Yeah, and at this point in time, the open meetings requirements have been met.

0:10

At least there's been notice for the meeting.

0:12

That's why we're here today on that end of it.

0:14

And I guess you need to get uh approval from the body of what the annual meeting uh minutes are here for today for the last month.

0:22

All right.

0:25

So we want to get approval for the last month's the last meeting.

0:28

So move meeting second.

0:32

So approved.

0:33

Yes.

0:34

Thank you.

0:36

And uh now we're getting to the public comment time, and if there's anybody on that needs to talk about public comments on anything other than an item on the agenda, we're available at this point for somebody to come forward.

0:55

No public comments.

0:58

All of you all them all.

1:00

Okay.

1:02

Well, good I guess good morning, stuff.

1:04

My name is Emily Mack, and I am with River City Company.

1:08

Um, and I've come before you before to share and discuss the the future redevelopment of ATT field.

1:18

Um, and I think the last time that I was here, I shared that we were drafting a request for information and interest, which we did, um, and that was released in February of 2025.

1:34

That helped us gather information and um helped inform a request for proposal, and that's where we are today.

1:43

So we are currently drafting a request for proposal for the future redevelopment of Hawk Hill or ATT field.

1:54

Um, and so today we we I'm just coming before you um to ask for your permission to be able to include that parcel where ATT field is located to be able to include that in that request for proposal.

2:10

So I just always want to make sure that we're um following everything, and um so that that is all today is about is just ensuring that we have your permission to include ATT field in that future request for proposal.

2:28

And I guess the the issue before this board on here uh currently there is an agreement between the city and river city.

2:36

We need to make sure about that that they have an option of uh I guess uh purchasing that property for a small amount of money, right?

2:44

And so that's the reason she's wanting to include that in the request for proposals.

2:49

Correct, due to that original reversion clause that that was put in the agreement um back in 2000.

2:56

Okay, but couple of questions.

2:59

Thanks.

3:00

Thank you for being here.

3:01

Always nice to see you.

3:02

Thanks for having me.

3:03

Um, relative to uh ATT field, uh, what would be the um I'm confident you'll get the approval obviously.

3:10

What uh what is the timeline for turning that RF uh to uh RFP around?

3:15

Um we don't have a definitive exact timeline um as of today.

3:21

Um again we are in the drafting process, and so we want to ensure um that that draft is good and solid.

3:30

Um in addition, we're updating some real estate market data.

3:34

Um and so when those tasks are completed, then that will help inform a timeline.

3:40

Okay, I know you guys will do a good job in terms of marketing the uh property, but you would need to have this in place before you start that, or are you are you already marketing it to folks?

3:50

No, no, and so that's the purpose of the request for a proposal.

3:54

Um, and so when that document is complete and when we have established that timeline, um typically RFPs they are released, and you're correct.

4:04

Then we also will proactively share that with local, regional, and national developers so they are aware of that opportunity.

4:14

Excellent, okay, good.

4:15

Then one final question, and I'm not sure this is the exact time for that.

4:19

But what what is the official takeover date uh of the board and city for the uh for the stadium?

4:28

Well, there's there's at least a time for the new stadium to open up, which I've heard is in June of 2026.

4:35

Yes, that's the time of that.

4:38

There's also an issue as to uh uh issues as to the removal of the items that are on the property up there and how that will occur, and that's all going to be resolved.

4:49

Right.

4:49

You're correct, and so there is no definitive timeline, and it's a little bit too early to know.

4:54

Um, and so we want to be incredibly respectful of the lookouts, and and that's that's it, that's a big thing, right?

5:00

That's a big thing, right?

5:02

To to relocate to their new home in the foundry district, and then also play a season, right?

5:10

And so the season is very busy, and they will also need to relocate their offices and their equipment.

5:17

Um, and so we want to be very respectful of them, and so we will work with them on what that timeline is.

5:24

So it's just a little bit too early to know at this point.

5:26

But we'll give the lookouts enough time to do everything they need to do before.

5:30

Oh, absolutely.

5:31

Yes, we're we will ensure that we are being incredibly respectful of the Chattanooga lookouts.

5:45

Yes, and so um actually when we um when it became um apparent that the chat that that a new stadium would be built on a new site, um River City Company began um on a framework plan on a vision plan for what ATT field could be, and the very first thing that we did was community and stakeholder engagement and really understanding what our Chattanooga community would like to see if that site were to be redeveloped, and so we did that in a wide variety of ways.

6:26

Um we did just a general survey that anybody um could take, but really trying to capture those insights um from our Chattanooga and Hamilton County community.

6:39

Um we also did some very specific um focus groups and stakeholder meetings because it's also really important to understand what our downtown property owners and what our businesses and area attractions and what our residents want.

6:54

And so that was actually where we started, and we spent almost the first six months just listening to our Chattanooga community about what they would like to see.

7:03

And then also as I recall, you did a very nice open house with some windowings of suggestions and uh possibilities, and I thought that was very well attended.

7:12

So thank you for doing that as well.

7:13

Yes, and yes, thank you for bringing that up.

7:16

It's been um it's been a little bit, but um, yes, you are correct.

7:21

We also had um public open houses.

7:23

Many times we'll have hand-on public workshops and and things like that, and so really understanding what Chattanoogans would like to see um is very important.

7:34

We also then um performed a detailed market analysis, and so then we understand what our real estate um community can also bear so that we understand um that any future redevelopment would be economically viable.

7:49

Good.

7:49

Well, thank you.

7:50

I think speaking for the board, I think it's important that we do give them you know as much flexibility as they need because their priority and really to everyone's interest is to get open on that certain date, and then uh um this will take care of itself on down the road.

8:04

So thank you, Dad, and thank you for what you're doing to assist with uh the transition, so to speak.

8:09

So any updates.

8:11

And thank you so much for being here today.

8:13

I appreciate your consideration.

8:14

There's been any discussion, I guess.

8:16

And there's one other item, I guess, insofar as there is a large billboard on the property.

8:20

Is there been any discussion about how that use will be continued into the future?

8:25

And that's on either 201 or 203.

8:27

Not at this time.

8:28

I think it's um and you thank you, um, Mr.

8:32

Knoblett for bringing that up.

8:34

And um, that is something that we are um aware of, but I those there's just a lot of details that are still being worked out.

8:44

Um, and I think you know, first and foremost, um, before we issued any sort of RFP, we just again wanted to come before you to receive your permission in order to be able to include that person.

8:59

Okay, thank you for your time.

9:01

I would move that we give um River City Company uh the authority to move forward with the uh RF uh request that as they deem appropriate, yeah, pending final approval on the board.

9:16

Second all in favor.

9:19

All right.

9:20

Aye, Mario Carey.

9:24

You're good.

9:25

Thank you.

9:30

Any other business that we have today gonna buy lunch?

9:39

They they didn't get didn't give me a large budget for that here at this point.

9:44

I don't see anything out over here.

9:46

That would be they have some crackers in the back, I think.

9:49

Yes, um, we don't have anything.

9:54

Are we ready to adjourn?

9:57

I think that you're good.

10:00

Make a motion to adjourn.

10:01

Yeah.

10:02

Thank you.

10:02

Well done.

10:03

You did your personal.

10:04

I did reversal.

10:05

All right.

City Meeting Summary – August 20, 2025

The meeting opened with a determination that open meetings requirements were met. The board approved the minutes from the previous meeting and then moved to public comment, which yielded no speakers. The primary discussion centered on a request from Emily Mack of River City Company to include the ATT Field parcel in a future Request for Proposals (RFP) for redevelopment of the site.

Consent Calendar

  • Approved the minutes from the last meeting (motion, second, unanimous).

Public Comments & Testimony

  • No public comments were offered.

Discussion Items

  • Redevelopment of ATT Field (Hawk Hill): Emily Mack (River City Company) presented an update on the process. She noted that a Request for Information and Interest was released in February 2025, which informed drafting of an RFP. She requested the board’s permission to include the ATT Field parcel in that RFP, citing a reversion clause in the original 2000 agreement between the city and River City Company.
  • Board members asked about the timeline for the RFP, the marketing approach, and the transition date for the new Lookouts stadium (expected June 2026). Mack stated that no definitive timeline is set yet, but the company is being respectful of the Chattanooga Lookouts' relocation and season. She also described extensive community engagement (surveys, focus groups, open houses, market analysis) that informed the vision for the site.
  • A question was raised about a large billboard on the property; Mack acknowledged it but said details are still being worked out.

Key Outcomes

  • Motion and Vote: A motion was made to grant River City Company authority to move forward with the RFP as they deem appropriate, pending final board approval. The motion was seconded and passed unanimously (all in favor, with one member stating “Aye”).
  • The meeting then adjourned after a motion to adjourn.
