This has been noticed Maria here for a public meeting, so we're good about that.

10:55

Yes, yes.

10:56

Good.

10:57

Um next will be election of officers, chair, vice chair, secretary, and treasurer.

11:02

Yes, sir.

11:03

If you want to delay that until Hicks gets here.

11:07

Um but the approval of minutes from May 22nd uh from our last meeting.

11:13

Uh I think everybody was here.

11:15

Uh so if we don't have any question about those, make a motion to approve those minutes.

11:20

Motion to approve.

11:21

Second.

11:23

Thank you.

11:25

Um and then next we have the discussion on the Verizon cell tower that Mr.

11:30

Hicks will probably have the have the uh information on.

11:33

Well, I'm I may have more information than Hicks does on.

11:35

Okay, well we'll go with you.

11:37

Okay, so uh just wanted to let you know we were instructed to uh write a letter on behalf of the folks for River City uh to let the Verizon people know uh that there was a cell tower that needed to sort of be moved in that location.

11:54

So I've I've written that letter on behalf of the board.

11:56

I don't know if Maria put it in the uh bucket for you here today, but I'm I've accomplished that requirement, and then I have gotten some uh responses back at this point in time from uh an attorney for the cell tower group uh here, Mr.

12:12

Hal North has sent me a letter uh back in r regarding them, and there was also action that was going in front of the Board of Zoning Appeals last week here regarding the uh movement of a a cell tower, and this is pretty important, and it was something we didn't know about.

12:28

Uh there was no agreement with uh the sports authority for any cell tower to go up, even though we were the property owner for the event.

12:37

It was apparently an uh an agreement that the lookouts had uh with the cell tower people here, and I think it's Verizon Company, which would cover much of your um I guess involvement with uh cell tower services in the downtown community here.

12:54

And we didn't want to just uh tell River City to go ahead and bulldoze something where that might knock out everybody's cell service.

13:02

So we do not have an agreement with them.

13:05

It is on uh the sports authority's property at this point in time.

13:09

And uh the folks from River City found this out whenever they were uh trying to get the demolition going.

13:15

They have sent a letter on to the um folks uh with the cell tower company telling them that they're having to hold up work and it's costing them money to be able to do that while this is ongoing, and the Verizon people are not really uh doing a whole lot of uh activity other than telling them they're gonna try to get it done as quickly as possible.

13:34

It's my understanding based upon the Board of Zoning Appeals uh meeting last Wednesday, they got author authority to be able to have a uh uh variance to be able to move this cell tower structure to a different location.

13:48

I don't know uh they said that that would take uh at least towards the middle part of July before that can occur.

13:55

So that may be slowing down the demolition of the property.

13:59

At the same time, the River City folks are hyper about this because they have uh insurance in there for a stadium that's still standing here and the concerns about liability over that while that's ongoing.

14:10

So just wanted to make sure y'all were aware of where where that is.

14:14

And we have um gotten involved and shown them the documentation we have, but there were was no documentation to the sports authority or no agreement with the sports authority to have a cell tower uh there to begin with.

14:27

And I I don't know exactly uh how the lookouts work that out.

14:32

Have there been any pushback from Verizon on moving it?

14:36

Uh the the folks from the um Verizon folks are saying uh they want to have a copy of the notice of sale for the property as they understood it was sold to River City, which it was not.

14:46

There's a temporary easement at River City.

14:49

And uh could you confirm whether you received a holdover payment check for a June that has been forwarded to the River City Company?

14:56

And I have no clue of that because we don't uh didn't get any checks and have never have never gotten any checks.

15:02

So Verizon was apparently paying uh the lookouts some amount for the cell tower that was on their property.

15:10

Now that we knew a little bit about the uh uh the fact that there was a uh large billboard, but we didn't know about a cell tower.

15:17

Yeah, they spoke about the billboard.

15:18

Yes, is it about what to do with it?

15:20

So is it on top of it?

15:22

I'm not sure.

15:23

I'm not sure.

15:24

I can't see that's why I was like, where is this thing?

15:28

It must be on the business.

15:29

It's in the tree.

15:31

Really?

15:32

Oh, the picnic area was you think behind that picnic area a little to the left, like you by the freeway.

15:39

I think it sits right over there in the tree.

15:41

Interesting.

15:41

Okay.

15:42

Well, as long as it's not attached, I would think that that would not be a problem with demolition, but I that's that's what I'm not sure.

15:49

And I think the the folks from River City are are trying to learn about that, right?

15:54

I think if uh but if the power and everything is running under where they are, that's gonna be the issue because the the fiber or whatever controls it has to be running in their demo area.

16:05

We don't want to knock out everybody's work.

16:10

Depending on what all their services and then other carriers will use that tower and bounce signals off.

16:14

You'll be bad downtown for a little bit pay anything or anything.

16:20

I mean, we I mean well, you have to have a apparently you have a a special permit from the board of zoning appeals to put a cell tower in, and that that approval was given this past Wednesday to be uh an alternate location, and I'm just not sure where they are on the uh uh movement of that.

16:38

Uh well I'm sure River City wants to exit that once that done, A S A.

16:44

Yesterday, yes.

16:44

Yeah, yeah.

16:45

So there's really no action we need to take, but thank you forvising us up.

16:49

But uh obviously we'll be I mean I see it, you know, probably supportive.

16:54

Yes, and we know that area needs cell tower, but you know, actually um, yeah, I'm sure we want to help River City as much as we can make sure that they expedite that they just don't sit on it for whatever reason, right?

17:07

Yes, yeah.

17:08

So there's local legal counsel going on.

17:11

Uh Mr.

17:11

Mazingo with the lookouts forwarded us a copy of the like the third draft of an agreement.

17:17

Well, this apparently was entered into in 2007, and we never saw it.

17:22

So wow.

17:25

So this was before the sale of the team to Hardball.

17:29

I think so.

17:30

Yeah, I think it was under the other other group.

17:33

Who it was most likely.

17:36

Mr.

17:36

Burke, probably.

17:37

It's probably part of the hardball acquisition, though.

17:40

Would you think it would be in there somewhere?

17:41

Or not necessarily anything other than one that is uh I guess the the third draft of it that doesn't have the location or the area where that cell tower is in, so that's why I've been a little confused.

17:57

Was the last time it was owned in 2007?

18:00

The original document was dated in 2007, but I believe there is a more recent one here that uh Mr.

18:07

Mazengo entered into.

18:08

And they they have an attorney as well involved right now uh for River City.

18:14

Um Philip Meyer is trying to help them get something worked out, and they're working back and forth with Mr.

18:19

North, who is the attorney for these uh cell tower company.

18:23

I think it's called Vogue Towers, is a cell tower company.

18:26

So they put the towers up and then they get uh some amount from Verizon as it's going forward.

18:33

Any idea where it's been where the approval's been relocated for?

18:37

Uh the I was wanting to get the uh cell tower location from the Board of Zoning Appeals.

18:42

My folks, um, I can send that to you and we'll put it in the packet from next time so at least you know that it's there.

18:47

My biggest concern was making sure we didn't tear something down while that cell tower is operational.

18:52

Yeah, right.

18:53

Yes.

18:55

I understand River City is issue.

18:58

Yeah, we need to make sure we get it.

19:00

Well, how long have they been trying?

19:01

How long they've been working on this.

19:03

So they've started this.

19:04

Uh this is now June the 10th.

19:07

Uh the June the first was the first day they were supposed to be getting it.

19:10

So we sent a letter out to them before June the first, and uh to this point uh the board of zoning appeals uh situation went up last week.

19:19

I think it was on the fifth or sixth.

19:22

So that's what it's quickly moving.

19:24

Well, if they're saying July, mid-July, that that's not terribly unreasonable, I wouldn't think.

19:29

Uh no, but River City was sending them a big bill here for the amount of time slow down, so we'll see how that gets worked out with those lawyers.

19:36

Sounds like they're hot.

19:38

Yeah, yeah, they are fighting that amongst themselves, I'm sure.

19:41

Well, we didn't hide it from them.

19:43

It's really interesting about that.

19:45

Maybe we get reimbursed for the payment that the Verizon's been making through the lookouts, yes.

19:52

Yeah, since 2007.

19:53

Well, that and that's what Verizon is actually asking about as who got the check.

19:58

Yeah, yeah.

19:59

That's a real good question.

20:00

Did that go just directly to the lookouts and what they do with it, or did they send that on to River City?

20:05

Yeah.

20:08

And arguably it should go to us.

20:12

We're the property owners of that property.

20:14

Yeah.

20:15

So there is a reason for the old uh sports authority to continue in existence right now.

20:22

Still got work to do.

20:24

Well, thank you for that update.

20:25

Yes, sir.

20:26

That's good to know.

20:27

Thank you.

20:30

Are we still gonna wait on Hicks or are we having anything else that we need to discuss?

20:35

Do we have any other business?

20:41

You want to defer your election to next time?

20:44

We may have to.

20:45

Uh do we know what time Mr.

20:47

Hicks said he would be here?

20:48

He just said later said he would be late.

20:51

Okay.

20:52

And he's coming from out uh Knoxville area coming down this way, it's just stand still track.

20:58

Well, yeah, he was in a meeting.

21:00

Oh I think it's local.

21:02

Okay.

21:03

Can we just chair him in for uh the next year's chair without him being here?

21:10

Surprise.

21:11

If that's your uh choice on that end of it and then say surprise, you got it.

21:16

Yeah, you got it again.

21:18

But uh you need to hold your election and however y'all want to do it in that regard.

21:25

Well what currently we have Mr.

21:28

Lockhart as Treasury Secretary.

21:30

Um yeah.

21:33

Chair is Mr.

21:35

Hicks, vice chair is actually me.

21:38

Um so did anybody want to nominate anybody else for any of those positions.

21:47

Does anybody want to nominate or anyone or Mr.

21:49

Lockhart?

21:50

Do you have any trying to stay?

21:53

Do you want to serve serve again?

21:55

I I'm I'm fine with that.

21:56

I I do recall that uh till last meeting, I think Hicks said that he had said I will serve on any of these boards uh again, but uh yeah, I talked with my wife about it and she said whatever you think.

22:09

So I would I would move in line of that uh that the entire plate stay as is for the next year for continuity.

22:20

Do you mean to uh make a motion on each of them individually?

22:23

You can do an acclamation for the whole body.

22:25

Okay.

22:25

Acclamation to keep everybody in the same position as they are.

22:28

Right.

22:30

I'm okay with that.

22:32

We have a motion.

22:34

So moved.

22:35

Okay.

22:36

Second.

22:36

Come second.

22:39

Second.

22:40

Uh Mr.

22:40

Johnson is made moving and Mr.

22:42

King is second.

22:44

Yes, ma'am.

22:50

I guess you do need to say all in favor.

22:52

Yeah, all in favor.

22:54

All opposed.

22:55

Any opposed?

22:56

No.

22:57

Serge Hicks right.

22:58

That's right.

22:59

So here you go.

23:02

Don't put that in the minute.

23:05

Send him his own email about that.

23:08

Next meeting, I'm gonna bring some balloons and put them right in there.

23:11

Just to let you know.

23:13

If we don't have any other meeting scheduled at this point, do we?

23:16

No, unless this gets hot.

23:18

Unless this gets hot and real put one on, but if not, then we need to look at one for uh next our next one next year.

23:24

We may have one.

23:25

Okay.

23:25

We can get that schedule and sent out.

23:27

Okay, okay.

23:28

Um if we don't have any other business, do we have a motion to adjourn?

23:32

Motion to adjourn.

23:33

Second.

23:35

All in favor.

23:38

Thank you.

Summary of Proceedings

Sports Authority Board Meeting and Election of Officers - June 10, 2026

The Chattanooga Sports Authority Board met on June 10, 2026, to approve previous minutes, discuss ongoing issues with a Verizon cell tower on sports authority property, and hold an election of officers. The meeting was brief, with the cell tower update taking most of the discussion.

Consent Calendar

  • The board unanimously approved the minutes from the May 22, 2026 meeting by motion and second.

Discussion Items

  • Verizon Cell Tower Update: A board member reported that, at the request of River City Company, a letter was sent to Verizon regarding a cell tower that needed to be moved to allow demolition. The board later received a response from attorney Hal North representing the cell tower company (Vogue Towers). The board learned that there was no agreement between the sports authority and any cell tower company; the original agreement was made between the Lookouts (baseball team) and Verizon in 2007. The cell tower is on sports authority property. River City Company has a temporary easement, not ownership. The Board of Zoning Appeals granted a variance on June 5 or 6 to relocate the tower, expected to be completed by mid-July. The delay is costing River City money due to halted demolition and liability concerns. The board expressed support for expediting the process. Verizon requested a copy of the notice of sale of the property, which does not exist. There was also discussion about a possible holdover payment check sent to the Lookouts, which the board never received; the board may be entitled to those payments as property owners.
  • Election of Officers: The board deferred the election until later in the meeting, as chairman Hicks was delayed. A motion was made and seconded to retain all current officers by acclamation: Mr. Hicks as Chair, Vice Chair (unnamed), Mr. Lockhart as Treasurer/Secretary. The motion passed unanimously, with no opposition.

Key Outcomes

  • Minutes of May 22, 2026 approved.
  • Board officers retained for another year: Mr. Hicks (Chair), Vice Chair (unnamed), Mr. Lockhart (Treasurer/Secretary).
  • No further meetings scheduled unless needed; next annual meeting to be scheduled.
  • Meeting adjourned.
