4:13

She started as a musician, then was a volunteer, then a board member, and then she's been executive director for 10 or 12 years.

4:23

Anyway, we're all volunteers.

And we also like that we're on San Key, which doesn't get enough love, right?

4:46

People don't even know that San Key has a big chunk of Clearwater on it.

4:50

So uh we're very happy that the shared has been terrific to us over the years.

Clearwater City Council Meeting – October 14, 2026

The Clearwater City Council met on October 14, 2026, at 6:00 PM to consider a wide-ranging agenda. The meeting included an invocation, Pledge of Allegiance, proclamations for the Sun Coast Jazz Festival and Florida City Week, and a presentation on the 'Art Everywhere' initiative. Major actions included a decision to enter negotiations for redevelopment of the Landings golf course, adoption of comprehensive plan amendments for the North Greenwood Community Redevelopment Area (CRA), performance evaluations of the city manager and city attorney, and scheduling of future meetings. The meeting drew extensive public comment, particularly on the Landings proposal and the city's 287G agreement with ICE.

Consent Calendar

  • Minutes: Approved the minutes of the October 1, 2026 City Council meeting unanimously.
  • Consent Agenda: Approved 15 consent items en bloc, including construction and professional services contracts, library acquisitions, a collective bargaining agreement, appointments, and property transactions. All passed without objection.

Public Comments & Testimony

On Agenda Item 7.1 – Landings Golf Course Redevelopment (Unsolicited Proposal from Sunshine)

Over 20 members of the public addressed the council. Opposition speakers cited concerns about traffic, flooding, noise, environmental impact, loss of green space, and process transparency. Supporters emphasized the need for youth sports facilities, indoor training spaces, and economic benefits.

  • Christine Michaelick opposed, highlighting stormwater issues, a historic landfill, profit-driven development, and competition with local clubs.
  • Natalie Waterman (condo owner) opposed the scale of the complex and its impact on neighborhood character.
  • Melissa Damos (group speaker) delivered a passionate criticism of the process, demanded independent studies, and asserted that residents have been dismissed.
  • Hector Vega (Tampa Flex) supported the project for youth football, citing weather interruptions and the need for indoor fields.
  • Joshua Bourne supported, noting economic returns and scholarship opportunities from sports.
  • Patrick Raptory opposed, recommending rejection of both proposals pending further investigation.
  • Abigail Canceller and Alexandria Gooden expressed support, seeing the complex as an asset for community wellness and local families.
  • Ken Jewell and Eddie Lowen (Charger Soccer Club) supported, describing inadequate current facilities and the club's national success.
  • Beth Davis (group speaker) urged a slower process and better P3 communication.
  • Eric Sullivan (Sunshine) defended the project, citing economic impact ($75M/year) and community resilience features.
  • Sean Cashin (civil engineer) presented plans for stormwater improvements and environmental remediation.
  • Richard Stearns noted that only 5% of Clearwater's land is park/recreation space and urged preservation.
  • Mark Bunker (former councilmember) reminded the council of the 2020 referendum where 61% of voters rejected industrial development on the Landings, and asked them to respect that mandate.

On Agenda Items 8.1 & 8.2 – North Greenwood PRD Overlay

  • Kathy Flaherty, a resident, and others expressed concerns about the process, lack of resident notification, potential displacement, and the need for written protections.
  • A speaker urged simplification of complex documentation and genuine care for residents.

On Non‑Agenda Items (Citizens to Be Heard)

  • Several residents called for an end to the Clearwater Police Department's 287G agreement with ICE, arguing it harms public trust and immigrant communities.
  • Mike Master Sario thanked the clerk for certifying the 'Save the Garden' petition and encouraged the council to listen to citizens.
  • Beth Davis again discussed P3 process improvements.

Discussion Items

7.1 – Landings Golf Course Redevelopment

Assistant City Manager Al Battle presented the background: the city received an unsolicited proposal from Sunshine Recreational and Entertainment Development in October 2025, evaluated under Florida P3 statute. The proposal includes sports fields, pickleball courts, water park, restaurants, and trails, with an estimated $180 million cost and 3-year construction timeline. City staff recommended acceptance and solicitation of additional proposals. The RFP was advertised on August 19, 2026, and two proposals were received by September 21. An evaluation committee ranked Sunshine first. Staff recommended authorizing an interim agreement to begin exclusive negotiations. Council Discussion: Mayor Rector recused himself, citing a voting conflict. Vice Mayor Cotton presided. Councilmember Manino had a prior conflict but was cleared by the ethics commission to vote. All councilmembers who spoke (Albright, Cotton, Manino, Tosheda) supported moving forward to negotiations, emphasizing that conditions on environmental remediation, stormwater, traffic, and neighborhood protections must be secured. Mayor Rector returned after the vote. Vote: Motion to approve the recommendation passed 4‑0 (Mayor Rector not voting).

8.1 & 8.2 – North Greenwood PRD Overlay (Third Readings)

The council adopted Ordinance 9860‑26 (Comprehensive Plan amendment establishing the Planned Redevelopment District Overlay and North Greenwood Community Overlay District) and Ordinance 9861‑26 (Future Land Use Map amendment applying the overlay to the North Greenwood CRA). Staff explained that the adoption is a first step; a form‑based code and further zoning changes will follow, with continued community engagement. Despite speakers requesting postponement for better public outreach, the council moved forward. Vote: Both ordinances passed unanimously.

12.1 – City Manager Performance and Salary Evaluation

Council members praised City Manager Jennifer Poirrier for her fiscal stewardship, communication, accessibility, and leadership. She received a composite score of 3.16 out of 4 from Councilmember Manino. The council approved a 4% salary increase (in line with general employees) and an amendment allowing her to sell back up to ten days of unused leave. Vote: Unanimous.

12.2 – City Attorney Performance and Salary Evaluation

Council members lauded City Attorney Owen Colvin for his clarity, professionalism, and ability to explain complex legal matters. No salary adjustment was made, as his contract prohibits an increase until October 2027. Vote: Not required; evaluation noted.

12.3 – Special Budget Work Session

The council scheduled a special budget work session for December 14, 2026, from 2:00 PM to 5:00 PM. Vote: Unanimous.

12.4 – Farewell to Outgoing Councilmembers

The council agreed to move the regular November 16 work session to November 17, 2026, so that newly elected officials can participate and a farewell ceremony for departing members can take place during that work session. Vote: Unanimous.

Councilmember Closing Comments

  • Councilmember Tosheda congratulated award winners from Creative Pinellas' Best of Bay awards, promoted a Clearwater Arts Alliance fundraiser, and shared a public health warning about dengue fever.
  • Councilmember Manino corrected a prior statement about email volumes, noting that 98 unique individuals sent emails rather than 'less than ten.' He acknowledged the need to check the full email system.

Key Outcomes

  • Approved the Landings golf course proposal from Sunshine for further negotiations (4‑0).
  • Adopted Comprehensive Plan and Future Land Use Map amendments for North Greenwood CRA (unanimous).
  • Approved city manager salary increase and leave buyback (unanimous).
  • Noted city attorney evaluation (no salary change).
  • Scheduled special budget work session for December 14, 2026.
  • Moved November work session to November 17, 2026, for transition and farewell.
  • Evening public comments on ICE 287G agreement were received; no council action was taken.
