Um for the remainder of this fiscal year, developing those objectives and those key performance indicators like you suggested, which I think is great.

Um and then as part of next year's budget proposal, we will present to you guys kind of a formalized view of this is how we think it could work best given the raw materials that we've just been given through the previous reorder.

I mentioned at last week's meeting that this is an exciting project, not only for districts five and six, but for our community as a whole.

My name is Jack McAfee with the Chattanooga Airport.

Um had a few pictures to share.

Another one.

Um just wanted to share a little history.

Obviously, we got the um members of the community have always stopped along the airport, uh, along the fence line along the roads to uh admire the aircraft and the 60s.

We had the terminal observation deck that uh people could come and watch planes take off on the airport.

But September 11th, we're not allowed to have people stop inside the road to watch aircraft.

The new terminal closed down the observation deck.

We don't really have a a good area for people, the community at large to come in and observe aircraft.

So we've always thought of having this park.

It's located to the north of the airfield on top of the hill that oversees the entire airfield.

Um it's right adjacent to the the runway to watch aircraft take off and land.

Um and last year, the Blue Cross Healthy Places grant uh application opened.

Uh we applied, we were awarded one of um three out of 86 um applicants.

So we're incredibly uh excited about that.

Received a 1.2 million dollar grant along with a 200,000 dollar maintenance fund for the park, and it'll be designed by impact parks and uh play corps will be involved as well.

Um we expect uh construction to begin as soon as the rezoning is uh completed, and expect it to be done in uh summer of 2026.

Um of the pictures, you can see this is from above.

We will have the World War II memorial, which was um taken down when our parking garage was constructed.

Um it has been in storage since then.

This is a good permanent home for it.

It was uh dedicated to the Chattanooga Flyers World War II by the Chattanooga Flyers Club in 1946.

Um we will have a covered pavilion, two playgrounds, one for younger kids and one for older kids, plenty of parking.

And as uh see.

As you can see right here in this video, we're actually gonna this is kind of the part I'm most excited about.

We're gonna have a static display aircraft that was donated by a tenant who no longer uses the aircraft, and so I figured once a month um we could probably open it up to the public to go inside the aircraft, take pictures to see it.

Um, West Star, a partner on the airfield, they're gonna repaint it to kind of the Chattanooga colors.

Um, and then you know, just to kind of invite the whole community in.

Hope this park is very exciting.

We might have food trucks uh as options.

So in general, something we're all very excited about and just wanted to share.

I want to thank the council for the time today.

Um the matter that I'd like to address does impact the city of Chattanooga, especially the development of the city.

Um what's your name and district?

I'm sorry, my name is Alexander Mendelo, and I believe I'm from the second district.

I live in North Shore.

Okay.

Um this impacts the council, and this impacts the city of Chattanooga.

Um, it's an ongoing issue that I'm seeing, not just within the city but throughout the whole state.

Um if I can just make some references, uh, if this is not the exact situation I'm here to address, but the other one in the city or in the area.

Uh there's a recent class action lawsuit with Sowani.

Um, I'm not sure if you're familiar with it, but it's uh the stated ask is $35 million.

It's regarding mold exposure, um, hence why the development of the city.

I think it's important that the city council looks into these matters and it's an escalating issue with many, many people involved in um something that I'm not seeing anybody speaking about.

Uh this does impact myself because I received a terminal diagnosis from Dr.

Anthony Avatable in July of 2023.

Uh, this is here in Chattanooga, and I was acutely paralyzed from this exposure.

Um, just to tell you the details, the leasing management refused to remediate the mold or even move me to a clean unit under the pretense that white people don't deserve help.

Uh it's important to note that I am not white.

Uh two months after, or excuse me, for two months I was preparing my filing with the Human Rights Commission.

Uh City Compliance Officer Antonia Morgan helped me with this.

Uh, she was the lead investigator over the uh the case that sets the president, and I also know the family, uh Jason Lawrence Smith, who uh went through that process.

Uh that case law or that uh case precedent was a settlement of 24 million dollars, and I'd like to read some statistics.

79, this is from the National Institute of Health Library.

79% of people exposed to Aspergillus at an exposure level of 500 to 1 die within three to 18 years.

The Smith family case tested at 700 over one.

That's the 24 million dollars that they received for that.

My case tested at 1300 over one, and the Suwani case has been tested at 2200 over one.

Um, this is not regarding other agencies and other jurisdictions, but I have been in contact with the White House now, the DOJ.

And Friday morning at 8 a.m.

I had two FBI officers or agents come to my uh my apartment and meet with me, not the multi-apartment, um, to gather this evidence because they think it's an ongoing issue that and I'm here, that's what I'm here to address.

Um I don't have anything else to say.

Um, I do want to thank you all for the time today.

Um, obviously don't have a lot of time to get into this uh a lot of details to discuss, but I just want to thank everybody for the time on the forum to at least bring these matters to your attention.

I have met some really incredible, incredible people who are very hardworking here.

Hi, my name is Hopenchi, and I'm in District 7, and thank you for everything you do.

I love living in Chattanooga.

I do a lot of walking around the city.

In March, I did an experiment where I walked 100,000 steps in one day, started at 4 a.m.

I just wanted to see what I would learn walking 43 miles around our city.

And the I think one of my biggest takeaways from that experiment was um how few grocery stores we have, and especially how few affordable grocery stores we have.

Um I did a week without driving a couple weeks ago to empathize with our neighbors who don't have cars or can't drive for various reasons.

Um the food city in I think Rossville is closing down.

And um, if you look on the USDA food access research atlas, it shows low income and low access to affordable groceries, and um Chattanooga is just really a food desert.

And so I just beg for more access to affordable groceries.

I looked up um how to get to Aldi from my house from where I live.

I live at MLK and Riverfront Parkway, and I was trying to figure out how do I get to Aldi without a car, because that's the cheapest place I know to get groceries.

And um there's one like at the foot of Signal that's three miles away, but there is no transit access to there.

And so I ended up, I had to walk a mile to the nearest bus stop and then rode the bus for an hour to go to the nearest Aldi.

So um, and then walk, you know, carry my groceries a mile back to my home.

So um I just ask for for more uh transit and more grocery stores in our town.

I think we would all benefit from that, but especially for those of us without uh private vehicles.

My name is David Tulas.

I'm the owner of Eagle Radio Network here in Chattanooga, and I'm the investigative reporter who covers law.

And I'm very concerned about the health, safety, and welfare of Chattanooga police officers, particularly in their most dangerous encounter with the public.

That is not domestic domestic disturbance calls, that is traffic stops.

Traffic stops bring more fatalities and injuries to police officers than domestic disturbance calls and other types of encounters with the angry and upset public.

I've given the city corporation notice today of my findings in long research and also research I've done in my court case in the Sixth Circuit to end criminal traffic stops in the county.

My suit is uh Toolis versus Bennett.

It's on appeal, and uh today uh Janie Varnille, the county attorney said that my research brief was very thorough.

And whether I lose or not is immaterial.

The point is that the notice tells the city corporation how to deal with uh obstrepero or wrongdoing people on the road behind the wheel.

The law of the driver's license is under privilege.

There are four main elements that that I would bring to your attention that are in the notice, four parts.

One is privilege is on commercial activity.

Number two, privilege disputes uh on that privilege of driving and operating more vehicle are heard in the Department of Safety and Homeland Security.

The commissioner has the authority to prosecute or administer the privilege and wrongdoing under it, and that's called having a contested case.

Traffic cases are to be heard administratively, effectively in Nashville or in the local branch of DOSHS.

The third element is the Uniform Administrative Procedures Act, which controls the operation of privilege administration or management.

Plumbers are not arrested.

Hairdressers are not uh put in cuffs by your officers.

They're they're heard in the cosmetology and barber board.

They're not it's these are not crimes to not have the comb and germ aside long enough.

That's a that's a privilege offense potentially.

So the third element is that traffic cases have to be heard in administration under that authority, the UAPA Title IV, Chapter 5.

And then finally, the exhaustion of administrative remedies controls also.

Uh, when I was falsely arrested for a damaged tail out by the county, I insisted that I had a right to a hearing administrative in Nashville or in DOSHS prior to anything, any adjudication in criminal jurisdiction.

I'm looking out for police officers in my litigation in the county, and I'm urging the city to adopt the law recognize privilege, recognize UAPA recognize the exhaustion of administrative remedies as the remedy that the people have as against prosecution by the state.
