Concerning the death of Bruce Ayer on June 26, 2025.

0:04

I am Mandy McKeller, and I will be presiding over today's proceedings.

0:08

This review is being held because the Clark County District Attorney's Office has made a preliminary determination that no criminal prosecution of the officers involved in the death of Bruce Ayer is appropriate.

0:19

Clark County Ordinance Chapter 2.12 requires public review following such a determination.

0:25

This is not a trial.

0:26

The purpose of today's proceeding is to present the public with the essential facts surrounding the death of Mr.

0:32

Eyre.

0:33

Chief Deputy District Attorney Morgan Thomas will be presenting today's fact-finding review on behalf of the district attorney's office.

0:42

She will determine the witness or witnesses to be called.

0:45

The ordinance does not provide subpoena power on my behalf and does not allow for any other party to call witnesses.

0:52

Michael Triano has been appointed as the embudsman.

0:55

He represents both the public and the Ayer family.

0:58

He will have the opportunity to ask questions of the witness or witnesses.

1:02

The procedure for questioning witnesses shall be informal with a view to the public providing the public relevant information regarding the use of force.

1:10

The rules of evidence shall not be strictly enforced.

1:13

Members of the public observing this review may submit proposed written questions on the forms in the back of this room and present it to one of the officers.

1:21

I will ask the question unless I determine that it is irrelevant, redundant, or abuse of the review process.

1:27

At the conclusion of this review, no formal determination regarding the manner or cause of death shall be rendered.

1:34

Also, viewer discretion advised with some of the materials being presented today.

1:39

Does anybody have anything to add?

1:42

No.

1:43

Okay, Miss Thomas, you can present your case.

1:46

Thank you.

1:48

Detective Pappix is going to be our first witness.

1:50

Detective, how are you employed?

1:51

I am employed by the City of Henderson Police Department.

1:54

And how long have you been a detective with the city of Henderson?

1:57

I believe since about 2021.

1:59

And in your day-to-day, what is the scope of your job duties?

2:03

Currently, I'm assigned to the uh investigation services division, uh, specifically the crimes against people uh unit, which is also colloquial known as the robbery homicide unit.

2:13

So we handle death investigations, officer involved shootings, um, any type of homicides, we mishandle missing persons, as well as a ton of other crimes that are associated with person on person crimes.

2:25

And were you assigned to case DR number 25-12011?

2:30

I was.

2:31

And was that in an investigation involving a decedent by the name of Bruce Ayer?

2:35

Yes.

2:35

And did this occur on June 26 of 2025?

2:39

Yes.

2:39

Uh, can you talk to us about that?

2:42

Absolutely.

2:44

So I know that we already made the uh the warning, but uh again, viewer discretion is advised.

2:49

Uh there are some photos as well as some body cam videos that are gonna be rather graphic, so we just want to let everyone know before we proceed.

2:56

So this was going to be our second OIS of 2025, and to reiterate to reiterate, it was under DR25-12011.

3:04

That's gonna be an internal HPD report number.

3:07

It occurred at 3881 Casa Colorado Avenue, Las Vegas, Nevada, 89121.

3:12

And like we already mentioned, I have occurred on Thursday, June 26, 2025, at approximately 0700 hours.

3:20

I was the primary case agent, and my co-case agent was Detective Rick Christopher, was part also part of my unit.

3:27

So this is gonna be an aerial view just taken from uh Google Maps, basically of three eight eight one Colorado.

3:33

You can see down in the uh bottom left corner where the little pen drop is that's gonna be the uh location of the residence, and obviously this isn't gonna be uh reflective of the day of incident.

3:43

But we do have a drone video of the day and incident, and this is gonna be the same obvious property 3881 Casa Colorado Avenue.

3:51

And you can kind of see a little bit of drone footage showing just the the outlay of the house as well as some of the uh hazards and things that were faced by our SWAT team.

4:03

To understand how the shooting occurred, we have to first go back and look at the property investigation, which led back to this actual residence.

4:11

So under DR 25-11987, our uh property crimes unit ended up uh responding to a residential burglary at 1269 Emperor Drive, Henderson, Nevada, 89052.

4:23

This occurred on the day before, which was June 25th, 2025, approximately 1741 hours.

4:30

In this uh burglary investigation, the victim Robert Metzler advised that he was currently out of town, but was informed by his community security that they had found his garage door open and that his house had been basically burglarized.

4:41

Uh during the early stages of this investigation, uh the detectives and officers learned that a silver-colored 2021 Volkswagen had been taken during the burglary.

4:50

Uh this vehicle was parked in the garage on the north side of the house, and video surveillance actually showed it leaving at approximately 1659 hours.

5:00

Um the reason also our property unit was uh responded to this call was because there had been a number of other incidents that were similar to this burglary over the past prior months in the exact same neighborhood, uh targeting these exact houses and everything else with similar uh MOs, things of that nature, where they were targeting high-end property.

5:17

So, based on a potential series, our property unit actually ended up investigating this specific burglary.

5:24

Detective McGahey, which is who was part of the property unit at that time, was the primary case agent on this burglary investigation.

5:31

Uh during the initial stages, uh, he determined that a large amount of high-end items had been stolen, which that fit that MO, uh limited but not in or including but not limited to sterling silver, jewelry, gold necklaces, high-end bags, et cetera, et cetera, as well as personal identifying information such as credit cards, IDs, and the name of our victim Metzler.

Clark County Police Fatality Public Fact-Finding Review: Death of Bruce Ayer – September 17, 2026

On September 17, 2026, the Clark County District Attorney's Office held a public fact-finding review concerning the officer-involved death of Bruce Ayer on June 26, 2025, following its preliminary determination that no criminal prosecution of the officers involved is appropriate. Mandy McKeller presided; Chief Deputy District Attorney Morgan Thomas presented the findings. The review was not a trial, and no formal determination of the manner or cause of death was rendered.

Legal Context and Procedure

  • The review was required by Clark County Ordinance Chapter 2.12 after the DA's preliminary determination of no criminal prosecution.
  • The reviewing officer controlled the presentation and determined which witnesses to call; the ordinance provides no subpoena power and does not allow other parties to call witnesses.
  • Public attendees could submit proposed written questions on forms provided in the room.
  • Michael Triano, appointed by the Clark County Manager as ombudsman to represent the public and the Ayer family, was given the opportunity to ask questions; the DA's office provided him materials before the hearing.
  • A recording of the review was announced as available on the Clark County website.

Incident Overview

  • On Thursday, June 26, 2025, at approximately 0700 hours, Henderson Police Department SWAT officers executed a search warrant at a residence announced over loudspeaker as 3881 Costa Colorado (the detective referred to it as Casa Colorado).
  • The property unit had responded to several similar burglaries in the same neighborhood over the prior months, including one on June 25, 2025, at approximately 1741 hours, targeting similar residences.
  • Officer Stevens was the first officer through the front door as part of the first entry cell. Witnesses in the living room – Douglas Palmbrandt, Maggie, and Larissa – were present; Bruce Ayer was sleeping on the floor. Maggie heard the loudspeaker announcement and the SWAT flashbangs; she and Larissa said Mr. Ayer used to own firearms but they did not believe any were in the residence. Larissa said Mr. Ayer came from the kitchen asking for a cigarette. Another witness, Maya, told a detective Mr. Ayer was not suicidal.
  • A SWAT officer who heard the two gunshots described the object held by Mr. Ayer as appearing to be a small semi-automatic handgun – possibly a mock blue gun spray-painted black – but stated he was 100 percent certain it resembled a gun, especially if pointed at him.
  • After the shooting, SWAT officers Melchit and Cohut, who have advanced medical training, provided aid. Bruce Gregory Ayer, born January 18, 1954, died at the scene. (The transcript spells the surname both Ayer and Eyre.)
  • The detective testified that, to his knowledge, no contact was made with occupants other than the loudspeaker announcement; a questioner characterized the timeframe as less than 30 seconds between the announcement and the breach and pressed whether landline or cellular phone outreach should have been attempted. The detective said he was not privy to that information and did not believe other attempts were made.

Investigation Findings

  • The testifying Henderson Police Department detective served as the primary case agent and supervised a team of detectives; evidence included Officer Stevens's body-worn camera footage, hundreds of crime scene photographs, and drone footage.
  • Officer Stevens did not provide a statement or walkthrough. The detective testified that supervisors remove and secure officers' body cameras and that involved officers are separated from investigators; witness officers are required to give statements. The detective did not know whether Officer Stevens or his attorney or union representative reviewed body-cam footage before he decided not to speak.
  • All but two witnesses or involved officers had received Crisis Intervention Training (CIT).
  • The detective stated that the toxicology report showed Mr. Ayer tested positive for controlled substances; the DA explained that methamphetamine use can cause atypical behavior, hallucinations, and erratic conduct inconsistent with a person's normal character. The detective also testified that the department performed only a presumptive drug test, not a thorough toxicology, and described that result as 'clear'; the transcript does not resolve the apparent tension between these statements.
  • The detective was present at the autopsy to observe, document, and consult with the forensic pathologist on ballistics, trajectories, and entrance wounds.
  • The detective stated that a post-shooting test is conducted on involved officers, although he did not know the specifics and was never informed otherwise.
  • In public questioning, the detective said civilian witnesses do not review body-cam footage before interviews, that officers were not sequestered, that he did not know which investigators were present for witness interviews, and that he was not on scene at the time of the shooting, having arrived afterward.

Key Outcomes

  • No formal determination regarding the manner or cause of Bruce Ayer's death was rendered; the review was informational only.
  • The DA's preliminary determination that no criminal prosecution of the officers involved is appropriate served as the stated basis for the review.
  • Officer Stevens declined to provide a statement or walkthrough.
  • The public record of the review was announced as available in full on the Clark County website.
