And for that, we're going to call up Parks Director Michael Brandley.

Good morning, Vice Chairman, Commissioners, Madam County Manager.

It is my pleasure to present the annual Cobb County Silver Eagle Award.

This award program, which began in 1995, recognizes a Cobb County Department Head who has demonstrated teamwork and outstanding leadership among the department head team throughout the year.

Helping others stay focused and confident.

Their ability to lift spirits and bring people together has a meaningful impact on the culture of the team and the workplace as a whole.

Another department had commented they have consistently demonstrated strong teamwork and loyalty to Cobb County through the way they support countywide initiatives and actively contributing to building a positive culture for employees.

They take pride in representing the organization well, and they approach their role with a genuine commitment to helping both their agency and the county succeed.

Finally, I would like to say personally, she is steadfast, caring, keeps me grounded with her words, motivated to succeed with her actions, but most of all, she keeps me somewhat sane with her unique and wonderful sense of humor.

It is with great honor that I announced the winner of the 2025 Silver Eagle Award to our public services agency director, Dr.

Jatun Gibson.

Well, Dr.

Gibson is surprised by her family being here.

She stepped into this role a few years ago and uh has never stopped running.

She gives up her time, her prayers, her passion for this job.

She's out on weekends, late nights.

She is there for her team and for anyone else who needs it.

So on behalf of the entire leadership team, we say thank you for your leadership, and we welcome your family here.

Congratulations.

My sister behind me, it's my older sister, my baby sister.

She said, Don't be long.

So I won't say what that says about me, but I will say thank you.

Um speaking of an eagle and soaring, I think that's what we do here in Cobb.

Uh, that's the expectation.

And we just like to hope that we are fulfilling that as a team.

My team is the best.

Public services agency is the best.

And Michael, he hadn't been talking to me much, and now I know why, because he probably was afraid he was gonna tell it because he didn't, it's hard for him to keep anything now.

Good morning, everyone.

If I could have the We Rock ladies that are here.

Um in twenty eleven, my first year in office, I formed a group called We Rock, Women Elected Representatives of Cobb.

And I thought it was a good way to get all the women elected officials together to share best practices and network and get to know each other.

So today, in conjunction with women's history month, um, we have our chief judge of superior court, Ann Harris.

We have Madeline Orchina, our city council from Kennesaw, post one, correct.

We have we have our district four commissioner Monique Sheffield, who is in her element today, and we have our DA, Sonia Allen, we have Mikia Metzger, our solicitor general, and we have our Commissioner One District Commissioner, um Kelly Gambrell with us, and we also have one of my favorites, City of Marietta, Cheryl Richardson, ward one ward one, she's number one.

So I have a proclamation here that I would like to read for Women's History Month, and um it says, whereas in nineteen eighty-one, Congress passed legislation which authorized the president to proclaim the week beginning March seventh, nineteen eighty-two as women's history week to recognize the vital role of women in American history beginning in nineteen eighty-seven, each president has issued a proclamation recognizing March as women's history month.

And whereas women of every race, class, and ethnic background have made historic contributions to the growth and strength of Cobb County in countless ways.

Women have contributed tremendously in economic, cultural, and social roles, both personally and professionally, especially in our county, and have been particularly important in the establishment of early charitable philanthropic and cultural institutions, serving as trailblazing leaders at the forefront of major transformational movements, and have served our county and our country courageously in the military.

And whereas as the country celebrates its two hundred and fiftieth anniversary, it is important to note women's leadership in securing their own rights of suffrage and equal opportunity, while helping to create a more fair and just society for all, serving in Cobb as proudly elected and appointed leaders.

And whereas despite significant barriers and challenges, women have consistently excelled in the arts, sciences, academia, aeronautics, and medicine, just to name a few.

Any of our elected ladies.

Public procurement is quite uh is a quiet force that keeps cities and counties running and schools equipped, roads safe and essential services accessible to all.

This month we honor the choice to build a career in public procurement, a choice rooted in integrity, stewardship, and service.

It is a profession often working behind the scenes, yet shaping outcomes that touch millions.

Procurement professionals are the connectors, the problem solvers, the guardians of public trust, unsung heroes whose decisions strengthen communities and elevate the quality of life for everyone.

Procurement month is a celebration of pride, purpose, and profound influence of a profession that rarely seeks the spotlight, but always delivers the impact.

So therefore, the board, Cobb County Board of Commissioners, do hereby proclaim March twenty uh March 2026 as procurement month in Cobb County and recognize the important role of our procurement professionals that you have in the community.

The first public speaker is Corey Barnes.

Hi, my name is Corey, and I live in Cobb County.

Um I live next door to a documentated fire and health hazard.

The property next to my home is filled with piles of trash and debris large enough to create a serious fire risk.

It attracts vermin.

People are now camping and living in a yard of a residential neighborhood.

The county knows about it, code enforcement knows about it, the courts know about it.

The absent chairwoman, Lisa Cupid knows about it.

On February 18th, I emailed her directly asking basic questions about nascent subatement and what this board intends to do about people camping on private property in residential neighborhoods.

She never responded.

No timeline, no accountability, no answers, no acknowledgement, just silence.

So, commissioners, in Ms.

Keep's absence, I'm asking you on the record: why have you ignored months of communication about an active health and safety threat affecting your constituents?

Why does a resident have to stand here publicly just to get basic answers from the person elected to represent them?

And what exactly is this board doing, if anything, to prevent situations like this one, like the one next to my home from turning into a fire or public health hazard?

Because right now it looks like the county is fully aware of a dangerous situation and it has chosen to ignore it.

This is unacceptable leadership.

If the board refuses to act before something happens, the responsibility for what happens will fall squarely on the people sitting in this dice, including the absent Miss Chairwoman Cupid.

I would encourage Ms.

Cuba to keep her focus on Carp County instead of her husband's public service campaign.

It is my pleasure to present a recommendation for the appointment of county attorney.

Miss Debbie Blair has a distinguished 20-year legal career in both government service and in private practice.

Prior to joining the county attorney's office, she served in private practice representing public utilities and local government entities.

She has served 10 years in the county attorney's office here at Cobb County, and in doing that time, she has navigated all aspects of public sector law, including constitutional issues, governmental transparency ethics, law including constitutional issues, zoning and codification of laws.

For six years, she has served in a managerial role where her duties have included but not limited to staff selection.

She has helped in the managerial and professional development arenas.

She has served as the deputy county attorney since 2019.

This recommendation of Ms.

Spallaire implements a succession plan as directed by the Board of Commissioners and will allow for a smooth transition of duties of the county attorney's office following the retirement this week of the current county attorney, as mentioned before, Mr.

William H.

Rowling Jr.

after 30 years of service.

So it is my pleasure to ask this board of commissioners to approve the appointment of Deborah L.

Blair as our county attorney effective March 15, 2026, and approve the county attorney employment agreement between the county and Miss Debbie Blair and authorize the chairwoman to execute this employment agreement.

Our first item is for the board of commissioners to authorize the purchase and replacement of a water play structure at South Cobb Aquatic Center from collected cell tower ground lease revenues.

The water play structure was removed at South Cobb Aquatic Center in late 2024 due to wear and tear and various safety issues from a lifeguarding standpoint.

The new structure was discussed with our aquatics team, and they believe this unit will be much safer while keeping it enjoyable for the kids.

We asked the Board of Commissioners to authorize the purchase and replacement of a water plate structure at South Cobb Aquatic Center from collected cell tower ground lease revenues and an amount not to exceed 146,836 and 25 cents.

Authorize corresponding budget transactions and further authorized procurement services director to execute the necessary documents.

The synthetic turf uh fields at these two parks have reached its end the end of useful life and playability and maintenance have become a challenge.

These two fields have been used extensively since installation and to address address both safety and playability.

We are requesting replacement.

We asked the board of commissioners to approve a contract with Sports Turf Company for construction services for the synthetic turf replacement at Mud Creek and Terrell Mill Parks under the 2022 Parks Plus program in an amount not to exceed 2,378,614 dollars.

The baseball fields are currently undergoing synthetic turf additions, and the current fencing is beyond its useful life.

The replacement to black vinyl fencing would ensure that athletic fixing throughout the park is similar, safer for the public, and would last longer.

We asked the board of commissioners to approve a contract from the Maldon and Cook Fence Company through Cobb County Master Contract Agreement for French replacement, a 2022 parks splash project in an amount not to exceed 127,097.

Authorized corresponding budget transactions and further authorize the procurement services director to execute the necessary documents.

Everything that we've talked about is slowly being implemented.

Good morning, everybody.

Hello, honorable commissioners.

Um, I'm speaking on behalf of the citizens in this room who are shaking.

Make sure you state your name.

My name is Jeremy Sistrap.

Hey y'all.

Um, I'm speaking on behalf of the missing citizens in this room who are shaking in fear because of the uneasy war that has started with Iran.

Um, the president did not ask the American people for this war.

Um, now yesterday he stated that drafting American boys and girls are on the table for this conflict without our consent.

This was important enough to for me to take some time off work.

So I'm asking our commissioners very concisely.

Please support a measure to bring in the president's power and restore it back to the American people and back to our representatives where it should belong.

And that is what I am asking for and calling for from each representative.

As I'm sure today, this morning, it's nine o'clock.

It's not a lot of people here, so I can say what I need to say.

But on the 24th, I'm sure you're gonna hear this from many, many different people.

Please, we do not support the war.

I will never support the war, but this one in particular is just unplanned.

It is we were not in any intimate threat.

There has not been enough evidence to support what our president is doing.

So I am asking to please support a resolution to bring in those powers.

Just like I was here when you guys supported a resolution when we stood beside Israel, and when we struck them, I will ask that you support a resolution to stop this.

And that is what I am asking.

Yeah, uh, but I just want to commend all of you on making history on being the first all-female board in Cod County and let you know how much it's a privilege to serve beside you.

So again, women's history month.

It was an honor to present the proclamation to our women elected representatives of Cobb and um some history here.

This started in 1980 when Jimmy Carter was president and issued a presidential proclamation designating the week of March 8th as national celebration of women's achievements.

So, as I say, you've come a long way, baby.

Um, now we have a whole month to recognize our women in history.

So I thank you for all those that came this morning for the proclamation, and we appreciate your service.

Um, there's been some emails I've received on the uh veterans connection through our senior services.

These programs are still ongoing, and on Wednesday, March 18th at 10 a.m.

District 4 news and Updates.

March is women's history month, and we honor the countless contributions of women who have shaped history, broken barriers, and paved the way for progress from trailblazing leaders to everyday change makers.

This month recognizes our resilience, strength, and impact while reminding us of the power of strong voices, bold ideas, and shared progress.

Happy Women's History Month.

After more than a decade of persistence and advocacy advocacy, we celebrated an important milestone for our community with the activation of the new traffic signal at Veterans Memorial Highway and Buckner Road.

With the recent installation of sidewalks along Buckner Road, residents will now be able to safely cross Veterans Memorial Highway, improving connectivity, strengthening walkability, and providing safer access to new nearby businesses.

This ribbon cutting represents more than the activation of a traffic signal.

It marks an important step towards safer travel for drivers, pedestrians, and families who use this corridor every day.

Special thanks to Cobb DOT director Drew Wrestler and his entire team.

Also to Michael Brantley for creating that switch in less than 24 hours.

That was really amazing.

The completion of this project reflects our continued commitment to make a make safety a priority and investing in improvements that help protect everyone traveling through this intersection.

The newly remodeled Chick-fil-A located at 2005 Macklin Crossing in Marietta reopens tomorrow, welcoming the community to a refreshed and modernized space.

These renovations represent an investment in improving the customer experience while continuing to serve the menu favorites guests have come to love.

A special thanks to Owner Operator Sandeep Kapoor for his investment and dedication to the District 4 community.

Mr.

Kapoor also opened a new location on Barrett Parkway and Powder Springs Road last summer.

Calling all seniors to spring into gardening, Keep Cobb Beautiful is hosting a gardening for the season workshop at C.

Freeman Pool Senior Center at 4025 South Hurt Road in Smyrna from 11 30 to 12 30.

There is no cost to attend, but registration is required, and you may do so by calling 770-801-3400.

I am excited to announce that our fourth annual community cleanup will be held on Saturday, March 28th.

This year is particularly important as we celebrate America's 250th birthday, and we anticipate this being our largest cleanup yet with coordinated efforts taking place across the county.

Join us as we come together to keep our community clean and provide code enforcement support to our seniors.

Breakfast, lunch, and supplies will be provided.

One more thing I've um wanted to recognize.

We have a hero with us today.

A few weeks ago, officer D Saussure.

Please tell me how to pronounce it because they call him Sauce, so I'll just say officer sauce.

He had a traffic, a car pulled over for a traffic stop.

He's in our step unit.

And a couple drove up and said, the husband said, Officer, can you help us?

My wife is having a baby.

And they didn't have time to get to the hospital.

So they had the baby in the car, but the baby wasn't breathing.

So this fine officer here, Cobb County's finest stepped in, gave the baby um compressions on the chest and um first aid and saved the baby's life.

So the baby was breathing, the mother was fine.

They went to the hospital, and all is fine.

So thank you.

You saved a baby's life.
