He um was instrumental in several different um developments in Castrock, most notably uh Crystal Valley Ranch.

Um he uh moved out of town back to Spearfish, um, where he grew up um about 12 years ago, and I haven't seen much since by see him awfully uh an awful lot and and uh dismiss talking to him and and uh my condolences go out to him and his family and his his wife Kathy.

Um and then I want to also not on a on on a good note, I wanted to congratulate uh Rich Martin on retirement for uh 25 years.

Uh it's it's uh I've known both of them uh basically since I moved to town, so it's just been fantastic to see to see um them and and I'm glad that they're going on to do do uh bigger and better things, both of them.

Um given what is going on right now in Denver with um the illegal immigrant and all the issues that um are becoming fairly pervasive uh within Denver and the overflow.

Um I would like to make a request of council and also a request of staff to see if we could put together some kind of resolution that supports why we are not a sanctuary city and that we are not going to be any time soon.

Um we have gotten a few emails from constituents that are concerned.

Um I know the Douglas County uh commissioners did something back in October with the Board of Health, and then I believe Monument also just did something reaffirming that they are not a sanctuary city.

So I would like to see if staff could help us put together some sort of resolution and then council could have a discussion on it.

Jack and I have talked about that situation because we've seen some of the communication we've had uh some of the phone calls as well.

Um we are not a sanctuary city, never have been no direction to do that.

We we have um a very active plan as to how to deal uh and and provide services to individuals who present themselves as unhoused or homeless, regardless of where they're from, whether they're an illegal uh uh migrant or whether they're um unhoused uh just here in town.

As you all know, we do not have a shelter in Castle Rock.

We do not have a shelter in Douglas County.

We participate through the county heart team in regards to um having interactions with individuals that are unhoused, again, regardless of what their status is.

We uh then try and direct them to the right services.

Again, those the housing services are not in our county, are not in our community, and we um have pretty good success in being able to assist them in moving to a better place than showing up on our on our streets.

And when I've had a discussion with uh uh a citizen about what would happen if there were migrants that showed up on Wilcox or Perry, I've told them the exact same thing, and Jack and I have talked about that's exactly what how how we would proceed.

And I don't know if Jack, if you want to amplify on what I just uh said.

Well, really, you know, it comes down to doing what we do every day, and that is our priority here is to keep our communities safe and secure, is to protect the uh the vulnerable from harm.

Um we do that through addressing uh crime issues that are that uh pop up or traffic safety, quality of life issues.

We do that every single day.

And uh we're well equipped for it.

So whatever presents itself, we are uh you know ready to handle those situations.

Um what we know about protecting communities and in the policing profession is that nothing's ever just static, right?

We're always changing with whatever the whatever we're presented with.

Uh as you all know, we have uh an officer that that you approved last year that specifically handles uh unhoused uh individuals who find themselves in that position.

And you know, four years ago we wouldn't have known we that we would even have an officer like that.

Castle Rock Town Council Meeting - March 5, 2024

The Castle Rock Town Council held its regular meeting on March 5, 2024, at 6:00 PM in the Town Hall Council Chambers. Unscheduled Public Appearances:
- Peter Wall, Director of Government Affairs, Denver Metro Association of Realtors, requested a compromise on temporary sign enforcement, particularly for open house signs on Saturdays and Sundays, to support commerce for realtors, small businesses, and places of worship.
Quasi-Judicial Hearing (104 North Lewis Street Demolition):
- Property owner Steve Thayer expressed support, stating they plan to build a single-family home, have hired a Castle Rock builder, and will allow the fire department to train in the building before demolition.
- Charlie Whitt, a neighbor, supported the demolition.
- John DeLay, a 34-year resident on Lewis Street, supported the Thayers' plans.
No public comment on the School Resource Officer (SRO) or Reservoir property items.

Council Comments & Sanctuary City Policy: Councilmember Cavey requested a resolution affirming Castle Rock is not a sanctuary city. After discussion, Council consensus was for staff to circulate a draft for review before publishing on the website. Town Manager Corliss noted the town does not have a shelter and follows existing practices for unhoused individuals regardless of status.
Town Manager's Report:
- Legislative Update: Assistant Town Manager Read provided updates on four opposed land use bills (occupancy limits, ADUs, parking requirements, transit-oriented communities) and two supported bills (construction defects, property tax relief). The parking bill passed committee; the transit bill does not currently apply to Castle Rock.
- Pavement Maintenance Program: Director of Public Works Sailer presented the $15.1 million 2024 program, covering the west region. Bids came in under budget by ~$2.5 million, which will be reinvested into upgraded treatments. The average pavement life is 34 years; 44% of reconstructions occur within the optimal window.
- Development Services Update: Tara Vargish reported a new quasi-judicial application for a mental health facility (Sandstone Care) for teens/young adults, and several pre-applications including a mixed-use development (El Dorado) near downtown, and annexation of right-of-way parcels.
School Resource Officer (SRO) Agreement: Police Chief Cauley explained the five-year agreement with World Compass Academy (733 students) to fully fund a Castle Rock police officer as an SRO, at no net cost to the town. Council members emphasized the program's positive impact on school safety and student relationships.
Reservoir Property Purchase and Water Service Agreement: Director of Water Marlowe detailed the purchase of 145 acres for $2.269 million (appraised at $2.021 million) and a water service agreement for up to 600 homes. The deal reduces a prior 100-acre-foot water commitment to 90 acre-feet and secures system development fees worth $11–$20 million. The purchase is time-critical to obtain fill material for the new reservoir dam, potentially saving $2–2.5 million in change orders.
