Clarksville Redevelopment Commission Meeting Summary - August 25, 2026

The Clarksville Redevelopment Commission met on August 25, 2026 at 12:15 PM. Key discussions included project updates for the Main Street flood wall, Shields Access Road, South Clark Boulevard, and The George development. The commission also approved multiple resolutions concerning school funding, bond financing, fire apparatus purchase, tax deficiency waiver, and a utility reimbursement agreement.

Consent Calendar

  • Approval of minutes from previous meetings passed 4-0.

Discussion Items

  • Project Updates (Josh): The Main Street flood wall project remains stalled until a flood control flap gate is installed. Shields Access Road is nearing completion: topsoil installed, asphalt scheduled to start Thursday, with striping and signage remaining; grass seeding planned for mid-September. South Clark Boulevard (BOT 2) right-of-way issues persist, and a utility contract with Duke Energy for $622,885.26 is needed. The George project (Forge) progress was presented via drone photos; elevator/stairwells A and B complete, foundations and slab pours underway, framing crews expected soon. Discussions included concerns about elevator placement in the southwest corner near parking.
  • Resolution 2025 R-10 (Educational Assistance): The commission allocated $400,000 total for schools (Greater Clark County, Clarksville Community, St. Anthony of Padua, Providence High) for calendar year 2026, extending previous terms. Funds are based on student counts; schools must submit accounts. Approved unanimously.
  • Resolution 2026 R-11 (Bond Financing for Maine and Clark): Amends prior resolution to require Cornerstone Group to guarantee TIF shortfalls through a taxpayer agreement for the Maine and Clark project. The project will be discussed at an Economic Development Commission public hearing on August 28, 2026, and the town council will hear the bond ordinance on September 1, 2026. Approved unanimously.
  • Resolution 2026 R-12 (Allocation Area Expansion): Expands the South Clarksville allocation area north on Main Street and east on South Clark Boulevard to provide funding for the Maine and Clark project. Approved unanimously.
  • Fire Apparatus Purchase (Chief Wilson): The fire department requested $225,000 from redevelopment funds for a new fire engine (total cost $750,000; $525,000 already approved from other funds). The engine will be built by McQueen Group, with delivery expected December 2026. Includes a $25,000 contingency. Approved unanimously.
  • Notice of Deficiency Waiver (The Bend): FGTB LLC failed to meet the semi-annual minimum tax payment of $300,000 for spring 2026, paying $180,304, leaving a deficiency of $119,696. They requested a waiver of $239,392 for the full 2025/2026 tax year (spring and fall), citing an overpayment in the prior year ($781,994). Staff recommended approval; the waiver will cover only this tax year. Approved unanimously.
  • Utility Reimbursement Agreement (Duke Energy): Approved $622,885.26 for relocation of electric lines on South Clark Boulevard to support improvements and development. Approved unanimously.

Key Outcomes

  • All resolutions and financial requests were approved unanimously (4-0 or voice vote).
  • The commission authorized signing agreements for the educational assistance, bond amendments, allocation area expansion, fire apparatus purchase, deficiency waiver, and Duke Energy contract.
  • Next steps include the Economic Development Commission meeting on August 28 and the town council hearing on September 1 for the Maine and Clark bond ordinance.
