retention Pond Improvements Project. The pond will be evaluated for stormwater retention while preserving recreational and habitat values. Estimated project cost $2.65M, construction anticipated in 2025. No public comment.
  • Advertised Public Hearing – RES 2023-009: Service agreement with Olsson, Inc., for the East Plum Creek/Sellers Gulch Confluence Project. Design will include grade control structures, bank stabilization, stakeholder outreach (including DDA), and consideration of Preble’s mouse habitat and beaver dams. Estimated $4.6M, construction expected 2025. No public comment.
