Clark County Planning Commission Briefing Session, October 20, 2026

The Clark County Planning Commission held a briefing session on the evening of October 20, 2026, at the Clark County Government Center in Las Vegas, Nevada. Commissioners reviewed upcoming routine and non-routine agenda items for the evening's regular meeting, discussed staff reports, and received presentations on a proposed text amendment and a zoning ordinance update. No formal votes were taken during this administrative briefing.

Consent Calendar & Routine Action Items

Staff provided an overview of Items 4 through 14, which were scheduled for the consent agenda or routine action at the regular meeting. Highlights included:

  • Item 4: Use permit for a daycare in an RS20 zone. Staff and the town board recommended approval. One support letter and seven protest letters were received.
  • Item 5: Use permit for vehicle maintenance, body shop, outdoor storage, and vehicle sales in a CG zone and APZ2. Staff and the town board recommended approval.
  • Item 6: Use permit to re-establish a vehicle wash in a CG and CR zone. Staff and the Paradise Town Board recommended approval. Two letters of support were received.
  • Item 7: Use permit and design review for a restaurant with outdoor dining and a recreational facility in an IEL zone. Staff recommended approval; Paradise Town Board had no recommendation. Ten support letters and six opposition letters were received. Commissioner Kolarski questioned the use of on-street parking to meet requirements. Staff clarified the new code allows a one-to-one ratio for on-street parking counting toward requirements.
  • Item 8: Use permit for vehicle maintenance and repair. Staff found no issue.
  • Item 9: Use permit for a daycare for up to 12 children in conjunction with an existing residence. Staff and the Lone Mountain CAC found no issue. Nine support letters and one opposition letter were received.
  • Item 10: Vacation of easements in South County. Staff found no issue. Two opposition letters were received.
  • Item 11: Waiver to reduce a setback for a detached garage from 5 feet to 4 feet. An active code enforcement case exists. Staff and the Sunrise Manor Town Board supported the waiver. Six opposition letters were received.
  • Items 12, 13, 14: Companion items for a plan amendment, zone change, and waivers for outdoor storage and truck parking. Staff and the Sunrise Manor Town Board supported the proposals. Associated letters included both support and opposition.

Non-Routine Action Items

Staff briefed the commission on several non-routine items scheduled for public hearing.

  • Item 15: Place of Worship Use Permit (Holdover): Applicant further revised plans since the last meeting. The proposed building height was reduced to 68 feet (from a previously revised 95 feet and an original 112 feet), and some waivers were withdrawn (3D, 3E, 4, and 5). Retaining walls returned to 10 feet in height. Despite the revisions, staff maintained their recommendation for denial, citing the project's height being out of character with the surrounding residential MPURMP neighborhood. The Spring Valley Town Board had recommended approval of the use permit and waiver one, but denial of the other waivers and design review. Four letters of opposition were received.

  • Item 17: Carport Setback Waiver (Holdover): The applicant initially proposed alternative plans during the previous meeting but later informed staff they wished to proceed with their original request. Staff and the Paradise Town Board recommended denial. Six support letters and four opposition letters were received.

  • Items 18, 19, 20: A series of waiver requests related to code enforcement cases. Staff generally did not support them, while some town boards and CACs recommended approval. Opposition and support letters were received for each.

  • Items 16 and 21: These items were requested to be held to a future date.

  • Item 22: Text Amendment 260567 (Non-Essential Water Features): Staff presented an applicant-driven text amendment to allow non-essential water features (a body of water for fire suppression and life safety purposes) within 1,000 feet of a federally designated National Conservation Area (NCA), provided it is served by standalone private water rights and is agreed upon with a state or federal agency. The amendment applies county-wide, but staff identified the Red Rock and Sloan Canyon NCAs as the only currently applicable areas. Staff stated they did not support any portion of the amendment, citing the current code is sufficient. Commissioners discussed the scope and potential unintended consequences. Commissioner Kirk questioned the geographic impact, and Commissioner Reuteman inquired about alternatives to a full code amendment. Staff confirmed this was the only way to permit the feature due to the current prohibition. The amendment was noted to have received 2 support letters and 326 opposition letters.

  • Item 23: Ordinance 26900717 (Red Rock Overlay Update): Martin Geese with Advanced Planning presented a comprehensive update to the Red Rock overlay district. The update resulted from community meetings and was unanimously supported by the Red Rock CAC. The ordinance does not change the overlay boundaries or density/intensity restrictions but establishes two tiers of development standards to better tailor requirements for areas within and outside the density exception area. Commissioner Kolarski requested clearer formatting (such as bold or strikethrough) for identifying changes in future large-scale ordinance rewrites. Staff noted this was a complete replacement text, making granular change tracking unfeasible.

Public Comments

The public comment periods at the beginning and end of the briefing were opened and closed with no speakers coming to the podium. Numbers of written opposition and support letters were addressed for various agenda items, notably 326 opposition letters for the text amendment on Item 22.

Key Outcomes

  • No votes or formal decisions were taken during this briefing session.
  • Items 16 and 21 were marked to be held to a later date.
  • Items 22 and 23 were prepared to be forwarded to the Board of County Commissioners for final action.
  • Staff reiterated recommendations for upcoming items, setting the stage for the regular meeting at 7:00 PM.
