The Castle Rock Town Council met on December 3, 2024, at 6:00 PM in Town Hall Council Chambers. The meeting included approval of consent calendar items, a public hearing on a redevelopment agreement amendment, a proclamation for outgoing Mayor Pro Tem Desiree LaFleur, swearing-in of newly elected councilmembers, election of the new Mayor Pro Tem, and a unanimous vote to direct the Town Attorney to draft a declaration supporting federal immigration enforcement efforts.

- ORD 2024-020: Ordinance levying general property taxes on behalf of the Castle Rock Downtown Development Authority for 2024 (second reading, approved on first reading October 1, 2024).
- RES 2024-118: Resolution approving the Town’s 2023 Consolidated Annual Performance and Evaluation Report (Community Development Block Grant program).
- PROC 2024-015: Proclamation of Commendation to Municipal Judge Louis A. Gresh (to be presented December 17, 2024).
- MIN 2024-022: Minutes of the November 19, 2024 meeting.

Discussion Items
- ORD 2024-025 – Third Amendment to The View at Castle Rock Redevelopment and Financing Agreement: Considered on second reading. The amendment extends the time for the developer to complete the project. Councilmember Hollingshead moved to approve, seconded by Councilmember Bracken. After a roll call vote, the ordinance passed 5-2, with Councilmembers Cavey and Dietz voting no. Mayor Gray, Mayor Pro Tem LaFleur, Councilmembers Hollingshead, Bracken, and Brooks voted yes.
- Proclamation of Commendation to Mayor Pro Tem Desiree LaFleur: Mayor Gray read the proclamation recognizing her service since 2020, including her work on various boards, downtown revitalization, water procurement, and public safety. LaFleur received gifts from town staff and thanked her family.
- Swearing-In of Elected Councilmembers: Following the adjournment of the 2022-2024 Town Council, Judge Gresh swore in the newly elected councilmembers from the November 5, 2024 election: Councilmember Ryan Hollingshead (District 1), Councilmember Laura Cavey (District 2), and Councilmember Mark Davis (District 4). The meeting was then called to order again for the new council.
- Election of Mayor Pro Tem: Councilmembers Bracken and Cavey each self-nominated. Councilmember Dietz spoke in favor of Cavey. The Town Clerk conducted a ballot vote; Councilmember Cavey received four votes (Hollingshead, Cavey, Brooks, Dietz) and Councilmember Bracken received three votes (Gray, LaFleur, Bracken). Councilmember Cavey was elected Mayor Pro Tem for the 2024-2026 term.
- Councilmember Brooks’ Motion on Immigration Enforcement: Councilmember Brooks made a motion to direct the Town Attorney to draft a declaration in support of any and all efforts to include anything the town can do with law enforcement to support the deportation of illegal migrants if requested by the incoming presidential administration. Councilmember Dietz seconded. After discussion, the motion passed unanimously (7-0). Councilmember Hollingshead requested that the wording not restrict police from handling other emergencies.

Please rise for the Pledge of Allegiance. One nation. You know, I'll I'll start with Council comments. Um first. I hope that everyone had a great uh Thanksgiving holiday. Uh hopefully everyone had a safe and and uh happy holiday with friends and family. Um one of the things I wanted to bring up is unfortunately we we did lose another life to uh uh vehicle uh versus more cycle again over the weekend, and I believe it's we're four for the year. So it's just really sad um that we're that that's happening, and and somebody else in our community passed away. And it's just another reason to one uh just remember how dear our lives are and our loved ones are to us, but also be careful out there and and make sure you watch out for each other and watch out for motorcycles and and just vehicles in general. Um is we had a great uh starlighting. It was our uh warmer starlighting on record, I believe. Um I had several friends who have restaurants downtown and businesses downtown that had their best day ever. Um it was fantastic for our small businesses and and uh and and for people who enjoy downtown is a it was a tremendous event. So I'm I'm very thankful and for the town and thankful for the for the chamber put on a fantastic event. Um with that, Councilmember Hollington. Yeah, thanks, Mayor. Yeah, just uh our thoughts and prayers are with the family of the young man who passed away. He's an 18-year-old um just riding on Front Street. They got hit by the motorcycle, so a lot of his his friends are getting together tonight to pay respect to to him and his family, and um just our our thoughts are with them. Thanks.
