The annexation agreement from 2025 included conditions such as owner-occupied units and individually platted lots. A traffic impact analysis predicted about 25 additional AM peak trips with level of service A. The applicant (Eric Merton) confirmed a 10-foot landscape buffer with 15 trees along the rear property line. After public comments, the commission discussed and voted. Item 2: REZ-25-0002 / DP-25-0006 – Addmore RV Park Rezoning and Development Plan Staff explained that the existing RV park at 2411 Addmore Lane is legally nonconforming under B2 zoning. To expand, the property must be rezoned to Open Space (OPS), which requires development standards set with the Parks Department. The proposed expansion doubles the footprint toward Addmore Lane, with a 250-foot buffer to Wooded View Golf Course. The applicant (Doug Sellers/Kelly Jones) agreed to maintain that buffer. During the public comment, Donna Ennis requested a barrier. The commission added a commitment for a four-board horse fence from Addmore Lane along her property to an existing farm fence. Votes: Rezoning approved 7–0 (motion by Munich, second by Rayborn). Development plan approved 7–0 (motion by Munich, second by Fisher).

Item 3: DP-25-0005 – Classic Truss Development Plan Staff (Kylie) presented a proposal to replace six small storage buildings with a single 140 ft × 220 ft metal building at 2709 Blackiston Mill Road. The use remains the same. No public comments. Vote: Motion to approve by Smith, second by Slone, passed 7–0.

Item 4: ZO-26-0001 – Zoning Ordinance Changes Regarding RV/Trailer Parking Staff proposed amendments to Division 15 (definitions) and Division 195 (parking regulations) to clarify that RVs (including trailers) cannot be parked in required front yards, and only one RV may be stored at the side or rear, with a 48-hour loading exception. Commissioner Tony Munich noted that the definition of RV includes ATVs, which would limit storing an ATV alongside a large RV. The commission amended the language to "only one RV equipped with living facilities" to exempt smaller vehicles. Uh as this is the first meeting of the year, we will uh initially go through our reor organization. Uh but first I'm gonna call this to order and we'll do the pledge of allegiance. So if you'll please stand. I pledge allegiance to the flag of the United States of America. And one nation. All right. Um I am Neil Turpin on the planning director for the town of Clarksville, and I've the first order of business for tonight is the reorganization. Uh so I will open the floor initially for a nomination and vote for the 2026 Plan Commission president. Do I have a nomination? Yes, sir. Like the uh recommend Jennifer Boiner. Okay, we've got a recommendation for Jennifer Boiner. Do you have a second on that? I will second it. Okay. All right. Uh so we have a nomination and a second. So all in favor of appointing Jennifer Voiner as Plan Commission president for 2026, please raise your hand. All right. Any and one abstention. All right, so 601. All right. At this point, I will hand it off to President Warner. Okay, so we are going to look for a nomination for our uh Plan Commission Vice President, 2026 Plan Commission Vice President.
