  • Item 17 – UC-25-0761 (Maverik car wash): This holdover use permit, waiver of development standards, and design review for a vehicle wash facility on 3.7 acres in Spring Valley drew discussion. The applicant (Don Shively, Quick Quack) and project manager (Isaac Anslavar) presented a revised site plan that moved vacuum equipment away from adjacent residential property and provided a noise study showing no increase above ambient noise. Staff maintained a recommendation to deny because queuing lanes remained within 200 feet of residential adjacency. Commissioners asked about the revised plan and noise study. Several commissioners expressed support, citing the noise study and lack of public opposition. Commissioner Kirk stated satisfaction with the noise study.   • Item 19 – WS-25-0822 (Karim F. Ben Rhouma carport waiver): This waiver sought to eliminate the front setback for a carport on 0.09 acres in Whitney.
