I've contacted Duke Energy about their updates, and uh haven't even got a return call yet from them.

Uh the bot two project sanitary sewers have been going in uh until they got to Court Avenue, and we ran into some groundwater and we tested it and it exceeded Indiana limits.

So we're working on a uh plan to uh take care of that.

Uh fortunately, though, Mother Nature's helping us out because the water quit running in the trench this week, so it just kind of disappeared on us.

So we're got our fingers crossed on that.

Uh they moved over to the storm sewer and start working on that.

They got the uh south part of York Street in, and then they will start working on expedition from west of Main Street toward York, and uh they'll be continuing on that this month and over on to the rest of uh expedition and north of York, north of that.

Uh they're working with the water American Indiana American Water on getting the permit for the water system, and they've uh done some cleanup on the site, had a lot of soil left over from their excavations, and they've moved it over to the stockpile to click clean that up.

And as they've been uh digging up the trenches, they've been encountering a lot of underground utilities.

Uh they've been removing those as they go as of the January 24th.

12.4% of the contract has been completed.

Uh and then next month they'll continue on the storm sewers.

Uh we'll take care of the groundwater pre-treatment, and we're starting design work on the detention basin at south of uh Court Avenue for the project.

  • 4C – Sixth Amendment to The George Project Purchase Agreement: Extended closing date to May 30, 2025, to allow for continued due diligence. Unanimously approved.
  • 4D – LPA Consulting Contract for Progress Way Right-of-Way Acquisition: Approved contract with JTL Prime AE for up to $160,625, funded by federal monies via INDOT. Unanimous.
  • 4E – Change Order No. 4 for Flood Wall Project: Added a decorative arch (cost $114,302.75) with other deducts resulting in a net decrease of $49,197.25 to the contract. Completion date extended to July 11, 2025. Unanimously approved.

Staff Reports

  • Chris (Finance) announced that a resolution on TIF revenue retention will be brought to the commission in March or April, required by June 15, 2025. The annual financial report to the state is also due in March. The commission did not request a public presentation.
  • AD (Attorney) indicated nothing for open session.
