The Clark County Planning Commission held a briefing session on Tuesday, December 16, 2025, at 6:00 p.m. in the Commission Chambers. - Items #14, #24-27 – Holds Requested: Item #14 (UC 250761, vehicle wash facility) was requested to be held until January 20, 2026 for further dialogue with staff. Items #24-27 (companion items) were requested to be held until January 6, 2026 Planning Commission meeting, with the corresponding Board of County Commissioners meeting date changing from January 21 to February 4, 2026.
- Non-Routine Items (13-27): Staff provided details on various use permits, waivers, plan amendments, zone changes, and tentative maps, including recommendations from town advisory boards and staff. Commissioner Mohica. Present. Commissioner Gibson. He's excused. Commissioner Boydman. Present. Thank you. Okay. If we can then go on to the first item, which is the presentation. Thank you, Madam Chair. Uh, first item on your briefing notes tonight is items for holds requests or deletions from tonight's agenda. Item eight, UC 25068, hold per the applicant's representative until the January 20th, 2026 Planning Commission meeting. I would advise the members of the Planning Commission that the applicant has missed the last three previous town advisory boards, and stated in the hold request letter that they would be willing to go back to the Paradise Town Advisory Board on January 13th. However, Paradise Town Advisory Board recommended denial of that application. It's within the Planning Commission's scope and purview if they want to remand that application back to the January 13th. Paradise Town Advisory Board, and then we would just coordinate with agenda processing accordingly. The reason why the applicant did not attend the Paradise Town Advisory Board meeting is there was not a representative from the office to represent the application. Okay, thank you. Next is going to be item 14, UC 250761. Hold per the applicant's representative until the January 20th, 2026 Planning Commission meeting. Item 250767. Item 26 VS 250768. Item 27 WS 250769 is a request by the applicant's representative to hold until the January 6th, 2026 planning commission meeting. The corresponding Board of County Commissioners meeting date for items 24 through 27, which are companion items will change from January 21, 2026 to February 4th, 2026 Board of County Commissioners meeting. The next items are the routine action items 4 through 12 on tonight's agenda. Item 4 is an application for review 25400 120. Uh WS 19618 is a waiver development standards for increased wall area, wall sign area, and a design review for wall signage, which the Winchester Town Advisory Board and staff both recommend approval with one card in support. Is a design review first extension of time for signage in conjunction with an approved shopping center. Both the Spring Valley Town Advisory Board and Planning Staff recommend approval of the application. Item 6 ET 25400 119 UC UC 230514 is a use permit. Second extension of time to allow a service bay door to face the street with waivers of development standards to eliminate screening for mechanical equipment, eliminate gate setback and reduce trash enclosure setback with a corresponding design review for an expansion of an existing vehicle repair facility. Both the Paradise Town Advisory Board and Planning Staff recommend approval of the application. Item 7, ET 25400121, UC 240088. A use permit for a first extension of time for large livestock for horses with waiver development standards. Eliminate street landscaping in conjunction with a single family residence in RS20 zoning district, Sunrise Manor Town Advisory Board recommends approval. Staff recommends approval. Staff receive two cards in protest. Item 8, UC 250668 is the holdover use permit for a vehicle rental facility in conjunction with an existing shopping center. As previously indicated, the applicant did not attend the Paradise Town Advisory Board meeting as there is not a representative, and the applicant's representative requests a hold until the January 20th, 2026 Planning Commission meeting. Paradise Town Advisory Board recommended denial. Staff received three cars and one letter in support.
