- 1105 Carlton Street Reuse Project:
- Presentation: Dylan Mayu (Housing Manager) and Frank Cortier (Tampa Bay Neighborhood Housing Services, TBNHS) described the project. The CRA purchased the property in October 2023 for $350,000 (exceeding appraised value) as a strategic investment. The existing building (2,440 sq ft) is to be renovated into two one-bedroom apartments upstairs and 900 sq ft of commercial space downstairs (already a tenant: a nonprofit community development organization). The original CRA budget was $500,000, but due to federal funding restrictions, the city’s contribution is capped at $468,348, requiring an additional $201,852 from the CRA, bringing the CRA share to $701,852. TBNHS noted the project would be a catalyst for redevelopment and preserve the building’s historic character. The committee discussed the rental property analysis showing positive cash flow of about $300 after debt service.
- Conflict of Interest: Chair Kennard Robinson and Vice Chair Marilyn Terman disclosed affiliations with TBNHS and recused themselves. The remaining members (three) reached consensus to forward a recommendation to the CRA Trustees, rather than a formal vote.
- North Greenwood Overlay District Update:
- Presentation: Lauren Matheny (Planning & Development Director) reviewed the status of developing a planned redevelopment district overlay for the North Greenwood CRA (excluding the downtown zone). The overlay aims to enable infill development (e.g., duplexes, triplexes, mixed-use) while preserving neighborhood character. Work was paused due to hurricanes. Next steps: policy amendments to the Comprehensive Plan (starting with Community Development Board and City Council hearings in early 2026, followed by state review), and later zoning code updates with community outreach (meetings in January/February 2026). The overlay will optional, not mandatory. Matheny noted the Live Local Act’s potential impact on density and height allowances. No motion was required.

- New CRA Staff: Marilyn Brown introduced herself as a new CRA team member, starting two weeks prior. She has lived in the community for 40+ years and previously worked at St. Petersburg College.
- St. Petersburg College Partnership: A student team developed a business action plan for the “Grove at 1105” (shipping container village), presented at the December 1 CRA meeting. The Florida Urban Leadership Coalition expressed gratitude, noting that the research validated their strategy and offered improvements.
Board Members to be Heard
- Jason Corbin (new committee member) – Introduced himself as owner of a local golf cart dealership. He expressed interest in future development opportunities and noted the need for coordination with the downtown CRA.
- Item Regarding MLK Corridor Redevelopment: A committee member raised the city’s recent request for proposals for redevelopment of a property within the CRA. Staff confirmed they will use the CAC forum to generate interest and ensure alignment with the overlay district goals. The presentation from the December 1 CRA meeting will be shared with committee members.

Good evening everyone is 5 31. We're gonna call this meeting to order. Welcome to our December 3rd uh North Millwood Citizens Advisory Committee meeting. Um my name is Nord Robinson. I am the committee chair. Uh I will ask that you all silence your phones, please. Um we're gonna start with introductions to my left. Hi, my name is Anna Nard, and hi and Mr. Waterbury. Awesome, thank you. Marilyn Terman, I'm vice chair of most with the Clearwater Urban Leadership Co edition. Awesome. Thank you very much. Um to our first order of business is the approval of last meetings of the minutes from last meeting. Um please have a motion to accept. Um yes. Um just want to make one notation about it though. Um regarding the um just involved money point to it, so you don't know. Uh after the pages and on and on to actually make mention of that. That's under 4.3, but there are very case number two. Okay, that's the second. I see it. Yeah, it was regarding the uh budget, the budget that was submitted, and there were some concerns about how much advanced notice we got on that. Yes, uh, and I just wanted to say that after which with further clarification uh with our chair that we were okay with that. We know that it was approved by trustees.
