The first item on tonight's planning commission briefing is to receive staff presentation and discuss items for the Tuesday, July 21st, Clark County Planning Commission meeting.

0:54

Under briefing notes this evening, the first items I'd like to review, Madam Vice Chair, are the holds requests or deletions from tonight's agenda with item number five being UC 260303 as it appears on the routine portion action of your agenda.

1:12

That item will be held per the applicant's representative until the August 4th, 2026 Planning Commission meeting.

1:19

The next six items that will be held are item 17, PA 26726, item 18, ZC 260318, item number 19, VS 260319, item 20, WS 260321, item number 21, PUD 260320, and item number 22 TM 26500,008.

1:46

It is a request to hold by the applicant's representative until the August 18th, 2026 Planning Commission meeting with the corresponding Board of County Commissioners meeting date changing from August 19th, 2026 to September 16th, 2026.

2:04

Again, for the audience's information, items 17 through 22 are companion items.

2:12

The next segment on tonight's briefing notes are the routine action items consisting of items four through 11, with the first item being item number four, TM.

2:22

Hold one second.

2:23

I just wanted to state that um Commissioner Reutman just arrived, and Commissioner Frazier is on the telephone.

2:29

Thank you.

2:30

Proceed.

2:32

Thank you, Madam Vice Chair.

2:34

Item number four, TM26 500,087 is a tentative map consisting of a wall not commercial subdivision and a commercial neighborhood zone.

2:43

The tentative map is necessary to facilitate future commercial development of the site.

2:48

The Enterprise Town Advisory Board and staff both recommend approval.

2:52

Item number five, UC 260303 was a use permit for proposed recreational entertainment facility, which the applicant's representative is requesting to hold to the August 4th, 2026 Planning Commission meeting.

3:09

Item six UC 260309 are use permits for the following.

3:27

The avocational or vocational training facility and the recreation and entertainment facility consists of stunts, tumbling activities, jumping and stretching activities.

3:38

So it'll serve both as a training facility and an entertainment or recreational facility to essentially host gymnastic events.

3:52

Staff do not receive any cards in support or protest for that item.

3:57

Item seven is UC 260310 with the use permit to permit an indoor kennel within an existing shopping center within a commercial general zone.

4:08

The Enterprise Town Advisory Board and staff recommend approval with staff receiving four cards and support and 11 cards in protest.

4:17

Item eight UC 260324 is a use permit for a communication tower along with the corresponding design review.

4:50

Item number nine UC 26330 is a use permit to allow personal services, Pilates within an existing office building and a commercial professional zone.

5:02

5:07

Staff received four cards in support and eight cards in protest.

5:12

Item 10 is WS 260317 waiver development standards increase retaining wall height in conjunction with an existing single family residence in an RS20 zoning district.

5:27

The subject property contains a gentle slope in the rear yard, necessitating an increase to the height of the retaining wall up to a maximum of eight feet.

5:38

Planning staff and the Sunrise Manor Town Advisory Board both recommend approval.

5:42

Staff received two cards in support and no cards in protest.

5:47

Item number 11, WS 260328 is a waiver development standards to reduce and eliminate buffering and screening in conjunction with a design review for a gas station and convenience store within a commercial general zoning district.

6:04

Essentially, the waiver of development standards for the buffering and screening occurs adjacent to a freeway.

6:11

The subject site is at a lower elevation in the freeway, and there is a trail that separates the proposed convenience store and gasoline station from the actual freeway.

6:28

Having those particular site characteristics in mind, staff finds that the elimination of or excuse me to reduce and eliminate the buffering and screening will not should not have a negative impact on the surrounding area.

6:45

There is no quorum at the Winchester Town Advisory Board.

6:48

Staff received one card in support and two cards in protest.

6:53

With that, Madam Vice Chair, this concludes the briefing for the routine action items on tonight's agenda, and I would be happy to entertain any questions the members of the commission may have.

7:43

The members of the Spring Valley Town Advisory Board find that the size and scale of the proposed signs are not in character and incompatible with the area, which essentially follows staff's recommendation.

7:57

Therefore, the Spring Valley Town Advisory Board recommend denial, in addition to staff recommending denial, staff received one card in support and no cards in protest.

8:08

Item 13, UC 26032, consists of a use permit for small livestock chickens along with waivers of development standards to reduce setbacks and reduce building separation for accessory structures in conjunction with an existing single family residence.

8:28

Then the RS 5.2 zoning district.

8:35

More specifically, the use permit is and Commissioner Kalarski gave me an update prior to the evening is to have 12 chickens.
