Colorado Springs Planning Commission Meeting — August 6, 2026

The Colorado Springs Planning Commission convened on August 6, 2026, at 10:45 a.m. MDT (16:45 UTC) for a regular meeting. After introducing a new commissioner whose term began July 29, the commission heard staff and legal counsel reflections on the marathon Project Taurus data center hearing, received city council updates, approved a consent agenda item, and discussed a church coffee shop use variance. Legal counsel advised the commission to refrain from discussing Project Taurus or data center merits because appeals are pending before city council.

Consent Calendar

  • Sugar Bowl Grove street name change — approved. Staff reported the street has not been constructed, so the name change carries no current ramifications beyond future signage. The applicant intends to seek development plan approval for affordable senior housing and plans to use 'Sugar Bowl Grove' as the project name. Four public comments were submitted, raising parking concerns, concerns about multifamily use, and a desire to keep the property commercial. Staff noted the site would be considered 'overparked' if treated as multifamily, drawing on parking questions raised in a prior project. No commissioner pulled the item, and the consent agenda was approved.

Discussion Items

  • Project Taurus / data center hearing debrief. Staff and legal counsel thanked the commission for the exceptional 15-hour hearing. Legal counsel Trevor explained that the board should not discuss Project Taurus or the merits of data centers generally because two appeals were filed within the appeal deadline; the decision has been forwarded to city council for a September hearing, and the case could be remanded to the commission or planning department. Trevor described post-decision contacts from the appellants as 'mostly mischaracterizations and incorrect information' and advised commissioners not to respond, noting staff handles contacts from appellant groups and applicants and that is not something the board should do for itself. He added that future data center policy discussions could be possible after the appeals, especially given city council's go-ahead.
  • City council updates. Staff reported two council meetings since the commission's July 14 work session. Council approved the Kettle Creek annexation, reported as unanimous, and adopted an ordinance dissolving the old Colorado City downtown development authority (OCC DDA). A commissioner asked about council's rationale for unanimously overruling the commission on the 'Briar date' item at the July 14 meeting; staff said recorded council discussions are available online, and the chair asked Alison whether she could provide a summary. The chair reminded commissioners that council has a wider decision-making purview than the commission.
  • Annual meeting and training. The chair recommended postponing the commission's annual meeting — normally held in June per commission rules, with plans to update those rules — to September, when elections for chair and vice chair will occur. A technology training for the alternates and the new member was scheduled for 8:15 a.m. before the next Design Review Board meeting; because more than three voting members in attendance could trigger public notice requirements, commissioners were asked to notify staff in advance if they planned to attend.
  • Digital agenda packets. A commissioner asked whether paper agenda packets could be eliminated, saying they never look at or use them. The chair offered to make the shift to digital a 'moving board' if no commissioner objected, stating the board can 'certainly change to digital.'
  • Woodmen Valley coffee shop use variance (19th and Colorado). Staff explained the church is seeking a use variance to allow a public-facing coffee shop as a secondary principal use, converting approximately 1,600 square feet of first-floor space near the north parking lot. Other Woodmen Valley campuses have coffee shops, but in different zone districts; in this district, a public-facing shop must be a secondary principal use rather than an accessory use. Plans include an ADA ramp, a small patio, and minor exterior storefront changes, to be reviewed administratively with the development plan. No public comments were received. Commissioners raised parking questions similar to a prior project; staff said the use variance may make more sense than rezoning to a form-based zone, as detailed in Ethan's staff report.

Key Outcomes

  • Consent agenda approved, including the Sugar Bowl Grove street name change.
  • The commission will refrain from discussing Project Taurus or data centers until the appeals are resolved by city council in September.
  • Annual meeting postponed to September; alternate and new-member training scheduled for 8:15 a.m. before the next DRB meeting.
  • Direction to explore eliminating paper agenda packets in favor of digital; no formal vote was taken.
