The Castle Rock Town Council met on Tuesday, November 4, 2025, at 6:00 PM in the Town Hall Council Chambers. - Proclamation 2025-014 – Crash Responder Safety Week, November 17–21, 2025. Already approved by a 6-0 vote on October 21, 2025, but formally presented by Mayor Gray.
- ID 2025-119 – Douglas County Libraries Presentation – Bob Pasicznyuk, Director, reported the library’s net promoter score of 90 (scale -100 to +100), 85% of Douglas County households hold an active card, door count up 40,000 year-to-date to 341,000, staff turnover of 3%, and a $45 million budget with $5 million in tax rebates. He highlighted that 78% of spending goes to classic library services, 12% to youth/families, 8% to events/hospitality, and 2% to alternative education.
- Town Manager’s Report – Matt Gohl (filling in) presented calendar reminders (Veterans Day November 11, Thanksgiving, holiday events, neighborhood meetings). Tara Vargish, Director of Development Services, provided an update on residential unit data through September 30, 2025: current population approximately 88,000, with potential buildout estimated between 120,000 and 140,000 population. Growth has slowed to about 1% per year. Staff also reported on water court cases and upcoming quasi-judicial projects.
- Quasi-Judicial Hearing – RES 2025-140 – Foundation Auto Dealership site development plan on 6.43 acres at South Wilcox Street and Brookside Circle. Applicant Casey Adragna presented plans for a 32,826 sq. ft. building, 385 parking spaces, and ~50 employees. Key improvements include a new left-turn lane on southbound Wilcox Street and a sidewalk connection to the north. Councilmember Dietz asked about lighting (shielded per code) and the dirt strip used for U-turns. Councilmember Davis thanked the applicant for the turn lane. No public comment. Approved 7-0.
- Advertised Public Hearing – RES 2025-141 – Third Amendment to the Services Agreement with Burns & McDonnell Engineering Company for the Chatfield Pump Back Project (engineering and design services). Mark Marlowe, Director of Castle Rock Water, explained the project: 12 miles of pipeline and a new intake/pump station at Chatfield Reservoir to bring water to Castle Rock. The amendment ($577,000) brings total design spending to ~$900,000, with full project costs estimated at $85–100 million. Challenges include delays with the U.S. Army Corps of Engineers (permit application targeted for June 2026). Castle Rock Water Commission recommended approval unanimously. No public comment. Approved 7-0.

That's my guess. Good evening. I'll open with a invocation. Heavenly Father, we ask for your guidance, wisdom and support as we begin this meeting. We gather here today intent on doing good work. We seek to represent fairly and well those who give us his task. Help us engage in meaningful discussion. Give us clarity and strength to use our best skills and judgment. Bless this community, its residents, businesses and visitors, and help us doing help us to continue in doing good good work in your name. Councilmember Breath? Council Member Deeds. Here. Here, Mayor Gray. Here. I'll present. Thank you. Please join me for Puzzle Leaders. If you have uh forgotten or not voted yet, you're welcome to to take off and come back. Um so and uh that that way you can get it done if you forgot by now. Um also one of the things I wanted to mention was uh no November's uh uh men's health health month health awareness month, uh mainly to do with uh cancer and cancer related thing, but also mental health as well. So you know, uh make sure you keep your your uh your friends who are uh men and women in in your in your thoughts and and make sure we're all doing some good things for everybody. Uh also uh last several council meetings, I've been trying to highlight a department. Um tonight's department highlighting is parks and rec. Um one of the things that right now we're going on is is starting about mid-October was the uh putting all the lights up. And uh putting the lights up with with uh parks and rec is uh it's yeoman's work. I mean it is it is you know six to eight weeks of really hard work and planning pretty much year-round because uh some of those lights are left up year-round and some of some are yanked down, and it's it's it's a it's a it's a big job, so we do appreciate that. One of the things I wanted to highlight as well is Lost Canyon Ranch, um 681 acres, um gonna be open even more next year. Um right now we're doing special events and stuff out of it, but 681 acres is is no joke. It's uh one of the biggest uh uh parks in the front range. Um East Plum Creek reopened this year um nine miles uh uh earlier spring or late late spring this year. So that was that was great. Uh we also do a lot of work uh Parks and Rec does with TriArts. Um what we had they this year they had over two besides besides TriArt partnership, uh mostly at the Kentrell School. Um that we had over two 20,000 volunteers in Castle Rock. Um and one of the big things I wanted to make make sure I mentioned and and Jeff wanted to make sure I mentioned this because it was it was really really important to him that he made sure I mentioned that he was the uh 2025 fellow for the Colorado Recreation Association. Um actually that that is absolutely not true because I know that Jeff does not want the uh attention, but he deserves it. Um Jeff is Jeff is doing amazing work out there, and you got the fellowship for Colorado Recreation Association for leadership and the things he that has been doing in Castle Rock for quite some time.
