So um to the chair, uh this project actually has already received City Planning Commission's final approval back in March of this year.

0:07

Um the main thing that uh was kind of holding up the project was moving this legislation forward uh to allow them to to move forward with the building code review that'll actually take place after this.

0:17

Okay.

0:17

Um the project team is here that maybe it should be able to answer like some more specific questions you have about the timeline.

0:23

Any questions?

0:24

Um I don't have a question.

0:26

Uh my colleagues don't.

0:28

Um Madam Clerk, do we have any public comment for this?

0:32

Okay.

0:32

Well, no other hearing, no other uh questions, comments.

0:37

Ordnance number 935 2026 is approved.

0:41

Please sign on.

0:43

There we go.

0:44

This will be moving quick today.

0:47

Okay.

0:48

Next ordinance number 936-2026, Councilmember Santana and Ordnance Changing Zoning District or parcel land north of Myers between West 31st Street and West 30th Street as shown on the TAC map.

1:03

Okay.

1:06

Good morning.

1:07

Uh my name's Xavier Bay, again presenting uh from zoning and city planning.

1:11

Um so these next two presentations are going to be very specific to CMSD sites, existing CMSD schools.

1:17

Um first we're gonna start off here with Map Change 2699.

1:21

And so this proposal is gonna be uh primarily for the redevelopment of the Lincoln West High School located in uh Clark Fulton neighborhood.

1:29

And so um the site is already a school.

1:32

Um so you know, it uh this rezoning really just kind of continues uh allowing that use to take place there.

1:41

And so the current zoning here is two family.

1:43

You can see just center of the the map there provided is the Lincoln West High School.

1:47

I'm actually uh graduate from this high school, so really excited to see uh some of the redevelopment happen of the school.

1:54

Um and so we're proposing the civic uh form-based code zoning district here.

1:58

And so the civic uh form-based code zoning district is really uh intended to be used for your uh local institutional and uh civic uses.

2:07

And so this being a public unit high school, it's just that.

2:11

Um so we're only rezoning uh the parcels that are owned by the school included in the the scope of the school's project.

2:18

Um I'm sure in the future you'll eventually see us expanding form-based code throughout all the neighborhoods of Cleveland.

2:24

Um and so here is the current context of the neighborhood.

2:28

Uh you can see the school again, just center screen there, surrounded by uh a lot of different homes, a lot of single family, two-family homes.

2:35

And then there's actually a local park just to the um south there with the pool at Meyer Pool.

2:41

And then I'll also include some more existing context.

2:44

You can see the existing school standing there.

2:47

Um, and then uh some more additional context.

2:50

Just looking up and down the street, you can see you got your kind of average Cleveland residential neighborhood.

2:56

Um so that's oh yeah, there typically is a less there it is.

3:01

Yep.

3:02

So uh in conclusion, we're rezoning the properties owned by CMSD uh to the civic form-based code zoning district, really to allow the school to move forward with redevelopment.

3:14

Um Xavier, if they don't do this form-based code um zoning, that they can't redevelop Lincoln West.

3:22

So to the chair, this is Xavier.

3:24

Um so not by right.

3:26

So um whenever uh you're establishing a new school, building a new school, there are specific uh yard requirements that are that are needed um to build it by right.

3:34

And so the two-family district does generally allow the use as uh educational schools, uh, you know, local uh public and private schools.

3:42

Um but there is uh kind of heavy standards as far as the setbacks uh required to do so.

3:47

And so uh we would want to see a school here, and so they'd have to go through kind of uh a couple of hurdles with the Board of Zoning Appeals if they did want to build the school in the two-family district.

3:58

And then depending on the siding of the school, things of that nature, they may not be able to um overcome some of the front yard setback standards that the Board of Zoning Appeals is limited to.

4:09

Um so this project has made its way through uh City Planning Commission up to the schematic approval.

4:15

So they still have to go uh back to City Planning Commission for final approval.

4:19

Um so it's not completely done yet, but it has made its way through a lot of the design process.

4:24

Got it.

4:24

And it also went through design review just for my colleagues.

4:27

It's been maybe a decade that we've been talking about Lincoln West being rebuilt.

4:32

So I'm very excited that we're at this point.

4:35

Any questions?

4:36

Councilman Harsh.

4:38

Chairwoman, I think you're being generous when you say a decade.

Summary of Proceedings

Cleveland City Council Meeting - September 22, 2026

The City Council met on September 22, 2026, to consider and approve zoning changes for two Cleveland Metropolitan School District (CMSD) high schools: Lincoln West High School and Glenville High School. The meeting also included a routine approval of an earlier ordinance. No public comments were received.

Discussion Items

  • Ordinance 935-2026 – Received final approval with no discussion or public comment, allowing the project to proceed to building code review.
  • Ordinance 936-2026 (Lincoln West High School) – Xavier Bay of the Zoning and City Planning Department presented a proposal to rezone parcels owned by CMSD from two-family to civic form-based code to facilitate the long-awaited redevelopment of Lincoln West High School in the Clark-Fulton neighborhood. Bay noted that the school would not be able to proceed under current zoning due to strict setback requirements, and that form-based code would eliminate the need for Board of Zoning Appeals variances. Councilmember Harsh expressed strong support, noting the community has waited 20 years for a new Lincoln West and praised form-based code as a practical tool. The rezoning only applies to CMSD-owned parcels.
  • Ordinance 937-2026 (Glenville High School) – Bay presented a similar rezoning of CMSD-owned land south of St. Clair Avenue from mixed one- and two-family to civic form-based code. Councilmember Marsh asked whether any residential properties were included; Bay confirmed the rezoning covers only park and school space. Bay added that the Glenville project has not yet completed the City Planning Commission’s design review process, and he explained how design review works in form-based code districts. No other questions were raised.

Key Outcomes

  • Ordinance 935-2026 – Approved (vote not recorded but no objections).
  • Ordinance 936-2026 – Approved (vote not recorded; unanimous support).
  • Ordinance 937-2026 – Approved (vote not recorded; unanimous support).
  • Both zoning changes will allow CMSD to proceed with redevelopment of the two high schools, with Lincoln West expected to return for final City Planning Commission approval.

The meeting was adjourned shortly after.
