Cleveland County Infrastructure Committee Regular Meeting – September 24, 2026

The Cleveland County Infrastructure Committee met Thursday, September 24, 2026, at 10:30 a.m. in the Cleveland County Office Building, Norman, Oklahoma. Chair Douglas Warr presided, roll call established a quorum, and notice of the meeting was posted on September 22, 2026. The committee approved the prior meeting minutes, voted to adjust the 2027 meeting schedule, received an infrastructure update from Project/Facilities Manager Brian Wint, and heard board statements about future county space needs.

Approval of Minutes

  • The committee approved the minutes of the regular meeting held on Thursday, July 30, 2026, by voice vote.

Public Comments

  • No members of the public requested to speak, so no public comments were made.

2027 Meeting Schedule

  • The committee discussed the schedule of regular meetings for the 2027 calendar year, as required by Title 25, § 311 of the Oklahoma Statutes.
  • A member moved to change the meetings from the usual fourth Thursday of the month to the Thursday immediately preceding each regular budget board meeting, beginning in January 2027.
  • The motion was seconded and approved by voice vote.

Infrastructure Report – Brian Wint

  • Old courthouse elevator: Still scheduled for late October; the work must be completed before the end of November because the building is occupied. The project could take a full week and may require staff to temporarily work in other spaces.
  • North parking lot: Striping and painting work was expected to begin that weekend, including the red zone and other parking zones; county staff will later re-stencil the spot numbers.
  • Concrete project: A concrete-related project was reported as 100 percent complete and was well received.
  • Jury chairs: Judge Tupper’s jury chairs are in the works.
  • AARP ramp project: Approximately 35 applicants were received. With $15,000 available, four ramps can be built, and a fifth ramp may be possible if a roughly $189 shortfall is covered. Wint said he would verify whether donations can be accepted, possibly paid directly to the ramp provider; one applicant uses a motorized scooter and needs a ramp to reach a backyard shelter.
  • EV charger: OG&E resolved the power-supply issue, and the project should proceed as planned.
  • Back office spaces: Two back spaces are being stripped out and rebuilt; in one space, temporary supports are holding up a roof area.
  • Old sheriff’s office: Surplus furniture and other items remain, and with cooler temperatures and possible inmate labor, staff may use dumpsters to clear the space and begin cleanup.

Board Member Statements and New Business

  • No formal new business was moved.
  • A member referenced an earlier suggestion from Mark Brady to begin gathering information for a five-year projection of office and space requirements. Some conversations had taken place, but the assessor’s office had not yet been consulted.
  • Records storage is nearing capacity, and the county needs to plan for personnel growth and the possible addition of two more district court systems.
  • The committee may begin office-by-office space needs assessments sometime in the next year.
  • Members were asked to encourage employees to attend an upcoming event at the sheriff’s office on Wednesday.

Key Outcomes

  • Approved the July 30, 2026, meeting minutes.
  • Approved the 2027 regular meeting schedule, with the change to the Thursday before each regular budget board meeting.
  • Received the infrastructure report as an update; no formal action was taken on it.
