The Clark County Planning Commission convened on October 20, 2026, at the Clark County Government Center in Las Vegas. The commission approved a consent calendar, held a public hearing on a contested church development in a residential zone, approved several waivers, and forwarded a county-wide text amendment for fire suppression ponds to the Board of County Commissioners (BCC). All votes were unanimous.
Item 15 – Holdover Use Permit: Church Debremiheret St Michael Applicant: Lucy Stewart, Greg Esposita, John Gruzridge, Samuel McConnell The applicant proposed a place of worship with a 65-foot dome plus a 3-foot cross. They committed to intense landscaping, a solid perimeter wall, and 57 parking spaces. The dome was described as a biblical necessity ("firmament"). Commission Deliberation: Commissioners were receptive to the compromises. Commissioner Workman suggested a two-year review, while Commissioner Kirk preferred a one-year review. The commission conditioned a solid decorative block wall. Outcome: Approved. Conditioned on a one-year review from the certificate of occupancy, a six-foot decorative block wall, and the withdrawal of waivers.
Item 17 – Waivers: Albertson, Travis & Shawnna Applicant representative: Shana Remy Requested waivers for a 62% hardscape and a 6-foot front wall. Commission Deliberation: Commissioner Kirk opposed a solid 6-foot block wall, calling it a "compound." Outcome: Approved. Conditioned on the front wall being a 2-foot block base with 4-foot wrought iron on top.
Items 18, 19, 20 – Waivers for Accessory Structures Applicants: Robert Lutz, Ricky Sarmiento, Jennifer Lazovich representing the Mad Ross Family Trust These items requested waivers for carports, a patio cover, and an RV garage. Outcome: Approved. Item 20 was conditioned with a 2-year commencement deadline.
Item 22 – Text Amendment TA-26-0567 Applicant: Bob Gronauer Proposed amending Title 30 to create an exemption for a body of water used for fire suppression and life safety (a "dip pond"), provided it uses private water rights, is within 1,000 feet of a National Conservation Area (NCA), and has a state/federal agreement. Commission Deliberation: Commissioners supported the public safety goal but were concerned about the lack of future oversight. Commissioner Brady suggested narrowing the language to require the property be "surrounded on three sides by the NCA." Commissioner Stone confirmed the pond's capacity (780,000 gallons). Outcome: Approved. Forwarded to the BCC for final action on November 18, 2026, with a recommendation to narrow the geographic scope and clarify the pond is for non-recreational, fire/life-safety purposes.
Item 23 – Ordinance ORD-26-900717: Read for the record. No action taken.
