- The first responding officer, Danielle Bellinger, encountered Enriquez outside the apartment holding a blade. He immediately advanced aggressively, stating “just shoot me.” Bellinger retreated while giving commands to drop the knife. Additional officers arrived, and Enriquez continued advancing despite commands and the deployment of two tasers by Officers Norton and Tady, which proved ineffective.
- Officers James Schulke (5 rounds fired) and Nicole Ciotti (4 rounds fired) discharged their weapons, striking Enriquez. He was pronounced deceased at Sunrise Hospital at 2157 hours.
- The investigation reviewed body-worn camera footage, 911 calls, witness interviews, crime scene analysis, and an autopsy. The autopsy revealed 9 entrance wounds and 2 exit wounds, with all projectiles entering from the back or side. The cause of death was gunshot wounds to the head and chest; the manner was homicide. Enriquez had self-inflicted cuts on his forearm but no neck wounds.
- Witnesses included Rodney Glenn (the reporting party) and Gabriela Martinez (mother of Enriquez’s children). Glenn reported that Enriquez had previously been suicidal and had expressed a desire for police to shoot him. Martinez confirmed Enriquez’s history of suicide threats and self-harm.
- Detective Skinner noted that Enriquez had no prior criminal history but had previous mental health crisis holds, including one in September 2023 where he threatened “suicide by cop.”
Ombudsman Questions and Discussion

This review is being held because the Clark County District Attorney's Office has made a preliminary determination that no criminal prosecution of the officers involved in the death of Lazaro Enriquez is appropriate. The Clark County Ordinance, Chapter 2.12, requires a public review following such a determination. This is not a trial. The purpose of today's proceeding is to present to the public with essential facts surrounding the death of Lozaro Enriquez. Chief Deputy District Attorney John Giordani will present today's fact finding review on behalf of the district attorney's office. He will determine the witness or witnesses to be called. The ordinance does not provide subpoena power on my behalf and does not allow for any other party to call witnesses. Monique McNeil has been appointed to be the ombudsman. She represents both the public and the Enriquez family. She will have the opportunity to ask questions of the witness or witnesses. The procedure for questioning witnesses shall be informal with the view to providing the public with relevant information regarding the use of force. The rules of evidence shall not be strictly enforced in this proceeding. Members of the public observing this review may submit proposed written questions on forms located in the back of this room and present it to one of the officers. I will ask the question unless I determine that it is irrelevant, redundant, or an abuse of the review process. At the conclusion of this review, no formal determination regarding the manner or cause of death shall be rendered. So this is the Henderson Police Department officer Involved shooting that occurred at 2312 apartment complex, which is located at 2312 North Green Valley Parkway, Henderson, Nevada, in uh 89014. This was uh document under HPD report number 23-21323 with a date uh of incident of 1027 2023 at 2117 hours, with the primary detective being Detective uh Lippish, badge number 1710, and I as the assisting detective, Detective Skinner, badge number 2233. And detective, can you please provide the public with the initial call for service details? Yes. So on 1027, 2023, at approximately 2117 hours, HPD units were dispatched to 2312 North Green Valley Parkway unit number 922, reference a disturbance. Dispatch advised that the person reporting has stated that his friend's ex, who had previously been trespassed, was inside the apartment. Dispatch further advised that the male was vandalizing the apartment, cutting himself, and that there were two juveniles ages five and six inside the apartment. Additional information was provided, and it was advised that the male had previously attempted suicide, which was documented under report number 23-2014. The first HPD officer arrived, contacted the PR, which is person reporting, and then approached the apartment.
