So our invitation tonight will be presented by Rabbi Tracy Rosen from Temple Beth Shalom of the East Valley.

Eternal source of wisdom and compassion.

We gather this evening in gratitude for the sacred trust placed in those who lead our community.

In the book of Exodus, chapter 18, Moses' father-in-law Jethro teaches that leadership is not a solitary burden, but a shared responsibility.

He counsels Moses to appoint capable, trustworthy, and God-fearing individuals to help guide help judge and guide the people so that the needs of the community may be may be met with fairness, clarity, and care.

We remember that this lesson is not only about delegation, but about listening, hearing the concerns of the people, discerning the right path, and acting with justice and compassion.

May the members of this council be blessed with open hearts to truly hear the voices of the residents they serve.

May they be granted wisdom to weigh each decision with integrity, patience to consider diverse opinions, and courage to act for the benefit of all.

Bless their work tonight and in the days ahead, that Chandler may continue to be a place of safety, opportunity, and dignity for every person who calls it home.

And may their service bring honor not only to the city, but to the highest ideals we all hold dear.

Council, before we go into our um consent agenda, we do have one special service recognition as we have been informed sadly ruefully that uh Andy is going to be moving closer back home.

And uh uh sorry, Deputy City Manager, so we appreciate your presence, your work here, and I want to call on acting city manager uh John Pombier to share some remarks, and if you would like to share anything after I do, certainly we all have opportunity.

And as you come down, we have behind you a mock-up.

So um before I start, I'm gonna hand this to Tad.

Tad has something he's going to share with the audience and then I will um sum it up.

Um good evening, uh esteemed council members, staff and residents of Chandler.

Um tonight we bid our heartfelt farewell to an exceptional leader, Andy Bass, who has served as our city with unwavering dedication and vision as the deputy city manager and prior to that as community services director.

Andy will leave us on August 22nd to embark on an exciting new chapter as executive director of the South Suburban Park and Recreation District in the Denver, Colorado area.

So you're going home starting September 8th, 2025.

Andy joined the city of Chandler in July 2019 as community services director, bringing expansive experience from leadership roles in parks and recreation across Colorado, Nevada, and Texas.

In this role, he transformed our parks and recreation system, overseeing the Chandler Public Library, recreation and aquatic programs, park operations, and park development.

Under his leadership, Chandler saw remarkable enhancements, including the expansion of Veterans Oasis Park, the design of Tumbleweed Recreation Center expansion, the Tumbleweed Park Diamond Fields, the Gazelle Meadows Park Renovation, and the development of the Homestead North Park and Montana Ranch Park, among others.

These projects introduced state-of-the-art trails, playgrounds, and aquatic facilities, creating vibrant, inclusive spaces that enrich the lives of families across the city.

In January of 2022, Andy was promoted to deputy city manager, where he excelled in overseeing critical departments, including cultural development, development services, neighborhood resources, and public works and utilities.

His leadership drove transformative projects, such as Boston Street and Wall Street Improvements, the ULI AZ TAP study that designated Southside Village as Chandler's first historic conservation district, City Hall and Alley Improvements, and Affordable Housing Initiatives like Beelas on McQueen and the forthcoming Haven Project.

Andy's professionalism and foresight in navigating these complex endeavors have strengthened Chandler's foundation and set the stage for continued growth.

As of personal note, Andy, your professionalism, collaborative spirit, and genuine care for the community have made not you not only an outstanding colleague, but also a true friend to many of us across the organization and the community.

Whether organizing pickleball tournaments between public works and development services, handing out ice cream during staff appreciation meetings and tours, um, sending particular perfectly timed memes to light intense meetings and bringing a calm, steady presence to the city manager's office.

You are truly an inspiring leader.

As you embark on your new chapter, no you leave behind a stronger, more vibrant Chandler.

So please join me in thanking Andy for his six years of remarkable service and wishing him best wishes in Colorado.

Mayor and Council, uh, when you're five days before you start as the Ikean City Manager and the deputy calls you to tell you he's leaving.

I will acknowledge that while it's not great timing, I didn't understand the loss.

Over the last five weeks, this man sending me to me has showed me the loss.

He shows up every day.

He shares his wisdom, he shares his passion, and he truly cares for Chandler.

I believe if he was not going home to oversee the parks and rec department that he grew up playing in, he would not be leaving Chandler.

And so I wanted to take a moment to personally thank him for embracing my crazy for helping me navigate these first five weeks and showing me what your loss means to the city because up until that point I didn't understand it.

And I will honestly say you leave here as a friend to me in only five weeks because of everything you've done for me and for Chandler.

So thank you.

All right, yeah, you could sit down if you want, Andy.

He's going to.

Yeah.

Yeah.

Uh Andy, I just uh we're gonna say some things, and then you could close with whatever you want to say.

But I I have appreciated your leadership.

You've taken some some tasks, and I've appreciated your organizing and for example, the veterans event every year.

The uh you jumped right in with uh both feet when we started organizing the 250 uh semi-quincentennial event.

You I've appreciated uh that you were you and Steven were the two that I nominated for the Harvard experience, and and you brought back uh the the initial and as we work on it a 311 system that will better help our residents communicate with us, and that there will be uh better communication across the the entire city.

I thank you for your work on those kind of things.

But what I see you in you is is a great professional, but I see also see a boy in a man's body that you you're fascinated by by the woods, by collecting antlers, by doing all sorts of fun things, and you you're a kindred spirit to me.

So I I deeply appreciate you, what you've brought to our city, and um clearly our loss is Denver's game.

So thank you so much.

And if anybody would like to say anything, yeah, we'll go to starts with me.

Um, Andy, I just want to thank you so much for um your time here with us here at the city and your commitment here with us, and most importantly, your care.

Your work oversaw and your care oversaw many of the core destinations that our residents visit from our parks, your community centers, and that experience that our residents feel truly comes down um from you and your care for those departments.

I want to thank you for um always answering my questions, answering my phone calls, and helping um bring my ideas to fruition, including um our project that we worked on at Gazelle Meadows Park.

Um, you heard what I had to say and you made it come to life.

So I appreciate that.

And I wish you the best.

And Denver is lucky to have you.

So thank you.

Well, you know what I'm gonna talk about.

All of those days watching traffic outside of the school, I just want to thank you for um this was a project, and there were no easy answers.

And you know, it's so difficult sometimes when residents call us and we don't have the solutions we would like to have.

But I it over a solid year, you with patience and perseverance just kept working at it and working at it, and we go out and visit that resident and go talk to him.

I'd find out that you were out there when I didn't know you were out there, so I appreciate that.

Um, I appreciate all your hard work and I wish you nothing but the best.

There's nothing like going home.

So I appreciate what you're doing and good luck.

That's right.

So, Andy, umy, I certainly appreciate um the education, the guidance you've given me over the years.

Uh, we've had some pretty good you know give and take conversations.

Uh, I learned a lot from you from the details of what's what's going on.

Um, you know, Andy's a behind the scenes person, he's not flashy, reminds me of that old detective show called Dragnet, you know, Spectre Webb.

Just give me the facts, ma'am.

Just give me the facts.

That's Andy.

Just let's get to the facts.

Let's figure this thing out.

And um, we'll we'll we'll work the issue through.

And I certainly appreciate that about you as well.

Um, you know, you made Chandler a better place.

And that if you could say that when you leave any organization, uh you you contributed.

So you made us a better place.

And finally, oh, about four years ago, I believe it was four years ago, Tad Mayor Um Woodard from Tacoma uh beat me up because we stole you.

Now I gotta face Mayor Stephanie Pico.

That was an A, right?

We knew it from uh Centennial that uh she stole us.

So I'll get even with her somehow.

Don't worry about that.

So again, good luck in your future and um looking forward to great things.

And when I do see Stephanie next, probably later on this year, early next year, I'll definitely say, how's Andy doing?

Um Andy, what can I say about you?

Um a lot.

And as I think that your contributions to Chandler has been simply um pointed, very strategic and um very forward moving.

Um there's a lot to say about a man that understands that you're here to do a role and you're here to listen, you're here to take in the feedback, you're here to take the good and the bad and process it out.

Um, you worked with me on projects, and I really appreciate how you supported and stood by me and helped me guide me through that process, and then also uh more importantly, appreciate the insight that you give, and because you have so much insight and foresight in what you do, I know that Denver is going to be a better place because you're in position.

Um, and I know that you and your beautiful family, which I had a chance to meet, they are amazing people.

You're an amazing husband, an amazing father, an amazing servant of the city of Chandler, and we appreciate you.

And uh, if there's anything I can do to support you in your journey, please let me know.

Um, and I and I'm thankful for your time and service.

Andy, it has been a true honor to work with you.

Um, I have learned a lot just in our short amount of time together.

I'm very grateful for it.

You've been very instrumental in helping me grasp big things, big items um that come across our desk.

And you just handle it with such ease and deliver it with just such um knowledge and just a friendly smile.

And I couldn't be more grateful for all of that for the last several months.

So thank you.

Um, we're truly gonna miss you.

You've been a big asset here.

And even though um I didn't get to know you the entire time you were here, and it's been a relatively shorter time, right?

That we've got to know each other.

I did learn one key thing about you.

And you are a fellow sweet tooth.

And so for your going away, I wanted to provide you one little thing.

Um that I learned about Annie is he likes darks just as much as I do.

And so this is a little token of my gratitude, and I just want to say thank you and congratulations.

Um he can share if he wants to, but I would say probably for those that already have a relationship with him.

If if you don't have that relationship with him yet, it's probably too late.

That should be sailed, you're not getting a donut.

Um, Andy, the one thing that I do know that I'm going to really miss about you is that laughter.

I can get you to laugh, a barely laugh all day long in our one-on-one.

And I've never seen you, you know, whether you're on the dias or walking the wall, very serious, very stern, but when we are now one-on-one, and I start really cut spitting out some words and things, and you would be laughing so hard.

I look forward to those.

And I'm really gonna miss those moments with you.

I'm grateful that um for the sacrifice that's how your family has made for you to stay here in Chandler.

I got to serve with you for almost uh those five years that you were here with us.

So thank you for your contribution.

And um, may God continue bless you, and everything that you touch will continue to be blessed.

Uh, six years it's been it's goes quick.

I mean, we have a great team.

It's been has it really only been five weeks.

And that was team number one was that group, and we rely on each other, we supported each other.

And then all the departments I work with, community services was the original.

Uh great staff, a lot of friends there, and then we picked and worked with so many great directors, and so uh just so grateful for the different opportunities to learn to grow to be stretched as a person and to um, you know, uh hopefully eventually grow into that mantle of deputy city manager.

So thank you for that opportunity.

Wendy, again, thank you, and we're glad that we can share things with you rather than about you.

I was I was with her just a couple days ago at uh Chandler Business Alliance, and my wife spoke at a women's conference up in Sholow uh this weekend that I drove her up and back, and Jenny was there at that conference, so I've gotten to know her better in the last week.

So very cool.

Council next on our agenda is unscheduled public appearances.

We do have one card.

Uh Mr.

Brooke Beal.

Please state your name and address for the record, and you have up to three minutes, sir.

My name is Brooke Beal, 85 West Teakwood Place Chandler.

Uh tonight, um I'm gonna talk about lies.

Okay, a lie is a false statement made with the intent to deceive.

Okay.

So this past Tuesday, I had a conversation with a police sergeant.

Um, and I've had a conversation with him before back in March, and he still believes that if you pedal an electric bicycle on the canal, that it's legal.

Now, this lie started at least April the 5th of 2025, but it's still floating around, and it needs to stop.

So, what I'm asking is that the city attorney, city manager, and the police chief get together, have a huddle, come up with some documentation that states that it is illegal to ride an e-bike on the canal and send it out to every employee of the police department, including the non-emergency answering.

Okay.

After two years.

Second, I have a question for uh police chief uh chapman.

Um, how many crimes are there reported that you conceal that you do not report?

And the reason I ask this is because I I've I've done my my due diligence with calls for service uh website on which is part of the Chandler Police Department open data.

Um to quote this, it says this data set contains details for all of the calls for service that have been reported in the Chandler Police Department.

So in June, I reported 42 crimes through SMS.

I have documentation of that to Chandler Police Department.

Also went to SRP.

I I included them, but of those 42, only 25 were entered by the non-emergency service team.

In July, I had 49 crimes, but only 29 of those.

So in that two-month period, there were 37 criminal trespass, which is a crime that were concealed of those 91 that I reported.

So 37 of them never made it.

They never showed up.

So that's that's not acceptable.

And I I want to know what's going on there.

Why?

Why is this?

Why is this happening?

I expect to see every single one of my reports show up.

Secondly, now they at least used to dispatch an officer.

Now what they're doing is they're they're adding it as a an attempt to locate advised call.

And because of this, there's no information provided to the officer, nothing comes back, never happens.

Is if that was it.

Councilmember Orlando.

Like to take a point of order here.

Um, I know Mr.

Beale's frustrated.

I know we're frustrated, but um telling a police officer that he's lying.

That's a little disturbing to me.

Now, perhaps he needs to be educated.

Perhaps we all need to be educated.

You're right, we do have to get a better memo communication for all of us to be on the same grounds of where we're coming from.

I don't I've been doing this job since 1990 on and off.

And to heard a police officer lie, that's a pretty strong statement.

Yeah, maybe he's misinformed or she's misinformed.

I get that.

But let's let's use that type of language in another venue and not here in our council chambers.

And let's get with that police officer and let's get.

I think we've been talking about this for 45 days now, maybe longer.

Please, city manager.

I've asked council members up here, have been asking to get a direction of where we're going on this issue.

Let's get that resolved.

Let's get it back to this council subcommittee.

I don't care, but let's not get to the point where we're saying people are liars.

To me, that's not Chandler.

Um next on our agenda is uh current events.

I'll start.

Next week, Council and I will be joining over 1,800 local leaders at the League of Arizona Cities and Towns annual conference up in Scottsdale this year.

I had the opportunity yesterday to introduce and speak this on Horizon Show.

That's always fun to show up there.

This event allows leaders from across our state the opportunity to collaborate, learn best practices, network and work together to strengthen our communities.

We'll have discussions on Arizona's energy future, short-term rentals, water, community impact, federal funding, and many others to name just a few.

We look forward to returning with fresh perspectives, meaningful takeaways, and seeing Chandler kick butt with our with the cities and towns showcase as uh our amazing step always puts together a great display.

So looking forward to next week and and thank you, Steph, for all the work that you put in to make that happen.

Also like to talk about in three weeks, we are having a uh pickleball ribbon cutting on September 6th.

The much anticipated pickleball facility will open at Tumbleweed Park.

This new facility includes 18 lighted pickleball courts, restrooms, shade, remadas, parking, site furniture, and landscaping.

So join us at 8:30 a.m.

on Saturday, September 6th to open the facility and welcome this new amenity to our community.

And after the ribbon is cut, pickleball instructors will be available from 9 to 11.

If you need a refresh or for my case, maybe just a fresh before hitting the courts.

We're incredibly proud to bring you the state-of-the-art facility, and whether you're a seasoned player or just curious to try something new, we invite you to come out, enjoy the morning and help us celebrate this exciting milestone for our community.

And lastly, um council passed tonight our strategic framework.

I'd like to highlight uh this item.

Tonight, council approved the 2025-2027 City Council Strategic Framework.

This document will help guide policy decisions and investments over the next two years.

It'll res it's the result of council and staff retreats, board and commission feedback, and a review of the progress we've made as a community over the past two years.

Want to thank you to our big shout out and thank you to our city manager's office, uh, our legal team, clerk's office, executive leadership team, and especially Kappa Director Matt Burdick for the efforts in combining this important document.

Um, the Good Neighbor 101 registration is going to be open.

Um, I've actually gone to this program.

It's great to learn a little bit more about our city and how everything works.

Um, Good Neighbor 101 is a free educational program offered by the city's neighborhood resource sources um office is back in session starting in this September.

Join us for sessions to learn about our city services, resources, and tools that make a positive impact on your home and your surrounding neighborhood.

In September, there'll feature sessions on economic development, parks, uh, maintenance and operation, and water quality.

All sessions will be held at the Chandler Innovation Center, just right down the road from 4 to 5:30 p.m.

And if you attend all four of the sessions, you'll be entered to win a funding uh to support your neighborhood's gain event.

Um, tonight we actually approved a new member of our charter subcommittee.

And I just didn't want to let that go unnoticed that we're doing that because we lost a very important member of our community, Terry Locke.

He has been a good friend of mine for gosh, probably about 25 or so years.

I there wasn't a board I served on, I don't think that he ended up serving on the same thing.

He was sort of known as Mr.

Chandler.

He did voiceovers, we did videos together.

I think we announced the Chandler Ostrich Festival parade together a couple of times.

Um, and he was just such the perfect person to serve on a board like ours because he was always willing to stand up and give uh just such a an educated and thoughtful opinion.

So he will be very much missed on that board.

I I welcome Allison, but I do want to remind the community that his celebration of life, um, I appreciate his family allowing the community to come together like this.

They did some private services.

But I think it's really important that we do honor him.

That's Thursday, August 28th at our very own Chandler Center for the Arts.

So appreciate all of the work that he did.

And he was an important member of the community.

And I just wanted to acknowledge that this evening.

So this is a welcome to our acting city manager to allow the community to get to know him a little better.

So if you're a member of the business community, the nonprofit community, I think city staff, anyone.

We do these at our vision gallery.

And you know, my thought was I think he had had about 50 meetings trying to meet all of the people in the community.

I was like, why don't we take 50 people and put them in the same room?

And I appreciate all the work that they did and the work that the chamber is doing to assist with this.

Um thank you, Tad, for assisting putting this together.

So again, that's Wednesday, August 27th, uh from 4 30 to 6 p.m.

at the Vision Gallery.

You know, I was already calling John at about nine o'clock last night, and he answered the phone to make sure that our charter committee was open and accessible to the public, and we're gonna get more people there.

It's the Constitution of Chandler.

I asked if he is really still happy about the job.

And every time I ask that, he says, I can't get the smile off my face.

So I encourage the community to come out, get to know him a little bit.

He's our acting city manager, but he has been rolling through and doing the work.

So I know there's a lot of work to be done through his time here.

And um I encourage the community to come out.

Um so Chandler, listening to our recap, as you know, earlier this year, we set off uh we kicked off the general plan update workshops.

Um we had several workshops this week.

I believe we had close to 70 something residents between both those workshops.

I did Billy attend one of them this week, and I know other council members here have been attending as well.

Uh I want to thank you, the residents.

They were they uh attended, they were really good thoughts, um, asking detailed questions about the city and where it should be going.

And I was very impressed with some of the uh comments we were receiving.

Um, you know, the one area was uh housing, and that is a uh where they should go.

And uh we talked a little bit about some options that we were looking at, and then if any we followed up just this past week on some other options for housing.

Uh, if you weren't unable to attend, you could still participate in the Chandler Listening virtual workshop until the end of the month, and you go to the uh web chandler uh az.gov general plan and you could also leave your comments as well.

Looking forward to your feedback.

I keep saying that over and over again.

We need your feedback so we can move forward.

I don't really have an announcement, but I just want to make a uh public service announcement.

School is back in.

That is an announcement.

That is an ask I said a public service announcement.

Um thanks, Mayor for interrupting.

It started out really good to say something.

So no, I just want to encourage the resonance and really just slow down.

School is back in, these kids are going to school.

I'm gonna tell you right now, they text and talk on their phone, and they do not be paying attention to what they're doing.

So I am asking our police team and our safety team to be out there looking to get drivers to slow down.

Um every year seems around this time, mayor and council get an influx of calls about speed driving.

And it's so critical that our young babies that are walking there starting school for the first time and things of that nature.

So we just need to make sure we're slowing it down, give yourself enough time to get out, get your kids to school.

The lines are longer because you know, this is coming back again.

So just slow it down so that way you don't get a ticket.

Don't call me if you get a ticket, because I'm gonna say, what did you get a ticket for?

And they're gonna say speeding the school zone.

I say, well, you're gonna have to handle it.

So slow it down, you guys, and make sure our babies are safe because they are our future, they're the future council members and mayor.

So let's slow it down.

I love you guys, and my birthday is on Saturday.

So don't call me.

I'm gonna be doing something amazing.

I don't even know what it is.

It's just gonna be amazing.

Yes, um, 6 p.m.

at our public safety training center.

Um, we think this is an outstanding opportunity to really highlight a number of a number of initiatives that we've taken as part of an East Valley coalition to combat and understand and base and ultimately address teen violence that was so publicly in the news a year or so ago.

Um, this is an event targeted towards both parents and our community as well as students.
