The Clarksville Planning Commission met on September 2, 2026, at 7 p.m. to consider a replat and amended development plan for a property on Potter's Lane, a resolution to amend a TIF district, and to schedule a public hearing on housing development regulations per state law. - Resolution R26-02 - Amendment to South Clarksville Allocation Area One TIF District: Staff and a town representative explained the need to physically connect the existing TIF district (current 812) to the proposed Maine & Clark mixed-use project and the Clockworks development to enable bond financing. The resolution would amend the TIF map. Discussion included questions about the George TIF district and the expiration of the legacy TIF (approximately 2033). Approved 6-1.
- Public Review of Development Regulations for Housing (HB 1001): Staff outlined state requirements for a public hearing on housing development topics (duplexes, triplexes, fourplexes, ADUs, manufactured housing, multifamily, minimum lot sizes, setbacks, parking, design standards, impact fees, and permitting timelines) by January 1, 2027. The commission scheduled a public hearing for November 4, 2026 at 6 p.m., prior to the regular meeting. Discussion included advertising avenues to inform the public.
