Chesterfield County Board of Supervisors Organizational Meeting - January 7, 2026

The Chesterfield County Board of Supervisors held its annual organizational meeting on Wednesday, January 7, 2026, beginning at 6 p.m. in the Public Meeting Room at 10001 Iron Bridge Road. The board elected officers, adopted 2026 procedural rules and meeting dates, approved a remote participation policy, made appointments to regional and county bodies, and received the annual presentation from Cornerstone Assembly of God. All votes were conducted by voice vote, and the motions carried.

Opening

  • Supervisor Jessica Schneider (Clover Hill) gave the invocation, asking for prayers for an injured firefighter named Chase, for Kim Connolly and her family after the death of Patricia Connolly, and for the family of Bill Martin of the Valentine Museum.
  • Matt Harris, Deputy County Administrator, led the Pledge of Allegiance.

Agenda Adjustments

  • A single staff request was approved by motion, second, and voice vote; the specific content of the request was not described in the transcript.

Organizational Meeting

  • Election of Chair and Vice Chair: The board elected Mark S. Miller (Midlothian) as Chair and Kevin P. Carroll (Matoaca) as Vice Chair for 2026. Outgoing Chair Jim Ingle (Bermuda) received a plaque and gavel from Miller as thanks for his 2025 service.
  • 2025 retrospective: Miller credited Ingle's leadership with accomplishments including the ZOMAD ordinance change, stronger school board relations, a "quad A" bond rating, a record number of NACO awards, VACO's number-one large county award, announcements from Commonwealth Fusion Systems, Dover Food and Google, the Lego topping-out ceremony, Upper Mag West Advanced Manufacturing, school construction projects, new fire station and animal shelter contracts, a new cricket field, securing the county's fourth water source, leadership during the Richmond water crisis, lower real property taxes, staff compensation and benefits brought to market standards, almost a million visitors to River City, road projects including Nash Road, Poe White Extension and Woolridge Road, GRTC microtransit service, the Shady Hill rezoning, the Springline District 60 hotel, and naming roads for fallen first responders.
  • Rules of Procedure for 2026: The board adopted the 2026 rules, including County Attorney Jeff Minx's proposed addition to Section 2 on seating arrangements. Minx read the addition: "Board meeting seating arrangements for regular and special meetings shall commence after the organizational meeting as follows: one, chair center; two, vice chair to the right of the chair; three, remaining members select seats based on seniority; and if equal seniority, then chair makes seating decision after consultation with board members."
  • Regular meeting dates for 2026: The board approved the proposed 2026 meeting dates.
  • Remote participation policy: The board adopted the annual policy allowing remote participation by board members. Minx noted that a recent change in state law requires annual adoption. A supervisor voiced support, noting the policy had been used when needed, including when Mr. Holland was sick and able to participate remotely.
  • Appointments: The board made one appointment to each of the following bodies: Committee on the Future, Personnel Appeals Board, Planning Commission, Richmond Regional Transportation Planning Organization, and Richmond Region Tourism Board. The names of appointees were not stated in the transcript.

Annual Presentation of Cornerstone Assembly of God

  • Pastor Franco delivered the annual prayer and blessing. He expressed gratitude for the board's leadership, praised outgoing Chair Ingle and the board for handling the Shady Hill rezoning "with great compassion and with sacrifice," thanked Supervisor Schneider for her "tireless advocacy for the funding of the domestic violence shelter and resources," and congratulated Dr. Hylton on stepping into the role once held by Mr. Holland.
  • He noted that Chesterfield County was entering its 275th year and the nation was approaching its 250th anniversary, referenced the 26 Days of Prayer, and recounted the history of Rev. John Weatherford, who was imprisoned in 1773 for preaching without Anglican approval, and Patrick Henry's later involvement in paying his fines. He then declared a resolution of thanksgiving and prayer over the board, county administrator, senior leadership and all county departments.
  • Board members thanked Pastor Franco and the church. Supervisor Carroll remarked that the presentation should be shared nationally, and supervisors Schneider and Hylton thanked Pastor Franco for personal prayers and encouragement.

Key Outcomes

  • Mark S. Miller elected Chair; Kevin P. Carroll elected Vice Chair.
  • 2026 Rules of Procedure, including the new seating arrangement language, adopted.
  • 2026 regular meeting dates adopted.
  • Remote participation policy adopted for 2026.
  • One appointment made to each of five boards or commissions.
  • The meeting adjourned to the next regularly scheduled Board of Supervisors meeting on January 28, 2026, at 2 p.m. in Room 502 of the County Administration Building.
