Columbia Planning and Zoning Commission Meeting Summary – July 24, 2025
The Columbia, Missouri Planning and Zoning Commission convened on Thursday, July 24, 2025, at 7:00 PM in City Hall. The Commission addressed nine public hearing cases, forwarding recommendations to the City Council on a range of development proposals, including rezonings, planned developments, plats, and conditional use permits. A significant portion of the meeting was dedicated to a contentious replat on Meadow Lane and a debate over the appropriate zoning for an annexation parcel near a major commercial intersection.
Consent Calendar
- The Commission unanimously approved the July 24, 2025 meeting agenda and the minutes from the July 10, 2025 regular meeting.
Public Comments & Testimony
- Vanderveen Village (Case 184): Jay Gephardt, agent for Heart2Homes Realty, stated a Planned Development was required because current R-MF zoning does not allow for townhome lots to be sold individually.
- East St. Charles Road Rezone (Case 197): Attorney Caleb Colbert noted the applicant amended the request from M-C to M-N per the Commission's previous recommendation.
- Alan Creek Estates (Case 207): Neighbors James Acting and Judy Johnson expressed concerns about the development's density and its impact on existing flooding issues in the area. Agent Jay Gephardt confirmed a community building for Love Inc. was included.
- Meadow Lane Plat (Case 216): Multiple residents of the West Ash neighborhood spoke, including Laura Mitchell (West Ash Neighborhood Association President). Residents stated they supported waiving sidewalk and street width requirements for the historic plat but expressed strong opposition to the potential future two-family dwelling, citing significant traffic, safety, and infrastructure deficiencies. Jay Gephardt (applicant agent) detailed the shared garage and lot line adjustments.
- Kennesaw Ridge CUP (Case 238): Agent West Bolton stated the contractor use would be a headquarters with no outside material storage or fabrication, though some trailers would be stored. Rhonda Carlson (Spencer's Crest Condominium Association) requested strict buffering to protect the adjacent neighborhood.
- Stevendave Drive Rezone (Case 240): Owner Courtney Pulley acknowledged a permitting oversight during renovations and requested the rezoning to bring the property into compliance.
- Clark Lakewood Annexation (Case 242): Attorney Caleb Colbert asked the Commission for an up-or-down vote on M-C zoning, stating the owners would develop under county rules if the city did not approve high-intensity commercial zoning. Residents Hoi Shan Liang, Grovering Henderson, and Deb Shore objected, citing impacts on neighborhood tranquility and traffic on the local residential street.
- Fellows Place Design Adjustment (Case 246): Agent Jay Gephardt cited a grade exceeding 20% as the reason for the sidewalk waiver request along Rock Quarry Road.
- Pratt Street STR (Case 249): Owner Dan Johnson highlighted the property's excellent reviews and a neighbor's letter of support.
- General Public Comment: Jay Gephardt asked the Commission to advocate for streamlining the platting process to avoid high costs for homeowners trying to legalize lots for building permits.
Discussion Items
- UDC Standards for Townhomes: During Case 184, Commissioner Brodsky highlighted that the Unified Development Code (UDC) does not readily accommodate townhome developments, forcing applicants into the Planned Development (PD) process. He expressed hope that the Commission's upcoming work on UDC amendments could resolve this.
- Meadow Lane Replat Debate: Discussion on Case 216 centered on the tension between the ministerial nature of plat approval and the community's desire to influence future development. Commissioner Stanton questioned the lack of recourse for citizens. Legal counsel clarified that design adjustments were the appropriate lever for the Commission. The Commission approved the design adjustments and plat, but requested City Council pull the item from the consent agenda for full public debate.
- Clark Lakewood Zoning Debate (Case 242): The Commission split over the intensity of zoning. Supporters of M-C argued the site was already in a commercial node and had extensive buffers. Opponents, including Commissioner Ortiz, stressed that M-N was the appropriate transitional zone to protect residential neighborhoods and maintain the character of the area, noting staff's recommendation for denial of M-C.
- Conditional Use Permit Screening: During Case 238, the Commission discussed the need for Level 3 screening for any exterior storage of trailers. The applicant agreed to this condition.
