I am Joanne Burrell, your district three commissioner, but today acting as vice chair this year.

Um, I will be presiding over the meeting in the chairwoman Cupid's absence.

So welcome.

I'd like to ask um Pastor Godbold to come up and give us an invitation.

And followed by Ranger Higgins, I believe is in the back to lead us in the pledge.

Good morning, and thank you for having me here.

It is a joy and an honor to be with you and to open this session in prayer.

Um, I want to begin with a brief reading from the prophet Isaiah in the Old Testament.

There shall come forth a shoot from the stump of Jesse and a branch from his roots shall bear fruit.

The Spirit of the Lord shall rest upon him, the spirit of wisdom and understanding, the spirit of counsel and might, the spirit of knowledge and the fear of the Lord.

And his delight shall be in the fear of the Lord.

He shall not judge by what his eyes see or decide disputes by what his ears hear, but with righteousness he shall judge the poor and decide with equity for the meek of the earth, and he shall strike the earth with the rod of his mouth, and with the breath of his lips he shall kill the wicked.

Righteousness shall be the belt of his waist and faithfulness the belt of his loins.

The wolf shall dwell with the lamb, and the leopard shall lie down with the young goat, and the calf and the lion and the fattened calf together, and a little child shall lead them.

The cow and the bear shall graze, their young shall lie down together, and the lion shall eat straw like the ox.

The nursing child shall play over the whole of the cobra, and the winged child shall put his hand on the adder's den.

They shall not hurt or destroy in all my holy mountain, for the earth shall be full of the knowledge of the Lord as the waters cover the sea.

And in that day, the root of Jesse, who shall stand as a signal for the peoples, of him shall the nations inquire, and his resting place shall be glorious.

Let's pray.

Father, we thank you for this day.

We thank you for this opportunity to be together and to work together.

And Lord, we pray for your wisdom and your direction.

We pray for a spirit of counsel and might and for the pursuit of justice and the pursuit of peace and the pursuit of righteousness to be found throughout our community, but especially in our leaders.

And so, Lord, we pray your blessings on them.

We pray your blessings on this hour and this gathering together, and Lord, we pray that you would direct and guide that you would watch over our community.

We thank you so much for it.

We thank you for the opportunity to live in community together and work toward the common good together and work in love toward our neighbor as we love ourselves.

And so, Lord, we pray that you would be with us, that you would watch over these that uh that have work to do.

We pray your blessings and wisdom on them, and we pray in the name of Jesus.

For 20 years, Cobb County Department of Public Safety has hosted a Make a Wish 5K to raise funds for Cobb children battling critical illnesses.

DPS partners with Make a Wish, Georgia, to help bring life-changing wishes to local kids.

This year's race was held Saturday, October 4th, with 1,053 participants lacing up for the cause.

Research has shown that a wish can renew hope, live spirits, and give children the strength to fight and everc overcome a critical illness.

And the total raised this year was fifty-three thousand dollars.

And it is my understanding this is the most that we have ever raised for your organization.

And with that, I'd like to ask Director Register to say a few words.

Thank you, Commissioner.

I just want to say uh to Lindsay in Make a Wish, Georgia, what a great uh impact you have in a lot of lives throughout the year.

And thank you for the opportunity of letting us partner with you.

And thank all the other people that were involved the last couple of years in the race, you know, the public safety uh personnel.

But one person I really want to uh recognize is Dra Watts.

She is really stepped up to the plate last year and spearheaded the race, but she made it 10 times better this year, and without her, I don't think it it would have been as successful.

So Didra, I'm gonna give you the mic.

Before I make my comments, I want to introduce the people that make this possible for us, not only our volunteers, but our sponsors and Mr.

This third work authorization is for January 1, 2026 through December 31, 2027.

And this atlas will continue to manage the splash portion for parks and project management construction management and project closeout.

The arena structure and decking are aging and a new protective coating is needed to extend its useful life.

We asked the board of commissioners to approve a contract with ideas painting LLC for material and labors to paint the structure and interior ducking under the 2016 Park Splosh program in an amount of 126,686 dollars.

This project will add synthetic turf to the upper baseball infields.

Um good morning.

My name's Craig Harfoot, and um this is the shortest meeting I've ever seen.

I almost missed it.

But anyhow, um I'm still upset about the stormwater fee thing.

I and I hope somebody will talk to me before I leave here today about how in the world you came up with a flat 475 for all residential people, because it was always being sold as it's based on the model impervious surface on your lot.

So I mean I I'm really scratching my head how you got that, but the next thing I wanted to say is you had a whole lot of people here that were adversely affected by what happened previous administration is ongoing, and the one thing that's common for the whole time for this 30 years that I've lived here is the council for quality growth.

Now they ask you for something, and you changed that lift thing.

You were gonna ban them.

That was a good thing.

Then you now I hope you still ban them because it's all that poor infrastructure they put in their subdivisions when they built that why these people have these problems that they gotta spend hundreds of thousands of dollars now to fix.

And um, and I know you didn't address that.

You you put it off on the HOAs.

Well, that was built in by the Council for Quality Growth also.

One thing that's I raised this years ago, and they still don't.

The Council for Quality Growth is a lobbyist for the banks and uh basically the Chamber of Commerce and the architects and realtors, and I know this because they sent me a form when I ran, and it said, you know, it's a questionnaire.

Do you support impact fees?

Do you it was basically a checklist saying if you want our money to get elected to those seats, you're gonna answer these questions the right way, and you're not gonna you're gonna reject impact fees, and you're gonna, you know, it it's all implied when you fill the thing out.

And what I gotta say is as lobbyists, they should be identified as lobbyists, and they come to the zoning meetings and and they speak on things, but you know, on this whole unifying code thing is their deal, and it's basically a UN global deal.

And uh it's so that the black rocks of the world that have taken over all the housing and why it's unaffordable, why there's homelessness.

I sent you all something, and I hope you read it.

It's about California and Newsom and the FBI, and and what they describe there is a micro, you know, what we have here is in Cobb County.

My name is Jimmy Geese.

Uh, and I could not let this opportunity go by without saying a couple of things.

Um I did a little math sitting back in my seat a moment ago, and since the time I took over as department head of parks uh around 97.

This is my 460th Board of Commissioners meeting.

Now I probably been sick a time or two, so I'm gonna somewhere round it off to 450.

450 times that I've sat in this room and watched you as a board of commissioners.

Uh Brad is a I think Brad's been sitting in that seat ever since I started watching the business of the county go on.

And I wanted to tell you as the district commissioners, it is a breath of fresh air to watch the collaboration that is going on down the district commissioner hall.

There is there has been times where silos seem to be the rule of the day.

But it seems like you, as district commissioners, you talk to one another, you communicate, and it is a breath of fresh air for staff.

Uh to try to govern out of a silo is is very difficult.

It takes collaboration, and I want to applaud you as commissioners uh for talking to one another and boarding the the mission of the county.

I'm sure most of you, if not all of you, understand you have a rock star for a county manager.

You have a county manager that cares about the employees, cares about the county as a whole.

She cares about each one of you.

I hope you will continue to support her just like you have been doing and Bill and his efforts to uh assist her daily.

I'm sure you also know that you have a rock star of a staff.

The people that work for this county, they don't do it to retire millionaires.

They do it because they want to serve, and they do it because they they love the county and they love the residents of the county and the services they provide.

So I could not let this opportunity pass without giving you a little bit of what's on my heart.

Uh this is my last 460th meeting.

Um I could say that I'm gonna sit at the house and watch it on TV 23.

Uh maybe some of the some of the Tuesday night meetings, but I don't think I'll be getting up by nine o'clock to you know watch it on the morning.

With this new OB ED, moms and babies across Cobb County now have an added layer of expert, compassionate care, and that's truly something worth celebrating.

Um, it's a beautiful tree, and we thank Parks and Rec for all their setup and hard work on that.

Um, and Santa was there, of course, with pictures for the kids.

Happy third 389th birthday, National Guard.

On December 13th, uh the National Guard will celebrate 389th birthday.

Although this day is not recognized as a national holiday, this day is as important as any other commemorative day.

The National Guard was established in 1636 and is the oldest military organization in America.

The National Guard is primarily composed of citizen soldiers who hold down full-time jobs, civilian jobs, attend school, and are business owners.

The mission of the National Guard is to serve both community and country and to provide defense for the nation.

They have been known to respond with speed, strength, and efficiency to help defend American freedom and ideals.
