Um I had the pleasure of serving as a metropolitan water relationship uh water reclamation district commissioner uh for six years prior to joining the board and um have worked with uh a lot of my fellow uh colleagues at MWRD, including Commissioner Cam Davis, to bring some of these items and integrate them into what we're doing at the county.

Um I had the pleasure of I was trying to join him.

I try to join him at the future as well.

Um had the pleasure of the pleasure of being back at MWRT just recently to recognize the appointment of uh Commissioner Marina Commissioner Marina executive director, John Murray.

Um, and it kind of revived some conversation about um what what more we can be doing between the county and MWRD.

I know we've paid a lot of attention um, you know, to the issues around the Great Lakes that hold 90% of the U.S.

water supply, uh 20% of the world's fresh surface water, um, and wanted to highlight also um the importance of the Chicago area waterways, also known as the Cause.

I'm so excited to have my former colleague Cameron Davis uh from MWRD to talk further about this resolution um here at the board today.

Thank you very much, uh, Commissioner Dagnan, and thanks to um my former colleague at MWRD, Commissioner Marita, for your interest in this, and thanks to all of you, uh, my friends in that room.

Um, and instead of just giving comments like I will tomorrow, I wanted to give you uh not a formal presentation, but just a little bit of history behind this resolution and why it's so important to our entire county, our entire metro region.

Um, as many of you know, the Chicago River system has had leg what we call legacy pollutants in it for generations and generations and generations that are pollutants that have been that were discharged long ago, decades ago, uh, and have fallen down to the bottom of our river system called the Chicago area waterway system, the CAWS or cause, where those pollutants have essentially sat and sat for decades, if not generations.

Uh the problem with many of these pollutants is that they don't just stay there out of sight, out of mind, out of reality.

Uh they tend to recycle themselves through the food chain and especially impact uh subsistence anglers who rely on fishing as an inexpensive food source for themselves and their families.

So even though these pollutants have been uh were discharged generations ago, uh they still make themselves known, they still make themselves present, and they still present uh tremendous uh public health threat to the entire metro region.

The great thing is that uh the one of the federal agencies, actually, two federal agencies are proposing to take the lead in identifying where these toxic hotspots are and uh coming up with plans to address them at long long last.

Uh the U.S.

Army Corps of Engineers and the US EPA.

And they propose to start this process with uh 100% federal funded lead.

One of the things that's really important is that we show our support to these federal agencies, especially at this time when we're seeing federal cutbacks in our environmental programs, our budgets, and our staffing, and show that uh we as what are called non-federal sponsors are concerned about this.

We want to partner with our federal agency friends, and we want to stop kicking these ecological threats, if not economic threats, recreation threats, and so on down the road.

So, one of the things that I did with my team is we crafted a resolution, and uh I'm much appreciative of my colleagues on the board who passed this resolution unanimously last year, and uh that is very much mirrored in the resolution you see now that's intended to document to show support for the cleanup of the Chicago River.

Now, I know uh many of you have districts that encompass parts of the Chicago area waterway system that can be the North Branch or the North Shore Channel, the main stem that uh flows uh that connects the Lake Michigan through uh the locks by Navy Pier, the South Branch, uh the Illinois, the Chicago Sanitarian Ship Canal, the Cal Sag Channel, the list goes on, and each one of those stretches of waterway have smaller pieces such as Bubly Creek, the collateral channel, places around Goose Island, and so on, that are iconic places in your district.

Even if you don't have a district that encompasses part of the Chicago area waterway system, when we have a clean, healthy Chicago area waterway system, those benefits accrue to everybody, every single resident of Cook County.

That's why we offered the resolution that passed unanimously at MWRD.

We worked with the City of Chicago to pass a similar resolution earlier this year, and that's why it's really been a privilege to work with you all, uh, especially Commissioner Marita to come up with this resolution for your consideration.
