This is concerning what the uh district of attorney uh violation of on me uh whereas thirteen sixteen wizard, he is uh at thirteen twelve wizard controlling my house and living arrangements.

This is concerning what the uh district of attorney uh violation of on me uh whereas 1316 wizard, he is uh at 1312 wizard controlling my house and living arrangements, and he's not uh complying with the homeless situation when a person gets raped.

I got raped when I'm entitled to restitution.

Um payment, and I've been waiting for about at least five months now.

This is the report here.

I was assaulted at the courtyard.

Now he took the liberty of making me homeless and creating this airborne with Brad Shahinski that is also uh associated with the state treasury that is in charge of my case 8204984 after the NIC is not paying me for my work miscompensation and my pension.

The state of the Treasury Department controller is supposed to give me my benefit.

This is one reason.

But the district of attorney have involved itself on violation and putting me into the streets to be raped, and I'm not getting the proper respect right now.

Uh I'm under a the medication for the right uh antibiotic to keep me from losing weight, and I haven't gotten that yet.

Um I'm trying to explain to you, I would like you to stop all this overthrow by the district of attorney that is in control of the police department.

And when I go to my home, he having he's calling them to arrest me and letting squat.

Um we are proudly matching our um sixty-five thousand dollar grants requests with uh private capital to elevate the aesthetic and uh functional standard uh of our dining destinations.

Um, this fund ensures that popular culinary hubs remain safe, beautiful, and accessible for everyone visiting the corridor.

I am the owner operator of the BBR Cafe at Criatan Plaza, and thank you for the opportunity to letting me speak today.

I uh support agenda item number four.

So B bear has been part of Criatan Plaza since 2019.

My family has supported the Chinatown uh redevelopment plan from the beginning because we believe in the community.

Like many small business owners, the past several years have been very challenging.

Even during the difficult time, we uh continue investing in our business because we believe in the future of the Creatan Plaza.

A few years ago, our shop was broken in two during the early morning hours.

That experience showed me how important better lightning safety and improvements to the plaza are for businesses, employees, and visitors.

More than 477,000 people visit Criatan Plaza every year.

This project will make the plaza safer, more welcoming, and stronger for everyone.

The RDA and the board for investing in our community and supporting local small businesses.

Has the Board of County Commissioners find that the proposed improvements will benefit the redevelopment area or its immediate neighborhood, and that no other reasonable means of financing the improvements are available and authorize the executive director or her or her design need to sign the grant agreements and take other action necessary for implementation of the program.

Commissioner, so um today we are discussing uh and reviewing the applications for the inspiring Spring Mountain Corridor Improvement Grant.

Uh this is a continuation of the work that we've done for the redevelopment of Chinatown and Koreatown.

You can see the area that's covered.

Um, nothing has changed.

It covers everything from uh along Spring Mountain from I 15 to roughly Jones and then picks up again covering uh the area around uh rainbow.

So this is uh Chinatown's um first grant project.

Um it was designed to address things such as public safety, lighting, circulation, um, not just facade improvements, um, but also looking at placemaking and public art.

Uh this board originally allocated 1.5 million dollars to this program and authorized the grants up to 75,000 dollars.

Each applicant is required to participate in the program by contributing at least 25 percent of the uh of the total cost for the project.

As we went through this project, one of the things that made it very successful were the fact that we did a lot of mobile office hours, and uh that's a big thank you to Jason who came up with this idea and was able to meet business owners where they're at.

So in the district itself, setting up mobile office hours where individuals can receive technical assistance, ask questions, go over their project before they submitted their application.

So just a few numbers um regarding how this uh grant process played out instead of a first come first serve.

We set a window of time where applicants could submit their applications.

Um and as I mentioned, there were mobile office hours that were established.

Um you can see we had 11 mobile office hours in Chinatown actually in the district.

Um there are 338 meetings with property owners and managers and tenants.

Uh we sent out mailers, postcards, and letters.

We sent about um 1,900 of those out.

Um application, the applications were done electronically, so we can actually see those who actually start the application.

So we had about 124 people who actually started and opened the application.

Ultimately, 38 of those were fully completed and submitted.

And then after that, there was a committee of Metropolitan Community State Metro Police, Community Stakeholders, and staff that reviewed all 38 of those applications.

26 of those fully or in uh partially were approved, uh were recommended for approval.

One of the things we like to see with redevelopment, we like to utilize our funds to help leverage private investment.

And so you can see here the total investment here is roughly 1.6 uh million in private investment, and the redevelopment agency is putting in roughly 1.2 million dollars.

So you have 30 about 30 37 percent to 62 percent in private investment.

Also, again, because this grant tapped into a number of areas, um, we have place making uh about 25 percent uh facade improvements.

So this is the exterior improvements, the visual what people see from the public right away at about 27%, but the vast majority of the grant applications that we receive or the projects that we're looking to fund are related to public safety, lighting, and those types of conditions.

So here's just an example of some of the scope of work that the applicants have submitted.

So, as you can see, um dilapidated uh dry or uh parking lots and the rendering of what that new facility could look like, um updated storefronts, opportunities to create place and provide uh cultural uh cultural uh fitting uh improvements to the area.

So before we go into specific applications, I want to take a pause to see if there are any uh particular questions that commissioners may have or comments.

No, obviously, just appreciate uh all the work that went into this.

So I don't know if you or Jason wanna continue on.

So with that, I will turn it over to Mr.

Dagger, who is going to walk us through the 26 individual applications.

Thank you, Director Coleman, and good morning, Chair members of the redevelopment agency.

For the record, my name is Jason Dagger.

I serve as the Commission District Analyst for Commissioner Jones, and I have the privilege of serving as the county project lead for the inspiring Spring Mountain Redevelopment Plan and Execution.

To ensure our funding decisions were entirely objective, data-driven, and responsive to real corridor conditions.

Our team didn't just uh review applications on paper.

We pulled Metro's call for service crime data along with detailed visitor traffic metrics for every single applicant to rigorously evaluate their actual operational environment and public safety needs.

Pilot Tea Lounge applied for funding to restore broken parking lot lighting across all three sides, clear and replace degraded landscaping and install a creative cultural monument at Spring Mountain and Stober to address the recent increase in vehicle break-ins and elevate the corridors aesthetics.

We are recommending a grant award of 66,000 to support their 82,000 total project cost.

To address tenant safety concerns following recent vehicle break-ins and report and repair worn sidewalk concrete, we are recommending a grant award of 55,000 toward their 74,000 total project investment.

Lee Auto applied to widen their ingress and e-grass points for ADA compliance, upgrade exterior lighting and cameras, and construct a brand new uh enclosed trash area.

They are also converting um portion of the property for weekend uh uh farmers markets and events.

So to prepare for their upcoming local market initiative and improve traffic safety.

We are recommending a grant award of 30,000 to help offset their 81,000 total project cost.

To also repair the parking lot surface, retaining walls, and damaged trash enclosures.

We are recommending a grant award of 75,000 to go to toward their substantial 315,000 investment.

Lee and U investment representing a portion of Korea Town Plaza.

Koreatown Plaza is like many properties, there's five different property owners.

They apply to modernize their property with culturally inspired uh monument signage, asphalt resurfacing, restriping, and a new perimeter, a new perimeter trees.

To replace their outdated finishes, we are recommending a grant award of 75,000, backed by a massive 190,000 uh private match.

Nasri Academy applied to secure their campus by replacing a manual gate with an automatic system and install an enterprise grade high resolution surveillance network.

We are recommending a grant award of 26,000 to support their 32,000 total project cost.

Sayo Plaza applied to install a modern security camera system, upgrade aging exterior lighting to efficient LEDs, and completely repaint their weather worn facade.

We are recommending a grant award of 16,000 towards their 100,000 total project scope.

Chinatown Retail Plaza applied for a project to install custom made hand painted and dimensional signage to enhance lighting and uh decorative paneling as well, as well as well as is expanding their security camera system.

To uh do this, we are recommending a grant award of 2,000 to support their 25,000 total exterior upgrade.

Arville Plaza applied to repaint their exterior building, repair damage handrails, and install a new security camera system upgraded nighttime lighting fixtures.

We are uh supporting them, we are recommending a $25,000 grant toward their $96,000 total project cost.

We are recommending a grant award of $16,000 towards their comprehensive 109,000 investment to go toward the installation of modern security cameras.

Golden Spring Mountain Plaza applied to install a modern security system, repair degraded entry concrete, and completely upgrade their pylon signage.

We are recommending a $40,000 grant toward their $85,000 total project cost.

Mountain View Plaza applied to perform a full exterior repainting and implement a property-wide security camera and lighting upgrade.

We are recommending a grant of $75,000 to fund their $221,000 total investment.

Shanghai Plaza, our highest traffic corridor anchor, seeing $2.7 million annual visitors apply to upgrade heat damage surveillance cameras, resurface grease-stained asphalt, and install cultural statues.

To tackle their high service call volume and maintain the plaza's status, we are recommending a grant award of $75,000 towards their 125,000 total project cost.

This is important because if we look at the total visitor traffic for all of the redevelopment area, there's a higher visitation rate in Chinatown than Fremont East and the Arts District combined.

So this is another way for us to show the importance of these plazas.

We are recommending a grant award of 72,000 towards their 96,000 total project investment.

Decatur Marketplace applied to execute a comprehensive facade renovation, install a large scale large-scale heritage cultural mural and upgrade property lighting.

We are recommending a grant of 75,000 towards their extensive 667,000 total project cost.

AM Plaza applied to address frequent parking lot vehicle break-ins by installing a high performance 12-camera security system with color night vision.

We are recommending a grant award of 8,000 to fully cover their 11,000 target security upgrade.

6,000 Spring Mountain applied to install a metro accessible camera system, upgrade alley and parking lighting and execute and execute building wide repay repainting and concrete staining.

We are recommending a grant award of 75,000 towards their 106 total project cost.

And um we are recommending a uh grant award of 75,000 towards their 196,000 total project investment.

Chinatow Plaza applied to repair severe asphalt potholes and completely restrict their heavy traffic parking lots supporting over two million annual visitors to uh help ensure it the the and have a safe orderly environment for major cultural events.

We are recommending a grant award of 57,000 to support their 76,000 total project cost.

Koreatow Plaza applied to convert storefront glass into a walk-up service window, install CPTED approved security screens, and build a defined outdoor patio with decorative turf to eliminate fall risks from uneven flooring and establish a strong visual identity with a cultural with a custom awning.

We are recommending a grant award of 68,000 to fund their project cost.

Upgrade to LED upgrade their LED security lighting and replace dead trees.

To modernize the property, we are recommending a 75,000 dollar grant towards their 242,000 total project cost.

Shuntai Plaza apply to modernize their monument sign faces uh to high durable acrylic, upgrade to high efficient LEDs and add um um better channel lettering.

We are recommending a grant award of 17,000 to support their 50,000 total project cost.

Golden Dragon Park applied to execute phase one asphalt removal and replace our uh and replacement around the 5808 building to eliminate severe surface cracking, allegory, and drainage issues.

They have over 500,000 annual visitors, uh, and we are recommending a grant award of 55,000 towards their 74,000 total project cost.

Valley View Investments apply to repaint their 1981 exterior, upgrade to energy efficient LED lighting, and um build a uh dumpster enclosure, as well as install a cultural mural on Valley View Boulevard.

To deter uh this, we are to promote this, we are recommending a grant award of 30,000 to support their 40,000 total project cost.

GC Plaza apply to fully repaint and restrict their parking lot, clean and repaint aging stairways and exterior walls, and upgrade their security camera.

We are recommending a uh grant award of 75,000 towards their 110 total project cost.

So, in total, this comprehensive slate represents 26 um exceptional projects that maximize public safety, economic leverage, and cultural identity across our district.

We um request the board's approval for agenda item four.

I appreciate that extensive uh presentation today uh and for the tremendous amount of work that went into this.

Um, also shout out to Girl America, who was our partner in the grant application process that really streamlined it and uh made it a lot easier.

Um just to give a sense for the rigor, uh, all of the applicants had to submit three bids along with their application, in addition to backup documentation and all of the safety upgrades, uh, the cameras had to be in coordination with Metro's existing security system.

Um a lot of work went into this, and uh this is what redevelopment is really about.

This is really trying to get that uh return on investment of the dollars that we're collecting in the redevelopment area and investing them back and getting uh matches from the property owners that will not only uh benefit them but will benefit the entire corridor.

Um questions from the board?

Uh Chair, you you you just hit what I was gonna say, which to me that 62% of private investment is the biggest success story in all of this, and I want to compliment you and uh Mr.

Dagger for ensuring that we really are leveraging those private funds.

Um this isn't charity, this is encouraging investment to happen naturally.

And I suspect that hardly any of that 62% would have been invested if not for the holistic collective investment that uh the redevelopment agency has made.

Um and then lastly, I'm really glad to see the Metro calls for service data and the foot traffic data.

It would be great.

I know we're probably some time away from that, but if um the redevelopment agency could track that over time once these projects are complete uh and circulate these same two statistics uh with updated numbers and I don't know what a reason you know, two years from now, it'd be great to be able to see that and have a real study on uh the value that's uh the value that this project has made on the area.

Uh it really shows you know how you know infusing these dogs in the community is gonna really show a high you would have return on investment.

Umly question I had was are there any time limits in which they must commence work and be done with work?

Yeah, I'll I'll let Mr.

Dagger uh respond to that, but we're we're trying to get the dollars out the door as quick as possible.

I think we're already sort of have a process for that.

But if you can comment on how quickly they have to work on absolutely so once this um board uh completes their vote, um we'll have a grant agreement signed between um the reveling agency and the property and the applicants.

Once the uh once the agreement agreement is signed, they have to start within 120 days and complete within one year of the project of the grant agreement.

Like I say, I've been waiting for five to six months now for this restitution payment from the district of attorney that's in charge of that um victim of crime.

Um I become uh so tired I can't even do my work.

Um, but I'm entitled in the district of attorney that put me into the streets to be placed into the courtyard for this airborne uh agency uh that is controlled by Brad Shinsky, uh CEO, whereas I'm homeless because of him.

And this 22,000 that's creating this program A and B, they get 195 or 210.

He's using my 22,000 dollars that I use credit as a recovery amount, and I haven't received that.

I'm still entitled to all the money on which I spoke up on work miscop pension and also work miscomp.

You all I'm requesting that you pay attention to the evidence in which I gave to you and award me each one of them.

Hello, I'm Tracy Simon, S I M O N from Get a Haircut Barber Shop at 900 Liberacci, Unit B101 and New Orleans Square.

On April 29th, nine uh 2026, my husband suffered acute respiratory failure due to long-term exposure to mold and other toxins inside of New Orleans Square, specifically in unit B201, directly above us, caused by a hole in the roof.

According to the official testing conducted by Clark County, 29 different types of mold, mycotoxins, and environmental toxins were present.

In the Clark County report, it was acknowledged that these findings were present.

Yet you claim, and I quote, no issues or levels of concern were identified with any of the samplings.

With all due respect, that statement directly contradicts established public health standards.

To quote the Occupational Safety and Health Administration on this exact subject, for sensitive individuals, there is no safe airborne threshold.

If you have allergies, asthma, or a compromised immune system, any visible mold growth indoors is a level of concern.

For this group, even microscopic amounts of spores can trigger severe respiratory issues.

To say there are no issues or levels of concern when it comes to mold is like telling someone with a peanut allergy, go ahead and eat a peanut, don't worry, you'll be okay.

After all the tests the doctors perform on JJ, they determine that his respiratory problems are environmental, resulting from long-term mold exposure, and that he is otherwise healthy.

Furthermore, both the EPA and the CDC explicitly state that there are no standard exposure limits because individual sensitivities vary drastically.

Because of this, both agencies use the presence of any active growth as their primary indicator that immediate action is required.

Not long ago, another Clark County owned building was found to have toxins.

That building was shut down immediately to protect the people inside.

Yet here at New Orleans Square, our health hazards have been completely ignored.

In the last Clark County meeting, you discussed providing relocation assistance to affected businesses.

Thank you, and rest assured we are working on that issue, and it will be part of our next agenda on the RDA.
