Now I started to beat up on Mr.

1:54

Bellari.

1:55

No, no, no, no, no, no, no, no.

1:58

I'm not gonna beat up on these commissioners.

2:03

Not now.

2:04

I'm beating up on you out in the public.

2:08

Those who are watching me.

2:10

And then they mainstream this on their website too here at the county.

2:15

So evidently is something wrong with you.

2:21

So uh I asked, I say, is can TV watching this?

2:24

Is this going live?

2:26

Yes.

2:28

But do y'all have a friendly media?

2:32

It's not reaching the people.

2:36

It's not reaching the people.

2:39

So it's all bureaucrats down here.

2:41

These people are getting paid to come.

2:44

You citizens.

2:46

I'm not gonna beat up on these political hacks here right now.

2:50

I'll do it at another time.

2:52

While I'm talking, Mr.

2:54

Daly is talking uh to one of the commissioners.

2:58

They don't respect us, and you get the government you deserve, and you deserve the government you get.

3:05

All of y'all out there in Facebook land.

3:07

Oh whoever streamlining this.

3:10

Yeah, you deserve all of these democrats.

3:14

Trump's not here.

3:16

You deserve the government you get, the corruption, the fraud that goes on in government.

3:22

You deserve them.

3:24

You the people deserve them.

3:27

So I don't want to hear you say nothing about any of these commissioners down here.

3:32

And the bureaucrats are on their job.

3:35

At least the counties starts on time.

3:41

They'd be on in time.

3:44

So again, if another dog and pony show, and you all uh out in Facebook land, I said, do they screenline this?

3:53

Forget about my little Facebook mess.

3:56

Can the people actually see this going on?

4:01

Can y'all see it going on?

4:03

One minute.

4:03

Well, your brain damage.

4:06

Your brain damage.

4:09

If you can see it and you let it go on, then you talk about your taxes, you talk about prep winkle and all you deserve them.

4:18

You deserve the government you get, and you get the government you deserve.

4:24

So 30 seconds.

4:26

It's a ridiculous.

4:28

It's ridiculous.

4:33

And the courts are corrupt.

4:35

And the judge are corrupt.

4:37

All of us have failed.

4:42

Have failed.

4:43

You where are you?

4:45

Where?

4:46

Look at here.

4:46

Look at him.

4:48

Look at him.

4:49

The people are not here.

4:50

You agree.

4:51

Next speaker, please.

4:54

And state your name.

5:08

Ma'am, please begin.

5:10

My name is Jessica Jackson.

5:13

And well, I know I don't deserve the treatment that I've gotten for the last 10 years.

5:19

Because I have been down here.

5:22

And I have used the courts.

5:24

And I have followed every rule.

5:27

So I know I don't deserve any of this that I've gotten in the last 10 years from Cook County officials and the City of Chicago officials.

5:38

And I got the documentation to prove it.

5:43

Now like I said yesterday, this hit piece in Chicago Tribune.

5:50

That Commissioner Terror Stamps went to the paper with.

5:55

Talking about my freedom of protest, talking about my freedom of speech.

6:01

Go to the Sometimes and tell them they're wrong about those Cook County, that Cook County tax sale for all that federal funds that y'all gonna have to pay out.

6:09

Go tell them they wrong.

6:12

Cause see now you got this bogus, June 6th seminar that y'all gonna do talking about navigating the court, Cook County justice system, and all y'all that's sitting in here.

6:27

I got documentation on where y'all broke the law, and you all gonna be the ones to tell people how to navigate through the system.

6:36

Scott Britain sitting here, refusing to take my case out of litigation.

6:42

Are you kidding me?

6:43

Michael Scott, who I gave documentation to to go to the sheriffs about.

6:48

You yourself be a lawyer, I don't have to go over it.

6:51

You know what time it is.

6:53

Daily, you sitting here letting all those cases die in the circle court of the Daily Center that you, your family name is on, and you're gonna tell people how to navigate through the court system.

7:07

The Cook County Sheriff, Dart is on here.

7:10

Are you kidding me?

7:12

Are you kidding me?

7:13

Yeah, I'm glad you stand in there, white shirt.

7:15

Please make sure you tell shirts, uh what is it, Sheriff Dart, that in this seminar he's gonna explain how it is that the Cook County Sheriffs put this fraudulent eviction note, eviction sticker on my tennis door when they participated in that fraudulent eviction by the public administrator Lewis G.

7:36

Apostle, you tell Dart if he needs to be on the thing, why they sending you here for me.

7:42

Let me tell you something.

7:44

I don't break no laws.

7:46

I stand on the law.

7:48

I stand on the law, and I'm gonna keep standing on the law.

7:51

I'm gonna keep doing it until y'all give me my money until you leave black people's property alone.

7:57

Come up here next time.

7:59

You, you, you, you, you, and you.

8:01

I don't break no law.

8:02

I enforce my right.

8:03

And time has expired.

8:04

Our next speaker, please come to the mic.

8:15

If you're not in this meeting, please mute your mic.

8:19

Thank you.

8:20

Go ahead, sir.

8:21

Tell us your name.

8:22

Um, good morning.

8:23

My name is Taiwan Sandsville.

8:25

C I W O N S I M S.

8:28

Um, I've been coming here speaking about a case 25120 869-201, where I was wrongfully arrested right here in 121 North Versailles.

8:41

On that day, the officer Garza, he was able to generate a court date of 620 2025, and I'm still trying to figure it out how.

8:54

If there was no enforcement, as we've now established through the public defender's office, that there was no enforcement and hasn't been any enforcement since May 30th of 2025, and I've been under illegal enforcement, well, illegal restrictions and enforcement for what one whole year.

9:14

And after a massing a ton of paperwork, and then processing that paperwork, you find out that you've been under, I just don't know, the boot of the city.

9:30

And I assume that'll be Mayor Johnson.

9:34

And if we talking about First Amendment restrictions, then this is egregious on a level that's federal.

9:42

And it should be taken care of in that way.

9:45

Because I'm an American citizen.

9:46

I have the right to protest.

9:49

This man even signed uh what uh executive order in regard to people protesting in the street, but you'll have an American citizen falsely jailed and then have them restricted for a whole year under judicial power.

10:03

How I want to understand that part, and I'm sure that you all can get to the bottom of it.

10:12

Because you all have the jurisdiction in the public defender's office, and also uh Asa Garber, who is part of this case, though from the public defender's office, is refusing to get a transcript for me on June 5th.

10:28

I thought I was wrongfully arrested on June 3rd.

10:30

I found my way down to 315.

10:33

One minute North Floyd Noid, and I had a conversation with the judge after Asa Garber motioned the case up.

10:40

This is Asa Garber's handwriting and his instructions on how I should get my iPad back that was taken that day and put as well taken as what evidence by whoever the woman is.

10:53

But I want to understand why I can't have that transcript, which further vindicates me.

11:00

And how you say what's the word for the um purgures?

11:05

The judge.

11:06

30 seconds, Chairman.

11:10

That concludes our list of speakers for this meeting.

11:12

Thank you.

11:13

Would you please add Commissioner Miller to the roll?

11:16

And also add Commissioner Morita, who is participating remotely, given that Chairman Daly moves to allow participation remotely, seconded by Commissioner Naya, roll call.

Summary of Proceedings

Cook County Rules and Administration Committee Meeting - May 13, 2026

The Cook County Rules and Administration Committee met on May 13, 2026, at 9:30 a.m. to consider routine approvals and hear public testimony. The meeting was called to order after establishing a quorum with nine members present (Commissioners Anaya, Britton, Daly, Dagnan, Miller, Morita, Sean Morrison, Scott, and Chairman Daly). Commissioners Miller and Marita were initially marked absent, but Commissioner Miller was later added to the roll, and Commissioner Morita participated remotely after a motion to allow remote participation was approved unanimously. The committee heard three public speakers and then approved the committee minutes and journal of proceedings.

Consent Calendar

  • Approval of Item 26-141: Committee minutes from the meeting held on April 15, 2026. Moved by Commissioner Britton, seconded by Chairman Daly. Passed by voice vote (ayes all).
  • Approval of Item 26-1484: Journal of Proceedings for the regular meeting held on April 16, 2026. Moved by Chairman Daly, seconded by Commissioner Scott.
  • Approval of Item 26-1485: Journal of Proceedings for the consent calendar meeting held on April 16, 2026. Moved by Chairman Daly, seconded by Commissioner Scott. Items 26-1484 and 26-1485 were bundled and approved by a single roll call vote: 9 ayes, 0 nays.

Public Comments & Testimony

Three members of the public provided testimony under the board's rules (three minutes each, no vulgar or abusive language permitted).

  • George Blake Moore criticized the committee and the public for not holding officials accountable, described the meeting as a "dog and pony show," and argued that the government is corrupt and citizens deserve the officials they elect. He also expressed frustration that the meeting is not reaching a broader audience.
  • Jessica Jackson alleged mistreatment by Cook County and City of Chicago officials over the past ten years, referencing a Chicago Tribune article she claimed Commissioner Terror Stamps took to the paper. She accused multiple officials (Commissioner Scott Brittain, Michael Scott, Commissioner Daly, Sheriff Dart) of breaking the law, mishandling her case, and participating in a fraudulent eviction. She demanded financial compensation and enforcement of her rights.
  • Taiwan Sims described being wrongfully arrested at 121 North Versailles on a case (25120 869-201) and claimed illegal restrictions and enforcement for one year. He stated that the public defender's office confirmed no enforcement existed since May 30, 2025. He questioned the judge's authority and requested a transcript from June 5, 2025, which the public defender had refused to provide.

Discussion Items

  • Remote Participation Motion: Chairman Daly moved to allow Commissioner Morita to participate remotely. The motion was seconded by Commissioner Naya (likely Commissioner Anaya). The committee voted unanimously (9 ayes) to approve remote participation.

Key Outcomes

  • The committee unanimously approved the minutes from the April 15, 2026 meeting and the journal of proceedings from the April 16, 2026 regular and consent calendar meetings.
  • No further business was conducted. Commissioner Britton moved to adjourn, seconded by Commissioner Sean Morrison, and the meeting adjourned by voice vote.
