The Board of County Commissioners of Cleveland County met on September 28, 2026, at the County Office Building in Norman. The meeting included approval of minutes, a public comment on consent agenda item #10, approval of the consent docket with 17 items, approval of a resolution for 2027 employee benefits, and a bid opening for printing services. The board also voted to enter executive session regarding pending litigation.
We'd also ask to protect each and every one. Is that there protecting our country or county board? Amen. So the flag of the United States of America. And to the Republic for which it stands. One nation. All right, let's call the uh Board of County Commissioners meeting to order, please. Roll call. Here. Here. Here. All right. Then item number one is approval of minutes. Motion to approve. Second. All right, get a motion and second. Call roll. Aye. Yes. Yes. All right. Okay, and then we have public comment. Um the uh comments from the public are uh will be accepted on the first come first served basis um with limit of two minutes per person for a total of 10 minutes um of public comment. Any in any individual that wish to participate in the public comment portion of the meeting um is uh shall needed to send in a request before the meeting and we do have one person a Megan Malton. Is that correct? Yeah, and uh it was for item number 10 on the consent docket so I'm Megan Moulton and I am one of your neighbors in Norman and one of your constituents. I am also part of the Oklahomans for responsible economic development and item number 10 is regarding spending, so my comments are along that vein. And we just wanted to hopefully help you all consider that you all are continuing to spend money on the arena TIFF district project despite ongoing legal challenges. An appeal of the district court rulings is live. And if the Oklahomans for responsible economic development and other plaintiffs win this appeal, the county won't be able to use revenues collected in the TIFF district for the project. The arena trust has taken out five million dollars in bond anticip anticipatory notes, which it intends to pay for using the proposed 230 million in TIFF-backed bonds. This morning, the arena trust authorized spending just over 2.1 million from the BANS, bringing its total expenditure on still uncertain projects to just over 3.1 million. Proceeding while the project is in legal limbo raises concerns. The commissioners have not discussed what happens if the TIFF if the arena TIFF project is struck down in court or who will cover the debt that has already been incurred. It is also unclear whether the county industrial authority be reimbursed for the 760,000 has transferred to the arena trust for the project. To date, the Texas developer reindeer development company has been paid over 1.9 million to develop land owned by OU Foundation. Okay, Meg, I'm sorry, good. Is that two minutes? Yep. Okay, thank you all for your time and consideration. No, thank you. Thank you.
