We have a few pieces of legislation um on the agenda with the new member of the team to introduce, but before we jump into that, um, I just wanted to let everybody know this is my last committee meeting as well.

So um thank you, Councilman's life.

Um, but I will just say that um I've been uh I think like five five plus years.

Um I want to thank this committee uh and everyone involved as well as our team at the airports uh for a great relationship over those five years.

And I think we have a really good product committee that has, you know, uh dove into important issues, uh permanently airport.

Um it's really critical time where we're looking at uh massive investment key facilities now including working to Ohio uh making sure that we get that done right.

Um so again, um just a point of personal privilege I wanted to thank everybody before I uh move on to a different role.

Um I just told everybody, I'm not leaving Cleveland physically, I'm excited about it to be here.

Um in a new role, I will tell you director, I will be supporting your business, I believe.

So uh in that role, so I look forward uh to uh being a customer uh on the airport quite a bit more than uh months and years to come thank you, uh just on behalf of uh myself and members of the department board controls for uh all of your support and your guidance and I've been hearing previously, of course.

We have uh initiatives that are underway.

Uh bring progress in the years to come in just the everyday business as well.

So uh in all of your representation on this body, uh and I'm personally just uh really appreciated all uh thank you for the city and certainly for this asset that is the part important.

Actually, Dorothy would you introduce your new team first, I don't think.

I think must be introduced new capacity we've here.

So I'm today I've got two members of my theory.

Uh the first being Scott Carr, who I believe has been at the table once before.

Uh he's the assistant director of Russia Basics and Revenue and a very important role.

He's been incredibly busy since joining the city and the department in February of this year.

And uh very excited to have him on board and presenting one of the others today.

And two is right gentlemen that you all know incredibly well.

He is uh the assistant director of uh operations and public safety.

So he has been on board since June.

So we're going into four months uh with Frank in this role, and he jumped right in terms of uh uh understanding the mission, if you will, uh, and use some of his uh his duties in his former capacity with the city uh heading up the public works uh department are very similar to the role of uh the assistant director of operations of public safety.

So uh he's been a pleasure, and I think he's fitting in incredibly well, and uh I greatly appreciate all that he is bringing to uh my team and all the things that uh we're going to achieve together.

All right, well, I'll director uh I'm sure both folks at this table will tell you that all our loss was your game.

Uh Frank is an incredible leader, and he's a great champion here at City Hall.

So certainly for service programs within the global system, I guess so.

Alrighty, with that, uh let's kick off with ordinance 951245 like council members of McCormick and Griffin by departmental requests and emergency ordinance authorizing the director for control to enter any one or more requirement contracts without competitive bidding with commons in for the purchase of proprietary replacement parts for heavy duty construction equipment and labor and materials to repair and maintain the proprietary equipment for the department of port control for a period of one year.

The three one-year options to renew, exerciseable by the director.

Um today, this item is going to be presented by Mr.

Williams.

This is a director.

Uh, to the members of council, this legislation will ensure that the required machines, equipment, supplies, parts, uh, materials, labor, and services are available to make repairs, uh, maintain up the equipment, heavy equipment at the department of border control.

Uh is a proprietary uh vendor that uh we have quite a few pieces of equipment that are dependent on those parts.

Uh typically the engine repair, heavy equipment are uh what we look for for uh this group.

Uh the anticipated costs are approximately $60,000 annually.

Uh, and again, one with one year, one year or three one year options to renew uh is normally that we do uh here at border control, uh, and I find that it is a uh sustainable practice, especially to maintain equipment with FAA standards.

So the cost here is 60,000, and that seems a little low.

Uh you feel that that's sufficient.

I mean, just think about the airport system, all the moving parts, all the vehicles.

Can you speak to that?

How you got to that 60,000?

Yes, uh, to the chair.

Uh one of the things that we do have is uh this won't be the only one you'll be here after this for 952, and I believe 953 will all span heavy equipment uh for different types of equipment.

Some of those pieces are most of these uh pieces that you're here today have to do with some ice control.

Uh and uh one is specifically to equipment that services the ramps, and the other two are for equipment that services the actual air feed.

What questions do I have on 951 council slides?

Um two questions that I think are a different broadly put to hold the next couple pieces.

I I appreciate that there's proprietary equipment and it's not through seek a third party to fix someone else's proprietary design.

Could you comment on that?

I guess the question is more about the lifespan at what at what point do you're getting part of the locked into a relationship with the vendor for the duration of the life of the equipment?

What's this lifespan of the equipment and what do there become opportunities to uh pursue equipment through other vendors essentially?

Through the chair to the council member, uh that is a great question.

What we try to do is uh watch things throughout their life cycles, depending on the piece of equipment and the number of hours that are used, uh, because a lot of times there are pieces of equipment, for example, if we uh don't have a lot of snow, those those pieces may live a little longer uh than the normal uh expectances depending on the use of uses because eight versus hours uh have to be like looked at.

Uh but what we try to do is make sure that we're maintaining while uh at the same time uh utilizing best practices for the newer things that come out.

So it's kind of happening all at the same time, uh we do have uh a good plethora of equipment that uh we use a certain uh vendors because of speed.

Um a lot of times introducing a third party opening those areas uh uh actually creates more of a time gap and uh so since we don't have surplus of equipment, we want to make sure that we can get things as quickly as possible.

Uh and this route seems to be the best way so far as I as I continue more in my role on the uh developing more of a uh a time period for each season uh savings and public works to demo equipment and uh demo uh different best practices in other airports maybe utilizing uh as well.

Uh but at the time we're pretty much in line with most of the mid-size uh air force throughout the country.

And my final question I guess would be to the chair, and if I'm remembering it correctly, uh guiding our path.

Do we typically do three one year options or do we do two one-year options?

Is there not a standard BI behind that?

You know, I don't know.

But I read when I saw three, just for some reason I intuited in my head, so I'm wondering if we're looking to move towards uh three option or if I'm just confusing all the things happening in that.

Yeah, no, I don't know often two or three director, I don't know if you answer that.

Typically uh we're we're seeing for example three.

Oh, three.

Yeah, it doesn't seem off to me.

For the purchase of proprietary replacement parts or heavy duty construction equipment and labor materials to repair and maintain proprietary equipment for the department board control for a period of one year to three one-year options to renew, exercisable by the director.

952.

This legislation will ensure that the required machines, equipment supplies, that services don't ice control uh on the ramp sides are uh working in uh right condition in the right order.

Uh these machines and equipment are kept in good working addition uh and will aid the workforce at DPC in completing uh those jobs and uh providing safe uh action on the ramps.

Uh these this uh uh piece uh anticipated costs is approximately $30,000 annually, and again it's with the the same uh one year with three one year options to remove as yet.

Chairman, uh briefly um through the chair to the uh uh director of operation.

Um the way this contract works is um is is with murphy tractor, right?

So you call Murphy tractors, and repairs done on their particular equipment or I mean how does this contract work?

Through the chair to the council members, yes.

Uh we have representatives that will come on site when necessary and we do actually need assistance as it relates to diagnostics, uh, but typically we do those in-house and then we uh reach out to them for the necessary parts that we need.

Uh this way we are fiscally responsible and not just stockpiling parts that will be all on the shelf uh if we don't use it.

So uh this route is where we can stay again fiscally responsible to also have a relationship with those uh who has actually built the actual uh pieces of equipment that are using.

So the chair, so if you need a uh repair on particular piece of equipment, you would call these guys out and they would bill you for the labor parts, the all of that stuff all in one for just that one visit, and then you would deduct that from and then the contract you would deduct that from the $30,000 annually that you participate the cost will be that how that works?

Uh through the chairs of the council member, uh yes, uh typically we don't uh it incur a labor costs, that's very rare.

Typically it's going to be uh just parts uh or maybe even some guidance, but typically we're doing work in-house in our uh uh vehicle vehicle uh repair shops.

So are these uh the vendors that we always uh numerized, or is this this of the no?

So I've got 953 parts uh for that having GB equipment three 2025 stands approved and set 954 2025 by council members performing driven by department of requests and emergency point is determining the method of making the public improvement of repairing one or more public improvement requirement contracts for the making of the improvement for a one-year period with three one-year options to renew, exercise will buy director 954.

Um the department of port control is required to maintain inspect repair or replace over 1.5 million square feet of various roofs and roof systems throughout the campus of the department of port control.

With an aging uh system uh that's uh challenged by hot summers, high winds, and very cold winters is inherent to have a roofing contract uh in place.

Uh scope of work is provide materials, supplies, equipment and labor to maintain inspect repair, enhance and replace roofs and roof systems at Cleveland Hopkins International and Burke Lake Fort Airport.

Uh many of the buildings on the airport property are quite age uh and have deteriorating uh roof systems, and it's important for us to be proactive in renovating the required to avoid damage and potentially uh potential liability issues.

The scope of work is beyond the capabilities of the in-house staff uh and the in-house maintenance team.

Uh, we anticipate the cost to be around 400,000 annually, and again, this is with a one-year, three one-year options to renew exercise by uh the director of board control.

Alrighty, what questions do I have on maintaining groups for the department of port control 954?

Okay, ordinance nine and six five twenty twenty-five by council members of Corbin Griffin by Department of Requests.

And emergency ordinance authorized the director of port control to enter and we lease agreement with Big Play L C for the lease of space located at 1501 North Marginal Road for the use and occupy of space located in the terminal building lakefront airport for the operations of its podcast studio for a period of one year with four one-year options to renew exercisable director.

And so we have a tier approach at Berkeley Front Airport for this appraisal.

Um so the make fun of it here.

So the $12 amount is for interior office space, and then we have um other amounts for uh space that base for that link versus uh basing the parking lot.

So there are three uh setting methodologies that we have today for space.

This means it's in the interior office, and therefore that's why it has the $12 mediation that was set by uh appraisal through that fair market value process.

And Mr.

Chairman Assistant Director, was this appraisal done by a third party, or was it not necessary?

Um it was done by third party.

Chair, this might also be persuaded by assistant director that is great.

The department accords with the FAA requirements and the approved snow and ice control plan uh is required to staff during snow season are uh snow removal vehicle operations with a minimal number of staff based on snow code and uh forecast.

Uh the department has utilized a supplemental services contract to support uh the DPC workforce and equipment to employ temporary and seasonal drivers and backfield staff vacancies and absenteeism.

Uh insurance safety and compliance with the FAA part 139 uh regulatory requirements.

Uh the scope of work includes uh the contract provides for staff augmentation equipment and materials for snow and ice uh removal services and least uh services will include but not be limited to snow and ice removal for land size, air side, and other various locations uh for uh the department of port control.

Uh the cock this contract will maintain city compliance with FAA part 139 regulatory requirements uh to ensure that we're staffed properly for winter operations, snow holds and forecast for injections.

Uh since the implementation of this contractual service, uh the department of port control has always met or exceeded the staffing requirements for every snow pivot report, and we want to continue that setting method.

That is so if we have a California winter required to spend correct, that's just anticipating cost coming here.

All right, we've got a spell to date for a little about 4.4 million on the current contract, which was 2022 to 2026.

Obviously, snow removal critical at the airport.

Um it's noted in the legislative summary that OEO will be established any goals.

I uh presume that there were goals in the previous contract, and that OE was monitoring it.

I'm wondering just for information purposes that we could get um how to break down provider portion of OEO on uh participation in the past contracts I these are very niche good paying jobs, and I'd like to see some good news that were helping connect people.
