Call the uh county vegetable board meeting for September 24th order one call.

Kristen absent folks board absent lane here helmet absent accused absent painter here's here Richards here we have a forum uh thank you for all that digital by mentioned that all right um item number one is approval of the minutes August 24th second uh call roll for the thing yes yes yes Cleveland uh aye bird aye Williams yes Richards yes all right um any public comments number two items of business number two discussion of possible syllable action to accept OSU local county training calculation formula for the 2026-2027 annual officer salary compensation um you'll do have the um uh calculation spreadsheet that was provided to us by the uh um with lessons of the state auditor um and this is calculated for the uh gross assessed value that um was certified by the um excise board um um back in his office so um with that i entertain a motion to approve that's how we're gonna i'll make a motion to approve uh you got a motion second all right we're gonna motion second um call rolls yes yes ayeans yes richards yes motion passed all right and item three is discussion of possible action on update on the employee benefits committee um all right so there's a lot going on with the boards but I'll keep it kind of somewhat short because we are having a special meeting for tomorrow but the bottom line is is that um health choice rates have gone up almost 20 percent that's right under right under 19 percent um help choice high health choice basic health choice high deductible they also have dropped the blue cross clue shield um hmo so the only HMO that we'd be able to uh to offer would be the community care um so I'm not sure how that's what their spread is or their um uh their um services are in the um city out um uh area I do know that community care is big on the east side of the state um so um uh there's a lot of things that we have to look at the first thing is is that did we really we weren't anticipating a double digit increase in our um uh in our premiums so the per employee budgeted uh amount that we had um is that going to be enough is that not going to be enough so a couple things that we'll be discussing um tomorrow at the benefits meeting would be specifically getting into that um into the uh uh kind of the details of that um and everything one thing to look at is uh not offering the call choice high but have in the basic and then the only difference is it's all the same services all the same plan all the same PPO it's just what the cost sharing um proportion that we do have money budgeted into the um the employee benefits um budget that could help offset that so the things that we'd be looking at is um a health uh a health reimbursement account um help with how maybe the the increase of the uh of the deductible um and then also uh whether or not we would offer the FSA as a contribution or a health reimbursement account that's two different things and we'll be in more detail the budget benefits committee um but um all in said is that uh whatever whatever change that we're making in the plan is going to be offset what

10:00

So the things that we'd be looking at is a health uh a health reimbursement account to help with how maybe the increase of the uh update deductible um and then also uh whether or not that we would offer the FSA as a contribution or a health reimbursement account.

10:14

That's two different things we'll be in more detail for the budget cloud and the benefits committee.

10:20

Um but um all in said is that uh whatever whatever change that we're making in the plan is gonna be offset with direct costs direct directly to the um our direct benefit to the uh to the uh uh employee and everything to offset that.

10:38

Um but we're looking at that.

10:40

The other thing too is uh uh the meeting with Blue Cross Blue Shield uh actually with Hub International, maybe with a couple of different brokers.

10:48

Hub International is our broker of record for our community um our uh compensation uh insurance.

10:56

And and so I've been meeting with them about a whole benefits plan.

11:02

Um and also they have um they have presented us with blue cross um uh rates.

11:08

Um with the they are also meeting with the other two commissioners um next week um to uh talk to the element we the one thing that we would need to take a step towards with naming naming Hub International as our broker record, so then that way they can start really um diving into um deeper with uh with Blue Cross Blue Shield and um and getting it maybe even better rates, better the discounts and everything and stuff for for that, and then setting up the whole benefits uh program.

11:38

Now, something like that, I don't anticipate anything for this year for effective uh January one, but I had been talking to Blue Cross View Shield of this possibility that we could go and move to a July one effective day so that way it matches up with our budget.

11:55

So that way we would know in March um what our rates would be um and everything and stuff, so that way we can set up our budget um and have more better numbers than to waiting until um health choice or eGID comes out with their rates um and everything and surprises us with 18-19% increases.

12:15

So those are the things that we'll work on with uh um employee benefits again.

12:19

Uh we're having a special meeting in the morning.

12:21

We'll be discussing a lot more of this in detail.

12:28

Then item four is uh discussion possible action updated infrastructure committee.

12:36

Okay, all right.

12:37

Just real quick, we uh we've talked about moving the uh meeting so with the information you guys get a little bit more just real quick.

12:45

The uh looking at the end of October still for the elevator uh on the old courthouse side being taken care of, the courthouse air handler uh four on the left side.

12:58

We'll get that scheduled up.

12:59

Uh getting with the hug and also with Tavia, we'll get that scheduled this week.

13:04

Um should be next weekend.

13:06

They should start uh working on painting some doing some painting work in the parking lots, getting some striping and we're still waiting on less size to come in from the company.

13:13

So as soon as the signage comes in, we'll start putting that up as well.

13:18

Concrete work out of the couch center is completed.

13:20

Um so the EV charger and the digital signage out at the fairgrounds should be starting soon.

13:27

Um the charger, we had some issues with OGE getting some power.

13:32

Uh the original plan didn't work, so they had to go back to the drawing board, but I think that's unstuck now.

13:37

So other than that, that's all I have.

13:40

So all right.

13:42

Yeah, the only thing that to add to that on the north side, City of Norman, City Council, they've already pretty much like approved, they just have to take an action of closing um Comanche Street for the anticipation of the uh new uh lot um parking garage uh project and everything.

14:05

So as soon as we get a little closer as to whenever we start construction, we can do that more that that will be closed off.

14:12

Now there's going to be uh about 45 spots that will that will go away, which then gets them somewhere across the street and then everything stuff.

14:19

So um I will tell you that in the next five years uh the Cleveland County tenants is going to uh it's going to look much different in our next step than the test today and everything uh it's gonna be a better uh better better fill for the for the for the employees and also for the uh for the uh uh the public and everything.

14:39

So and we'll do our little part to transform uh uh city of Norman and connect south on behalf of the county so thanks, Brennan, for that update.

14:49

Um item five is discussion possible action on regarding presentation of George Baldon um safety and emergency management director.

15:00

The only thing I have is a reminder of our uh pod drive this Thursday, it'll be in the uh local unit from OER parked on the south side.

15:07

In fact, 14 people signed up so far, and there's still performance for them.

15:11

So I would encourage your employees to donate if they can.

15:14

Could you say that the uh home college too that they actually appreciate and like Cleveland County that uh pretty much very much to count?

15:24

Yeah.

15:27

All right, um any new business?

15:29

No, any board member statements or announcements.

15:34

We do have a another budget board mending.

15:37

Yes, that's right.

15:40

Yeah, yeah, don't forget that.

15:41

Yes.

15:42

There might be a lot of stuff on it.

15:44

So uh all right.

15:46

Uh with that, anything else?

15:48

All right, motion is adjourned.

15:52

Motion to say, all rolls, please.

15:56

Lane, yes, painter.

15:59

I leaver, Lance, yes, Richard, yes, you are turned.

16:07

Okay.

Summary of Proceedings

Cleveland County Budget Board Regular Meeting - September 21, 2026

The Cleveland County Budget Board met in regular session at the Cleveland County Office Building, 201 South Jones, Norman, Oklahoma, on Monday, September 21, 2026, at 10:30 AM. Notice of the meeting was posted September 17, 2026. Chairman Rusty Grissom presided, and roll call was conducted. The board approved the prior meeting's minutes, accepted the OSU county training salary formula, received updates from the Employee Benefits and Infrastructure committees, and heard a presentation from the Safety & Emergency Management Director. The posted agenda and the meeting date provided are September 21, 2026; the raw transcript's opening line appears to say 'September 24th,' so this summary follows the posted agenda date. Minutes of this meeting were not included in the source materials.

Approval of Minutes

  • The board approved the minutes of the regular meeting of Monday, August 24, 2026, by motion and second, followed by a roll-call vote. The motion passed; the transcript does not include a complete vote tally.

Public Comments & Testimony

  • No public comments were made.

OSU Local County Training Calculation Formula

  • The board considered accepting the OSU Local County Training Calculation Formula for the 2026/2027 annual county office salary compensation.
  • A board member explained that the calculation spreadsheet was provided by the State Auditor's office and was calculated using the gross assessed value certified by the county excise board.
  • The board approved the formula by motion, second, and roll-call vote. The motion passed; no complete tally is available in the transcript.

Employee Benefits Committee Update

  • This agenda item was discussion-only; no formal action was taken.
  • HealthChoice rates have increased almost 20%—specifically, right under 19%—which the board had not anticipated. The per-employee amount budgeted for premiums may or may not be sufficient.
  • Blue Cross Blue Shield has dropped its HMO offering, so the only HMO that could be offered would be Community Care. A board member said he was uncertain about Community Care's coverage spread and services in the area, noting it is strong on the east side of the state.
  • Discussion included possibly not offering the HealthChoice high plan but keeping the basic plan; the services, plan, and PPO are the same, and the difference is cost-sharing. Budgeted employee benefit funds could help offset the increase.
  • A board member stated that whatever plan changes are made will be offset with direct costs that go directly as a benefit to employees.
  • The board is considering a health reimbursement account (HRA) to help with a higher deductible and deciding between an FSA contribution and an HRA; these details will be discussed at a special benefits committee meeting the following morning.
  • A board member has been meeting with Hub International, the broker of record for the county's compensation insurance, about a full benefits plan. Hub International has presented Blue Cross Blue Shield rates and will meet with the other two county commissioners next week. Naming Hub International as broker of record would allow deeper work with Blue Cross Blue Shield on rates, discounts, and the benefits program.
  • No benefit changes are anticipated for January 1. The board is exploring a July 1 effective date to align with the county budget, which would provide rate information in March and avoid surprise 18–19% increases from HealthChoice or other carriers.

Infrastructure Committee Update

  • This agenda item was discussion-only; no formal action was taken.
  • Elevator work on the old courthouse side is still targeted for the end of October. Courthouse air handler #4 on the left side will be scheduled this week.
  • Parking lot painting and striping are expected to begin next weekend; installation is still waiting on signage from the company.
  • Concrete work at the courthouse center is complete.
  • The EV charger and digital signage at the fairgrounds should start soon. The charger had issues with OGE power because the original plan did not work, but a board member said that issue is now unstuck.
  • A board member added that the City of Norman City Council has largely approved the closure of Comanche Street for the planned parking garage project, but the city still needs to take formal action to close it. About 45 parking spots will go away.
  • The same board member said the Cleveland County campus will look much different in the next five years, will be a better fit for employees and the public, and will help transform the city of Norman on behalf of the county.

Safety & Emergency Management Presentation

  • George Mauldin, Safety & Emergency Management Director, gave a brief presentation. The transcript refers to him as 'George Baldon,' but the agenda lists George Mauldin.
  • He reminded the board of a donation drive this Thursday. A unit from OER will be parked on the south side. Fourteen people had signed up so far, and there was still room for more; he encouraged employees to donate if they could.

Board Member Statements and Announcements

  • No new business was brought forward.
  • A board member reminded the board another Budget Board meeting is scheduled, and that agenda might have a lot of material on it.

Key Outcomes

  • Approved the August 24, 2026 meeting minutes.
  • Accepted the OSU Local County Training Calculation Formula for 2026/2027 county office salary compensation.
  • Took no formal action on the Employee Benefits Committee update; next steps include a special benefits committee meeting the following morning, continued meetings with Hub International, and exploration of a possible July 1 plan year.
  • Took no formal action on the Infrastructure Committee update; work will continue on elevator, HVAC, parking lot striping, signage, EV charger, and digital signage projects.
  • Received the Safety & Emergency Management Director's donation drive announcement.
  • Adjourned by motion and roll-call vote.
