Our final item on our agenda is item 260936, a proposed ordinance amendment.

Ordinance concerning the Cook County Real Estate Assessment Classification Ordinance regarding incentive classification.

This is with effective day, June 1st, 2026.

It amends the Cook County Real Estate Assessment Classification Ordinance, which is Chapter 74, Article 2, Division 2, to extend the life of incentive classifications currently set to expire in 2027 and to improve clarity, transparency, and accountability in its administration.

The amendment updates section 7463, 7465, 7468, 7470, 7473, and 7475 to require applicants to attest to a compliance with prevailing wage requirements and disclosure of any redevelopment agreements, removes outdated authorization, authorized officer letter provision, ties to uh continued program and revises applications and renewal timelines for the class C incentives to allow renewal in uh years 10 through 12.

It sunsets the class 7 uh incentive and um directs new qualified uh commercial projects to apply under class B, eliminating the uh unusual class uh 8A incentive and updates of class 8 eligibility by expanding the definition of abandonment to include properties with five or more years of delinquent taxes acquired um from government entities.

Um it amends also um also revises class 8 micro eligibility to align with IL edge tax credit uh recipients and requires um triannual reassessment uh periods and um these changes reflect a joint review by the Department of Planning and Development and the Assessor's Office to modernize the ordinance to remove um any provisions that are obsolete and um strengthen oversight um and the ordinance would take in effect again on June 1st, 2026.
