Cleveland County Infrastructure Committee Regular Meeting – July 30, 2026

The Infrastructure Committee of Cleveland County met on Thursday, July 30, 2026, at 10:30 AM in Norman, Oklahoma. Members present included Chairman Douglas Warr, Vice-Chairman Brian Wint, Rusty Grissom, and Pam Howlett. Judge Thad Balkman was absent, and one seat remained vacant. A quorum was established. The committee received an infrastructure report from Brian Wint, approved the June 25, 2026 minutes, and discussed several facility maintenance issues.

Consent Calendar

  • Approval of Minutes: The minutes of the regular meeting held on June 25, 2026, were approved via roll call vote (Warr – yes, Wint – yes, Grissom – yes, Howlett – yes).

Public Comments & Testimony

  • No members of the public signed up to speak. Public comment period was waived.

Discussion Items

  • Infrastructure Report by Brian Wint:

    • Elevator Upgrade: Still in progress; an update request was sent but no response received.
    • Lighting Control Project: Delayed due to ARPA fund reallocation; parts ordering is pending fund movement.
    • Courthouse Air Handler Replacement: Planned for September to avoid peak heat; work in the west basement will disable cooling on the first floor for about one week, affecting the Assessor’s and Director’s offices. The unit is original from the 1960s.
    • Parking Lot Color Coding: Green for public, red for employees, purple for handicap, blue and yellow for employees in different lots. Signage and placards will be distributed. Implementation targeted within two weeks.
    • Election Board Building: Glass installation completed.
    • Jury Chairs: Price quotation received; will be verified and ordered. The chairs are new (not refurbished), and embroidery cost ($900 per dozen) may be absorbed by the vendor.
    • AARP Ramp Project: Grant of $15,000 for aluminum ramps for mobility‑challenged residents aged 50+ in Cleveland County. Applications are first‑come, first‑served. Estimated cost per ramp is $900, with installation included. Outreach to contractors is underway.
    • EV Chargers at Fairgrounds: Two charging stations to be installed (east and west sides of the new event center). Will be free to use.
    • Digital Signage at Fairgrounds: A new outdoor digital sign (approx. 3 ft tall by 2 ft wide) will be placed in front of the election board. Installation funded; facade improvements for aesthetics are not yet budgeted.
  • Board Member Statements:

    • Basement Sewer Line Issues: A board member (likely Rusty Grissom) raised chronic sewer line blockages in the basement, affecting restrooms and judge’s facilities. The line runs under terrazzo floors and through multiple areas, requiring major demolition and remodeling. Brian Wint noted that cutting concrete and remodeling would be extensive; options include running a new line straight outside. The member requested this be prioritized. The committee discussed using ARPA funds but acknowledged restrictions.
    • West Side Window Leaks: A board member (likely Chairman Warr) reported severe water intrusion during storms, with mold found in a renovated kitchen (Treasurer’s office). Leaks occurred at both the top and bottom of windows. Brian Wint suggested gasket or debris issues and agreed to inspect using a lift. Mold treatment had been done; member urged prevention to avoid damage.

Key Outcomes

  • The minutes of June 25, 2026, were unanimously approved.
  • Brian Wint will follow up on elevator schedule, lighting project fund transfer, courthouse AC timeline, and parking lot painting.
  • Wint will investigate cost and feasibility of sewer line replacement (possibly separate outdoor line) and assess window gaskets and debris buildup.
  • The AARP ramp grant application process is open; Wint will seek installers.
  • EV charger installation at fairgrounds is proceeding; two free stations expected soon.
  • Digital signage installation at fairgrounds will proceed with base setup; facade enhancements deferred.
