Castle Rock Town Council Meeting – July 15, 2025

The Castle Rock Town Council met on Tuesday, July 15, 2025, at 6:00 PM in Town Hall Council Chambers. All seven council members were present, presided over by Mayor Jason Gray. The meeting included a proclamation for Smart Irrigation Month, a public appearance by the Colorado Agricultural Leadership Foundation, a town manager’s report, quasi-judicial hearings, and several advertised public hearings and discussion action items. Town Manager’s Report & Calendar Updates

Town Manager David Corliss provided a calendar update noting:

  • Budget Open House on July 21.
  • Centennial Park courtside kickoff on July 23.
  • Fire and Rescue promotion ceremony on July 24.
  • The August 5 meeting is canceled; National Night Out is that evening.
  • Youth initiative celebration August 9.
  • Next council meeting August 19. Council also approved Discussion/Direction Item DIR 2025-024 (moved by Councilmember Dietz, seconded by Davis) to place the proposed transfer of town-owned property (former school site) near Loop Road and Crystal Valley Parkway on the September 2, 2025, Town Council meeting agenda.

Town Attorney’s Report – Dawson Trails Metropolitan District No. 1 Bond Issuance

Town Attorney Mike Hyman presented a review of a proposed $66 million subordinate limited tax general obligation bond issuance by Dawson Trails Metro District No. 1, with an estimated 9.25% interest rate and 30-year term. The funds are for public improvements. Council discussed the mill levy cap (adjusted to 64.44 mills due to state valuation changes), future homeowner board representation, and refinancing options. No motion or vote was required; the issuance was deemed compliant with the service plan.

Quasi-Judicial Hearings

Ordinance 2025-027 – Rezoning of 810 North Wilcox Street (First Reading) Staff (Tara Vargish) recommended rezoning the 0.48-acre parcel from a custom planned development (Q Petroleum PD) to Business Commercial (B) to align with downtown zoning and apply the Downtown Overlay District. The existing 7-Eleven building will undergo facade improvements and a small expansion. The Planning Commission recommended approval 6-0. No public comment. Council unanimously approved the ordinance on first reading (7-0).

Resolution 2025-085 – Annexation Eligibility for Territorial Road Staff (Tara Vargish) recommended a finding of eligibility for annexation of several parcels along Territorial Road (adjacent to the Crystal Valley Interchange) under Colorado law. More than 50% of landowners (100%) signed the petition. No public comment. Councilmember Dietz noted the road improvements will improve public safety access for county residents. Council unanimously approved the resolution (7-0).

Advertised Public Hearings & Discussion Action Items

Ordinance 2025-028 – Supplemental Appropriations (First Reading) Director of Finance Trish Muller presented the second amendment to the 2025 budget, increasing revenues by $81.5 million and expenses by $82.6 million, largely for the Sports Development Center bond issuance and other projects (bridge/pavement maintenance, Crowfoot Valley widening, fire station 156 funding). No public comment. Council unanimously approved on first reading (7-0).

Resolution 2025-086 – Outlets at Castle Rock Retail Infrastructure Assistance Agreement Frank Gray from the Economic Development Council presented a partnership with the Outlets at Castle Rock (Craig Realty) for two new restaurant pad sites. The town will provide a pay-for-performance assistance of up to $900,000 (including waived permit fees and sales tax sharing over 5 years or until the cap is reached). The Outlets generate over 10% of the town’s retail sales tax. No public comment. Council unanimously approved (7-0).

Resolution 2025-087 – First Amendment to Highway 85 Wastewater IGA Director Mark Marlowe presented an amendment to the intergovernmental agreement with Douglas County for a sewer project serving Sedalia. Due to cost increases, Castle Rock Water proposes to loan up to $4.84 million to cover the funding gap, to be repaid through system development fees collected in the service area, with a 25% surcharge and 5% annual interest. No public comment. Council unanimously approved (7-0).

Ordinance 2025-029 – Water and Sewer Revenue Bonds (First Reading) Mark Marlowe presented an ordinance authorizing a shelf registration for up to $56 million in revenue bonds (20-year term, maximum interest rate 4.75%) to fund water resource infrastructure projects (WISE pipeline, Box Elder, Plum Creek pipelines, Chatfield storage, Plum Creek diversion). The goal is to be able to quickly issue bonds when market conditions are favorable. Second reading scheduled for August 19. No public comment. Council unanimously approved on first reading (7-0).
