And so I do want to pray for all the decisions that need to be made here, uh, that you would give them truth, reveal truth, and that they can speak it in love.

And I just I I was blessed with uh great teachers growing up.

Um I just want to mention a couple.

Uh Ralph Newsbaum, who's my history teacher.

Um his family were uh Holocaust survivors and actually helped me um deal with my own uh Holocaust uh tragedies with my grandfather dying in the Holocaust.

I think that it was something we didn't talk about in our family.

And so it was uh well my senior year of high school was the first year that it was uh we had the traveling Holocaust Museum in Seattle, and I got to participate in that and kind of um just get get through and get past and and actually kind of uh take hold of of my own history at that, my own family family history with that.

Second, my Miss Gwyn, um, who was my speech therapist teacher or seventh and eighth grade.

Um back in seventh and eighth grade, or back when I was back in seventh eighth grade, she did a speech therapy in the special needs class that back back in the day.

You didn't have um certain classes for that kind of thing.

You had special you had uh speech therapy, you had um site therapy, you had people with hearing loss, you had special needs kids in there, and a little bit of everything.

And and when I first got in that class, I remember um I did it twice a week, seventh grade, and once it once a week in eighth grade.

Castle Rock Town Council Meeting - May 2, 2023

The Castle Rock Town Council met on Tuesday, May 2, 2023, at 6:00 PM in the Town Hall Council Chambers. Public Comments & Testimony

  • Karen Johnson (resident) spoke during Unscheduled Public Appearances, requesting the Town provide representation to voice opposition to SB23-213 (land use bill) during the House committee hearing.
  • Shaunt Oozoonian (representing Hyperion Fund L.P.) spoke during the public hearing on the condemnation resolution, objecting to the taking of the entire 4.685-acre parcel for the Crystal Valley Interchange. He argued that good-faith negotiations had not occurred and that a design alternative existed that would require only a partial taking. He requested a one-month continuance to allow further negotiations.

Update: Year-End Financial Review (Period Ending Dec. 31, 2022)

  • Town Manager Dave Corliss reported that revenue was up 3% over budget, driven by strong sales tax performance. However, the building industry is down 60% from its high, impacting impact fees. The Town had a TABOR surplus, which will be allocated to police, fire, and roads. Corliss noted the purchase of the historic Cantril Building, which will be preserved for community use.

Update: Drought Conditions

  • Mark Marlowe, Director of Castle Rock Water, reported that the area is in moderate drought. Rainfall for the first four months of 2023 is significantly below historical averages. Aurora and Centennial have declared stage one drought restrictions, which will impact Castle Rock's ability to draw WISE water (up to 1.6 million gallons per day) during summer. The Town may need to issue an advisory drought if the water supply index falls below 1.1. No vote was taken.

Resolution 2023-058: 2023 Water Master Plan

  • Mark Marlowe presented the five-year plan, which projects $416 million in capital improvements through 2066 (up $113 million from the previous plan). Key elements include direct potable reuse, defending groundwater rights, and adding Denver Basin wells. The plan was recommended by the Water Commission. The council approved unanimously.

Resolution 2023-059: Highway 85 Wastewater IGA with Douglas County

  • Mark Marlowe explained that Douglas County will provide $26.8 million in ARPA funds for Phase 1 of a wastewater collection and treatment system along the Highway 85 corridor. Castle Rock Water will own and operate the system, charging a 10% extraterritorial surcharge. Benefits include improved water quality in Plum Creek and Chatfield Reservoir, a potential trail from Castle Rock to Chatfield, and economic development. The council approved unanimously.

Resolution 2023-060: Valley View Metropolitan District Nos. 1-3 Consolidated Service Plan

  • Town Attorney Mike Hyman and Tom George (Spencer Fane LLP) presented the plan for 409 acres. The districts will have a maximum debt service mill levy of 50 mills and an overall levy of 60 mills, with a debt limit of $68 million. A regional mill levy of 5 mills will be remitted to the Town. The council approved unanimously.

Resolution 2023-061: Condemnation for Crystal Valley Interchange (Hyperion Parcel)

  • Mike Hyman and Public Works Director Dan Siler explained that the Town needs to acquire the entire 4.685-acre parcel for a redesigned interchange that includes loop ramps and a roundabout. The Town's appraisal valued the land at $816,228; the owner's appraisal was $1,228,556. Despite multiple communications, no agreement was reached. The council voted 7-0 to authorize condemnation proceedings.
