Public Comments & Testimony
- Ted Carr (address: 1113 E. 8th Street, Jeffersonville) spoke in opposition to the proposed annexation of the Tri-County Shrine Club (701 Potter's Lane). He stated that he and 40–45 other members of the Shrine Club had never been given an opportunity to buy the property, and that it was never put up for sale. He requested that the annexation be stopped so the members could regain control of the club.
- Cassandra Ross spoke briefly, stating that she was there to remind the council of damage caused to her property on Potters Lane, and then stood silently for her two-minute allotment.

Ordinance 2025 G14 – Amending Fee Schedule for Building and Zoning Department
- The building department proposed updates to fees to remain comparable with other communities. Modifications also addressed increased costs for public notification. No changes to local residential fees. The council had previously voted 6–1 on first reading. On second reading, the ordinance passed again with 6 in favor and 1 opposed.

Ordinance 2025 B02 – Taxable Economic Development Revenue Bonds (George Apartments)
- Authorized up to $7.5 million in bonds for the development of 192 market-rate apartments and 10,300 sq. ft. of commercial space at 1401 Main Street (estimated $51 million project). The Clarksville Economic Development Commission and council had previously voted 6–1 on first reading. On final reading, the vote was 5 in favor (Voiner, Stotz, Henderson, Schiller, Councilman? – need to check) and 2 opposed (Councilman McEwen and Councilman Munich).

Ordinance 2025 G13 – Authorizing Expenses for Employee Training
- Allows town departments to provide food and beverages for training that extends over meal periods, as required by the State Board of Accounts. Councilwoman Voiner thanked staff for incorporating council feedback. Passed unanimously on both first and second readings.

Ordinance 2025 G16 – Annexation of 701 Potter's Lane (Tri-County Shrine Club)
- Request to annex a 7.14-acre tract contiguous by 535 ft. (22% of perimeter, exceeding the 12.5% minimum). The applicant, Matt Toole (Infinity Homes), plans to develop townhomes on individually platted lots. A public hearing on May 6 had no speakers in favor or opposition. Under the ordinance, the property would initially be zoned R3, reverting to R2 if development timelines are not met. Okay, Council Makes are going live. On behalf of the Clarksville Town Council, welcome everyone to the May 20th regular meeting of the town council. Councilman Stots, if you would please introduce tonight's invocation. It'd be my pleasure to have a special guest tonight, uh, Russ Livers. He is with the he is a pastor of uh First Southern Baptist Church in Clarksville. Mr. Libers, thank you. Uh well, I'm here to pray, and that's what I want to do, but uh I've been coming here um periodically when it's my rotation time and have been leading in prayer. I thought I might take a minute and uh introduce you to our church, first Southern Baptist Church. I didn't know I could do that, but Bob Stotz told me I could, so you can blame him. He gave me permission. Anyway, I I would like to uh just thank you on behalf of our church for what you're doing. We have many uh church members who live in in this community, and you probably know uh many of them uh already. Uh but we've been in this community since 1948, serving uh the Clarksville community in the name of Christ, or a group of people here who were Baptist people, and they didn't have there was no Baptist church in this area. So uh they got with some other churches in Louisville and uh decided to plant uh first Southern Baptist Church here. So that was in 1948. They met in a home over on Marshall Street, and then they migrated over to the Omacula School. Uh I don't remember that. I don't know how many people here remember that. It's where uh O'Reilly's auto parts is now. There was an old school there, and they met in the school and then eventually we migrated where we are now on uh Edels Lane, uh, right next to Clarksville Middle School, actually that little softball field there in between us. And so um it's uh it's a great place to be, and you've probably passed by us many times. A lot of people say, now, now where is your church? And I'll tell them it's right now, and they'd say, Oh, yeah, I know where that is. So that's us. We've been there and um we love this community. We love Clarksville, we love the people of Clarksville. And uh our our mission is to try to help people uh, you know, experience the abundant life that Jesus promised when he lived here on the earth that we might have life and have it more abundantly. And we like to walk with people and help them to experience that. We're a mission-minded church. Uh we actually helped uh to plant uh about a half a dozen other churches in this area. They're churches that we cooperated with many other Southern Baptists to help get those churches planted. We didn't do it all ourselves. Uh most recently uh we partnered with uh the uh uh primera Iglesia Bautista at Clarksville, uh new church plant which is in uh Parkwood subdivision here in Clarksville. We helped them to get started. In fact, they met in our building for several years. Uh we would uh um you know juggle the services back and forth, sometimes meeting together. So and we've had mission trips, we had a partnership with the church in Mexico for four years. So anyway, I could tell you a lot more, but I just wanted to tell you that. But mainly our uh we love to uh to uh walk with with people um one on one. We call ourselves a church family and we try to be that way. Um like families, sometimes we don't always agree, but we love each other and we find a solution, find a way to work through things. And God's been good to us, he's blessed us in many ways, and uh we're thankful for him and his leadership in our lives and his blessing on our lives. So just thought I would uh say a word or two. Like I said, I could tell you a lot more, and I'll be glad to just uh look me up and I'll be glad to glad to tell you all of it, but all that I know anyway. Oh, we've been there since 48. I have not been there since 48 personally. I want to clarify that. I'm sure some of our people think it feels like I've been there that long, but uh but I haven't let me just pray. That's what I came here to do.
