He also detailed a new crisis response training model implemented department-wide called ICAT (Integrating Communications, Assessment, and Tactics), developed by the Police Executive Research Forum (PERF). The department’s new academy has a 92% graduation rate across its first three classes, and 94% of graduates complete field training. The board expressed interest in receiving further information on the co-responder program at the next meeting.
• Staff Transition: Staff Liaison Stephanie Brown noted that this was City Manager Fellow Payne Oliver’s last day; a replacement will be assigned.
